单位=organisation
detain=拘留

其他单位或个人一律不得扣留此证。

或This certificate may not be removed by any other organisation or individual. (正常语法)

我也想用entity，怎样都不适合用organization（组织）.

certificate出现的频度比certification高，要用certification也没异义。

organization通常翻成组织，没错，但是两个词绝对没有简单的一对一关系。Entity只有在比较特殊的语境下有这个意思，没学会，最好不要用它，容易犯错误。
因为我不知道你的原文的语境是什么，不知道证书颁发单位是政府部门(government agency)或其他机构，就用最广义的词：organization。如果是政府部门，用agency好。

certificate/certification是两码事，该看清楚：
certificate：证书（一张纸）
certification：资格

这也是我们比知道你那句话的语境，所谓“扣留证书”的意思是把那张纸收下，还是取消它所代表的资格，还是两个都是。
