117. As with any initiative this project design is based on a number of assumptions and risks which may impact achievement of intended results in the timeframe of the project. Successful achievement of project Outcomes, in line with the approach laid out in this project document, requires the project management team and implementing partners to regularly monitor risks and assumptions, and to adapt project management accordingly, as part of ongoing monitoring and adaptive management. The project’s logical framework lists the key risks and assumptions that have been identified at the time of project design, a risk log is also included as an Annex 20 to this project document. None of the risks are currently assessed to be critical. New risks may emerge during the lifetime of the project, however, or the level of risk may change. The project management team are responsible for assessing and monitoring risks and developing appropriate response mechanisms.
118. One potential disruption to project execution is the fact that political elections are due to be held during the lifetime of the project. Comoros is a fragile state with a long history of political and institutional instability. There have been over 20 coups or coup attempts since it declared independence from France in July 1975, in fact during the design process for this project there was an attempted, but luckily unsuccessful, coup. Since 2001, under the new reconciliation and governmental framework, the situation in the Union of Comoros has been relatively stable. The last elections were held in 2010 and were considered to have been free and fair. The 2010 election process appears to have broken the cycle of instability in the Comoros islands. However, there remains a risk that the election process may cause delays to project implementation. The exact timing of the presidential elections is not currently known, although this is likely to be in 2016, the assumption that there will be some level of delay to project implementation has been built in to project design, with leeway for considerable flexibility around the timing of activities in the second and third years of project implementation. At the time of design, there is also the assumption that the elections will not result in significant political, institutional or socio-economic turmoil, however, the project management team should monitor the political situation closely and develop a risk management strategy if there is any indication that the election process may result in medium or high risk to project implementation. The project has also been designed on the assumption that ‘political will’ to support climate change adaptation in the agriculture remains under the new government, and that the new government will continue to follow the national Poverty Reduction and Growth Strategy (PRGS) and continue to honour international treaties and conventions.

À l’instar de chaque initiative, la conception de ce projet est basée sur un certain nombre d’hypothèses et de risques qui peuvent avoir un impact sur l’obtention des résultats attendus dans la durée espérée du projet. La réalisation avec succès des Résultats attendus du Projet, en fonction de l’approche exprimée dans le Manuel du Projet, requiert de l’équipe de Gestion du Projet et les partenaires participant à la mise en œuvre un contrôle régulier des risques et hypothèses, et ainsi donc d’adapter la gestion du projet selon les besoins, dans le cadre d’une d’un contrôle et d’une gestion adaptative permanente. Les listes du cadre logique du Projet, les risques principaux et les principales hypothèses identifiées au moment de la conception du projet, un dossier de risque est également annexé à l’Annexe 20 dans le Manuel du Projet. Présentement aucun des risques évalués n’a été considéré comme critique. Toutefois de nouveaux risques peuvent apparaître en cours du Projet ou le niveau de risque peut se modifier. L’équipe de Gestion du Projet est responsable d’évaluer et contrôler les risques ainsi que les méthodes appropriées d’y ré faire face.
118. Une perturbation potentielle à l’exécution du projet est le fait que des élections politiques doivent avoir lieu dans le courant du projet. Les Comores sont un état fragile avec une longue histoire politique et une instabilité institutionnelle. Il y a eu plus de 20 coups d’état ou tentatives de putsch depuis son indépendance de la France en juillet 1975, en pratique durant la conception du projet il y eu une tentative, heureusement sans succès. Depuis 2011, sous le nouveau cadre de gouvernemental de réconciliation, la situation dans l’Union des Comores a été relativement stable. Les dernières élections ont été tenues en 2010 et furent considérées comme libre et honnête. Le processus des élections de 2010 paraît avoir interrompu le cycle d’instabilité des Iles Comores. Toutefois, il reste un risque que le processus des élections puisse causer des retards de mise en oeuvre du projet. Le timing précis des élections présidentielles n’est connu aujourd’hui, malgré qu’il soit probable qu’elles se déroulent en 2016 ; l’hypothèse suivant laquelle il y aura un retard certain dans la mise en œuvre du projet a déjà été pris en compte dans l’élaboration du projet, avec une marge certaine de flexibilité autour des activités dans les années 2 et 3 de la mise en œuvre du projet. Lors la conception du projet, l’hypothèse a été posée que les élections n’entraîneront pas de troubles réels politiques, institutionnels ou socio-économiques ; toutefois l’équipe de gestion du projet devrait suivre de près la situation politique et développer une stratégie de gestion du risque s’il y a la moindre indication que le processus électoral puisse constituer un risque élevé ou moyen pour la mise en œuvre du projet. Le projet a aussi pris en compte l’hypothèse d’une volonté politique du nouveau gouvernement de supporter l’adaptation au changement climatique dans l’agriculture est que le nouveau gouvernement poursuivra la Stratégie de Réduction nationale de la Pauvreté ainsi que de la Croissance (SRPC) et continuera à honorer les traités et conventions internationales.
