As you correctly noticed, job quoting templates and file attachment are not available in the app. However, this is part of a list of improvements to be applied in future releases.
Secondly - there are quotes I shouldn't be able to quote on because I don't meet the criteria. So far so good. But what is the point if I can still see who posted the job? I cannot quote directly via proz, but I see who the poster is and there is no way to stop me from writing them an e-mail
Without taking a look at the specific job posting(s), I am afraid I can't confirm there is an issue. If you don't mind, I would appreciate it if you sent job details (including job URL(s)) through the support center using this link and I'll personally take a look: http://www.proz.com/support?mode=ask&sp_sub_mode=ticket_submit
Plus, I get absolutely no push messages.
As explained at http://www.proz.com/faq/177035#177035, for the time being, ProZ.com Mobile only offers the possibility to be notified of new Quick polls (only on Android). However, other specific notifications such as for jobs and KudoZ will be included in future updates. If you are having trouble receiving push notifications for Quick polls though, please let me know and we'll check what the problem may be.
