local businesses, yes, but how to work in "culturels" here...

Context:

La sénatrice a rappelé les actions de soutien aux commerces culturels de proximité que le ministère développe, qu'il s'agisse des disquaires ou des librairies indépendantes, notamment par la reconduction en 2006 pour trois ans du FISAC (Fonds d'intervention pour la sauvegarde de l'artisanat et du commerce).

I think the answer can be pared down to the above.

"Culturel" does not translate directly; the English equivalent would be "the arts".

When people talk about "produits culturels" (for example in the context of hypermarkets/superstores), what they basically mean is music and books (which is generally the first section/dept. you come across when entering a big supermarket in France).

Last thought: I think using "independent" is a good idea - means you're not talking about the likes of FNAC, Virgin Megastore, supermarket chains that sell CDs, DVDs and books, etc.

I think in fact that you can leave it as "local independent retailers of cultural products", as the term is explained later on in the sentence!

The "qu'il s'agisse" part appears to indicate an either/or option - the category does not include any other types of outlets?

I don't think independent is necessary in this context, as 'local' conveys 'locally owned & operated', and independent appears in the parenthesis anyway. I also put scare quotes around "cultural" (because of the very different connotation it usually has in English) followed by [arts & entertainment] in brackets. Having explained it at the outset, I left it as "cultural products" in the remainder of the documents."

Just another possibility; I think as we are talking about local, then 'industry' perhaps sounds too 'big', so 'trade' might fit better with 'small shops' — unless you feel that is too demeaning, in which case 'sector' might work better!

Think of 'shops in the fruit & veg / book / furniture trade' etc.

Culture industry is exactly what the local shops retail, that is, a great diversity of cultural products/media. The fact that they are independent businesses does not make them product artisans or producers themselves, the "local" refers to their own corporate size/structure, not the type of products they sell- just as in a cornershop, you can find Nestlé's chocolates (for a food analogy), and in a local musicstore, CDs from Warner as well as possibly some local gig.

Culture sector seems OK as a synonym

yes - "local independent retailers of cultural products" - is in fact more precise, because a "local culture-industry business" could include a producer

I believe this must be a special targetted business section detailed in FISAC - because the category "commerces culturels" certainly includes other outlets

and you noticed they did not mention the Lotto! what is a highbrow culture sector without lottery products?

neutral Conor McAuley : Ah come on now, the Lotto cannot be considered cultural! (A deceptive glint of hope and a waste of money for desperate people IMO, but then I'm a bit fundamentalist as regards the Lotto. Imagine if all that money went to charities?)
