Dear Sir/Madam,
I have a question on the education in UK.
Please can you assist to advise below issue.
If my son finishes the study of year 12 and year 13, with 03 A-level subjects, say:
1. Geography
2. Business Studies
3. ICT (or Economics)
plus IELTS subject (for 02 years of year 12 and year 13)
then is he accepted that he finished the high school at A-level?

I'm not sure I understand your question, but there is no such concept in the UK as "graduating high school". You can take as many A-levels as you want (and are capable of doing). is the norm in years 12 and 13, but you can do more and at whatever age you please too.
If your son completes his UK A levels, he probably doesn't need any other proof that he speaks English because the exams and coursework are all in English.
There is no such thing as a certificate of high school in the UK, or graduating high school.
You just get certificates for each A level with the grade/mark stated on it.

Since the Hotel Management School is in Switzerland, the admission requirements no doubt reflect the Swiss Education system rather than that of the UK.

It's the norm in the UK, and it demonstrates that your son has completed secondary schooling. Why not write and ask the institution?

What I worry is if my son has 3 A level certificate and the hospitality say he has not finished high school as they stated in their entry requirement.
