More context before venturing a rendering The idea is that one party has failed to satisfy the compulsory requirement to appoint a lawyer in a particular type of divorce or at a particular stage in the proceedings.

Before suggesting how it might be phrased, it would be hepful to have more context. Can you post an extract of the original? A sentence? Part of a paragraph? Without the names of course...;-)
