Your help is very much appreciated--this is a super rush and I have little time to consult.

Context:

, whose disputes are not uncommon,

Hello,

I think that "contradiction" is best translated by "dispute" here.

ne sont pas à une contradiction près = not just having a one-time disagreement (literally "are not within a disagreement"

This is a court document, so you just can't make it sound too converstational or overly "idiomatic", imho.

for the NAFTA Parties, foreign investment disputes are exceptional while successful foreign direct investment is by far the rule. ...

ne pas être à quelque chose près (here) = to have a dispute to spare = are not short of disputes

In other words, "What's more dispute for these two?", even though you can't translate it anything like that in this sort of document.

I mean "What's ANOTHER dispute for these two"?
