De conformidad con el art. 7 de la LOGJCC, para resolver la presente petición de medidas cautelares es "competente cualquier jueza o juez de primera instancia del lugar en donde se origina el acto u omisión o donde se producen sus efectos".
Señor Juez, por tratarse de un acto-jurídico que pueda afectar a todos los ecuatorianos y producir sus efectos a nivel nacional; por ser los jueces y juezas a nivel nacional, JUECES CONSTITUCIONALES, presentamos la presente petición
de medidas cautelares ante su autoridad.
