Well, unfortunately, the company did not get back to the agency before I needed to turn this in. The agency said they would add it when they heard back during editing, so unfortunately, this is going to remain a mystery. I'm fairly sure "laboratory using ELO technology" doesn't fit here, but I am going to choose it as the most helpful answer and award the points because I appreciate the help and maybe having it in the glossary as an option is a good idea for people searching for ELO in the future.

More context The two headings before it are: Laboratoire Microbiologie and Laboratoire Virologie, so I am thinking it is something along those lines.

There really is no more context. *Laboratoire ELO* is a heading in a union agreement about work schedules. This is one of the departments at the pharmaceutical production site.

I totally disagree with Phil's comment. I have never come across ELO without it referring to Elo Touch Solutions

Just to be clear, I mean, the neutral comment from Phil is correct. I think this is probably not what I'm looking for. It's what the department does and probably is refers to some sort of scientific/medical discipline.

This is just a wild guess ("Laboratoire electro-optique"), and my actual suggestion is to make a translator's note as ELO is obviously not a standard abbreviation in this context.
