Hello,
To me, "entreprises libérales" are professional practices (self-employed professional with a practice in medicine, law, engineering, etc)
entreprises artisinales = skilled-trades business
Both imply that they are SMALL in nature (not need to mention size in translation, imho)
For everyone in the contracting or skilled trades business - THIS is the way to operate. Jim came out to our house the same day we reported a sewage backup. ...

Personally, I haven't worn a dress shirt at work since I became a freelance 20 years ago. :-)
As I understand it, 'libéral' refers to certain activities that might or might not be 'one-(wo)man bands', but are more in line with what would be 'freelance professionals' in EN, e.g. doctors, architects, surveyors, ... and translators, as it happens!
