1. L'augmentation des débits
Grâce au développement des lasers, la fibre optique est de plus en plus utilisée depuis une vingtaine d'années.
Dans sa version d'origine, il s'agit d'une fibre unimodale destinée à assurer la transmission d'émissions de télévision en multipliant le nombre de canaux disponibles.
Cette technique est plus coûteuse que le câblage en cuivre qui assurait à peu près les mêmes fonctions. Elle ne permet pas la réémission d'un signal par l'utilisateur (nécessaire à l'utilisation d'Internet et du courrier électronique). Sa capacité est aujourd'hui insuffisante au regard des perspectives offertes par le développement de l'Internet à haut débit.
L'innovation technique majeure des cinq dernières années (le tournant se situe vers 1994-1995) a consisté, grâce au multiplexage optique, à multiplier par un facteur qui dépasse déjà 100 le débit utile de ces fibres optiques (on évoque une capacité théorique de transport de 200 Tbits/s(4(*)) par fibre).
L'arrivée à maturité de cette nouvelle technique de multiplexage, reposant sur une démultiplication des longueurs d'ondes utilisées (WDM ou Wavelength Division Multiplexing) accroît considérablement les capacités du support optique puisqu'elle démultiplie une seule fibre en multiples canaux virtuels. Cette technique dite du WDM s'est améliorée (DWDM ou Dense WDM) et permet de mettre en oeuvre 160 canaux virtuels. Le progrès n'est pas terminé.
Cette percée technologique comporte plusieurs avantages :
- elle autorise les transports d'informations de hauts débits ;
- le rapport de capacité entre une fibre optique à 100 longueurs d'onde et un câble de cuivre est d'1 à 10.000 ;
- elle est neutre au regard des protocoles situés en amont et en aval de la transmission (ATM5(*), IP) ;
- elle offre au réseau une très grande flexibilité de gestion car elle possède une faculté de reconfiguration rapide permettant de faire face à une demande accrue et inopinée d'utilisation de la bande passante (c'est-à-dire de l'utilisation du réseau entre deux points) ;
- elle permet un déploiement échelonné car chaque opérateur, au fur et à mesure de la croissance de ses besoins, peut installer des longueurs d'onde supplémentaires sans changer les équipements de base.

1. Speed enhancement
As a result of advances in laser technology, optical fiber has been increasingly used over the last twenty years.
The original version is a single-mode fiber designed to support the transmission of television programs across
many available channels.
This technology costs more than copper cabling, where the same functions were performed. The user does not
have the capacity to retransmit a digital signal (required for the use of Internet and e-mail). At present, its
potential is limited considering the prospects of high-speed Internet development.
The major technological innovation of the last five years ( with a turning point around 1994-1995)
through optical multiplexing, has been to amplify the usable optic-fiber bandwidth by a factor that
already exceeds 100 (a theoretical transmission capacity of 200 Tbits/s(4(*)) per fiber is envisaged).
With the advent of this new multiplexing technology, based on wavelength division multiplexing (WDM), the
capabilities of the optical media are considerably increased, since it converts a single fiber into multiple virtual
channels. This technology, known as WDM, has been improved (DWDM or Dense WDM) and allows the
implementation of 160 virtual channels. There is still a lot of progress to be made.
This technological breakthrough has several advantages:
- it enables high-speed information transfer ;
- The capacity ratio between an optical fiber at 100 wavelengths and a copper cable is one to 10,000;
- it is independent of the protocols located upstream and downstream of data transmission (ATM 5( * ) ,
IP);
- it provides the network with a very high degree of management flexibility since it has the ability to quickly
reconfigure itself to cope with increased and unexpected demand for bandwidth usage (i.e. network bandwidth
usage between two points);
- It enables phased deployment because each operator, as their needs grow, can install additional wavelengths
without having to change the basic equipment.

1. The following provisions, in addition to those in paragraphs 1 through 11 of Article 1, shall apply to non-automatic import licensing procedures. Non-automatic import licensing procedures are defined as import licensing not falling within the definition contained in paragraph 1 or Article 2.
2. Non-automatic licensing shall not have trade restrictive or -distortive effects on imports additional to those caused by the imposition of the restriction. Non-automatic licensing procedures shall correspond in scope and duration to the meaasure they are used to implement, and shall be no more administratively burdensome than absolutely necessary to administer the measure.
3. In the case of lincensing requirements for purposes other than the implementation of quantitative restrictions, Members shall publish sufficient information for the other Members and traders to know the basis for granting and/or allocating licences.
4. Where a Member provides the possibility for persons, firms or institutions to request exceptions or derogations from a licensing requirement, it shall include this fact in the information published under paragraph 4 of Article 1 as well as information on how to make such a request and, to the extent possible, an indication of the circumstances under which requests would be considered.
5. (a) Members shall provide, upon the request of any Member having an interest in the trade in the product concerned, all relevant information concerning:
(i) the administration of the restrictions;
(ii) the import licences granted over a recent period;
(iii) the distribution of such licences among supplying countries;
(iv) where practicable, import statistics (i.e. value and/or volume) with respect to the products subject to import licensing. Developing country Members would not be expected to take additional administrative or financial burdens on this account;

1. La disposition suivante, qui s'ajoute à celles des alinéas 1 à 11 de l'article 1er, s'applique aux procédures de licences d'importation non automatiques. Les procédures de licences d'importation non automatiques sont définies comme des licences d'importation qui ne répondent pas à la définition figurant au paragraphe 1 de l'article 2.
2. Les licences non automatiques ne doivent pas avoir sur les importations d'effets de restriction ou de dénaturation des échanges autres que ceux causés par l'imposition de la restriction. Les procédures de licences non automatiques doivent répondre, en termes de portée et de durée, à la mesure qu'elles servent à mettre en œuvre et ne doivent pas être plus lourdes sur le plan administratif qu'il n'est absolument nécessaire pour gérer la mesure.
3. 4. Dans les cas où un Membre ménagera la possibilité à des personnes, entreprises ou institutions de demander des exemptions ou des dispenses de licence, il inclura ce fait dans les renseignements publiés au titre du paragraphe 4 de l'article 1er, ainsi que des renseignements sur la manière de présenter une telle demande et, autant que possible, une indication des circonstances dans lesquelles les demandes seraient examinées.
5. a) Les Membres fourniront, à la demande de tout Membre ayant un intérêt dans le commerce du produit concerné, tous les renseignements pertinents concernant :
(i) la gestion des restrictions ;
(ii) les licences d'importation accordées au cours d'une période récente ;
(iii) la répartition de ces licences entre les pays fournisseurs ;
(iv) si possible, des statistiques d'importation (c'est-à-dire la valeur et/ou le chiffre) concernant les produits soumis à une licence d'importation. Les pays en développement membres ne devraient pas assumer de charges administratives ou financières supplémentaires à ce titre ;
