Bilingual education in Latvia is no longer a novel concept as a term but also as an idea in itself. This term denotes several hundreds of models and programmes united by a common principle: teaching materials and forms are used in 2 (in particular cases even in 3-4) languages.
Bilingual education, as it is known, is a teaching process in which two or more languages are used. Common to these models is a principle that denies the possibility of teaching a second language only as a subject. In practice this term mainly denotes a system, by which pupils get education in an official (state) language as well as in a minority language.

Понятие "билингвальное образование" в Латвии уже не ново, ни как термин, ни как идея. Этим термином определяют сотни моделей и программ, объединенных одним общим принципом: учебный материал преподается на двух ( в отдельных случаях даже на 3-4-х) языках.
Билингвальное образование, как известно, это учебный процесс, который ведется на двух или более языках. Общим между двумя моделями является принцип, отрицающий возможность преподавания второго языка только как предмет. На практике этот термин, в основном, обозначает систему, по которой учащиеся получают образование на официальном (государственном) языке так же, как и на языке меньшинства.

Visitors old-fashioned enough to wish only to stand and look with their anachronistic eyes are shoved aside by the photographers, who take it for granted that while they do their ritual focusing, nothing else may move or cross their vision.
Those peculiar souls without a camera must step aside for those more properly occupied, must wait while the rituals take place, and must bide their time while whole coaches stop and unleash upon the landscape the Instamatic God.
And the populations of whole countries seeing themselves cannibalised, swallowed up, vacuumed into the black-ringed staring eye, wrench what they can from the cannibals.
You want а picture of my house, my camel?
You pay.
None of this would matter, perhaps, if anything worthwhile was being accomplished.
If all the constant business and clicking produced, at its end, what had not existed before, images of beauty captured or truth told.
But, sadly, this isn't so.
The camera is simply graffiti made respectable.
The camera is the means by which we stamp ourselves on everything we see, under cover of recording the Wonders of the World already wonderfully
recorded by professionals and on sale at every corner bookshop and newsagent.
But what use to show Aunt Maud, back home, postcards of the Tuscan landscape, since we are not in the picture to prove that we were there?
No stretch of rocks has verity unless I am within it.
No monument exists
but for my wife, leaning against it.
No temple is of interest without my face beside it, grinning.
With my camera I appropriate everything beautiful, possess it, shrink it, domesticate it, and reproduce it on my blank sitting-room wall to prove to a selected audience of friends and family the one absolutely vital fact about these beauties: I saw them, I was there, I photographed them, and, ergo, they are.

Traduction - russe В настоящее время все путешествие сводится лишь к движению фотоаппарата, а все путешественники подчинены всемогущему объективу.
Старомодных посетителей, желающих всего лишь стоять и смотреть своими анахроничными глазами, оттеснили фотографы, принимающие как должное то, что, пока они делают свое ритуальное фокусирование, ничто другое не может двигаться или заслонять их обзор.
Эти особенные создания без фотоаппарата должны отступить ради тех, кто экипирован более солидно. Они должны ждать, пока вершится ритуал, и коротать время, пока целые автобусы остановятся и высвободят свои Божественные Мыльницы для съемок ландшафта.
И народы целых стран, видя, как «каннибалы» их заглатывают, пожирают, засасывают в черный выпученный глаз объектива, вырывают у тех все, что могут.
Хотите запечатлеть мой дом, моего верблюда?
Платите.
Возможно, все это было бы не так важно, если бы при этом создавалось что-либо достойное.
Если бы в результате всей этой непрерывной суеты и щелканья, создавалось то, что не существовало ранее, запечатлевалось что-то прекрасное или рассказывалась правда.
Но, к сожалению, это не так.
Фотоаппарат - это не что иное, как граффити, приведенное в респектабельный вид.
Фотоаппарат – это средство, при помощи которого мы оставляем свой отпечаток на всем, что мы видим, оправдывая себя тем, что запечатлеваем Чудеса Света, уже чудесно запечатленные профессионалами и продающиеся на каждом углу в книжных магазинах и киосках.
Но что за радость показывать тете Мод, вернувшись домой, пейзаж Тосканы на открытках, если нас на них нет, и мы не можем доказать, что мы там были?
Ни одна горная цепь не является истинной, если там нет меня.
Ни один памятник не существует, если на него не опирается моя жена.
Ни один храм не интересен, если рядом нет моей ухмыляющейся физиономии.
Своим фотоаппаратом я присваиваю все прекрасное, владею им, сжимаю его, одомашниваю его и воспроизвожу на пустой стене гостиной, чтобы доказать избранной аудитории из моих друзей и родственников один жизненно важный факт относительно этих красот: Я видел их, Я был там, Я фотографировал их, и, следовательно, они существуют.
