In a passage about the immigrant population in Brussels. Context: "Du fait d’arrivées massives d’immigrés, d’abord d’Europe centrale, puis d’Italiens, puis de Marocains et de Turcs en même temps qu’un nombre importants de fonctionnaires et de lobbyistes européens, Bruxelles est devenue une **ville confetti** à la manière américaine, ne lui manque que la traditionnelle Chinatown." Explication :
I think the meaning is as Carol suggested - multicultural etc - but this doesn't have the whimsy of "confetti".

This then is my stab at an equivalent - kaleidoscope or kaleidoscopic city (kaleidoscopic defined at dictionary.com as "having complex patterns of colours; multicoloured" and "made up of a complex mix of elements; multifaceted.")

"patchwork" city is another image that comes to mind, if the literal meaning of kaleidoscope (involving mirrors, repeating reflections, tubes etc) is a bit distracting.

A term coined to take account of what is said in the DB - i.e. it's not "melting pot", with intermingling, but the co-existence of different cultures and ethnic groups.

co-existence: I am reminded below that the implication is often "peacefully". I will therefore suggest "living side by side rather than together". However, the text given does not seem to be referring to any clashes or disruption, but rather the different cultures and ethnic groups (I repeat myself :-) ) which are to be found in Brussels.

Neutre  Barbara Cochran, MFA: IMO, the different cultures in Brussels are not necessarily "co-existing", which implies that there are no disruptions or clashes going on between the immigrants and the dominant citizenry. Many of the immigrants will never bother to learn the languages.
