I'm not sure what a "local composé" is exactly. "local" I'm assuming is "local" but what about the "composé"? Is it the local representatives?

The "assemblée générale" is a meeting open to all members, not just officers of the union. This would have been a general meeting of a combined branch of a single union or of a local combine if it covers a number of unions.

trade unions have the HQ and then the local branches which in this case are dealing with the issues.
If it was just a local union official who works there it would be the "local shop steward"

the shop stewards are fellow workers, elected by them to represent their interest but in this case it seems a branch meeting has taken place where officials from the union would be present as well

I take "composé" as meaning "formed"(PP not adj) here i.e. the local branch shop stewards with visiting union official(s) have basically formed a "committee" (though I wouldn't use the word) at the general meeting to deal with the company over the issues.

: Not a single branch. Note: in the UK, many union branches (whether for financial or ideological reasons) do not have full-time branch officials so all union officers are fellow workers. Union structure in France is more centralised and bureaucratised.

I've been at many Union branch meetings in Canada and here and official(s) from HQ invariably show up. I never suggested there are local officials but it is the guys from HQ who oversee/liaise arbitration
