Contexte :

Because intranets lack interactivity and other essential collaborative functions, other tools have had to fill the gaps. This has created a crowded work environment that includes document collaboration, email, calendaring, collaboration apps and many, many more. Attempts to modernise existing intranets and stitch piecemeal tools together have resulted in little more than bolt-on of capabilities.

Features that are added to a core product are usually specific/targetted needs because the original product is generic. So my suggestion really makes sense in this context.
disagree Daryo : you completely missed the negative connotations of "bolt-on" as used in this ST, verging on "c'est du rafistolé"

Attempts to modernise existing intranets and stitch piecemeal tools together have resulted in little more than bolt-on of capabilities.
=>
there is plainly a negative connotation (stitching together ...) so in this ST "bolt-on" is nothing to be proud of but more like "essayer de rafistoler une machine déglinguée" IOW the opposite of "seamlessly integrated from the start".
