Organic farmers in developing countries will have greater access to world markets, thanks to two practical tools launched this week that seek to ease trade in organic agricultural products.
The new tools, which are the outcome of six years of collaborative work by FAO, the UN Conference on Trade and Development (UNCTAD), and the International Federation of Organic Agriculture Movements (IFOAM), the umbrella organization for the organic sector worldwide, will help streamline acceptance of products that are traded internationally.
Equitool is a guide to help decision-makers assess whether an organic production and processing standard applicable in one region of the world is equivalent – that is, not identical but equally valid – to another organic standard. This tool facilitates trade while also safeguarding organic production according to local socio-economic and agro-ecological conditions.
The second tool, IROCB (International Requirements for Organic Certification Bodies) is a minimum set of performance requirements for organic certification bodies that will enable import of products certified under foreign control systems.
The tools were approved at the final meeting of the International Task Force on Harmonization and Equivalency in Organic Agriculture (ITF) in Geneva. The task force, formed in 2003 by FAO, UNCTAD and IFOAM, comprises representatives of governments, intergovernmental agencies, and key stakeholders from the private sector, including certifiers and accreditors.
Organic trade is expanding at the rate of 15-20 percent per year, and more than 100 countries currently export certified organic products. But international organic trade is hindered by a multitude of standards, regulations, and conformity assessment systems.

Les agriculteurs biologiques des pays en développement pourront désormais avoir un accès plus large au marché mondial, ce grâce à deux outils pratiques lancés cette semaine et visant à faciliter la commercialisation des produits de l´agriculture biologique.
Ces nouveaux outils, qui sont le fruit de six années de collaboration entre la FAO, la Conférence des Nations Unies sur le Commerce et le Développement (CNUCED) et la Fédération internationale des mouvements d´agriculture biologique (IFOAM), organisation parapluie représentant le secteur de l´agriculture biologique au niveau international, devraient contribuer à faire mieux accepter les produits qui sont vendus sur le marché mondial.
Le premier outil, Equitool, est un guide qui doit aider les décideurs à évaluer si les normes relatives à la production et à la transformation de produits biologiques applicables dans une région du monde ont la même valeur – c´est-à-dire que sans être identiques, lesdites normes ont la même portée juridique – que des normes biologiques utilisées dans une autre région. Cet outil est destiné à faciliter le commerce des produits bio tout en garantissant que toute production biologique intervient dans le respect des conditions socio-économiques, agricoles et écologiques locales.
Le second outil, les prescriptions IROCB (Prescriptions internationales à l´intention des organes de certification) regroupe un ensemble de critères de performance requis par les organismes de certification de l´agriculture biologique. Il permettra l´importation dans un pays donné de produits certifiés par des systèmes de contrôle étrangers.
Ces outils ont été approuvés lors de la session finale de l´ITF (Groupe de travail international sur l´harmonisation et l´équivalence en agriculture biologique) à Genève. Ce groupe de travail, créé en 2003 par la FAO, la CNUCED et l´IFOAM, était composé de représentants de gouvernements, d´agences intergouvernementales et d´acteurs clefs du secteur privé, y compris des organismes de certification et d´accréditation.
Le commerce de produits biologiques progresse au rythme de 15 à 20% par an, et plus de 100 pays exportent des produits de l´agriculture biologique certifiée. Mais le commerce international de produits biologiques est freiné par une trop grande quantité de normes, de règlements et de systèmes d´évaluation de la conformité.
