This term is used in a French cash flow statement, at the very end, just before the final line with net cash flows at the end of the year. The whole line goes like that: "Effet de change, de perimetre et divers". Can anyone help please?

"scope effect" is the generic financial-jargon phrase used in official published financial statements as well as by financial anaylists in research and meetings.

obviously the underlying meaning is that changes in scope due to acquisitions or divestitures of subsidiaries, have an effect on the consolidation scope and thereby an effect on the year-end figures

How I have seen it translated on financial statements - it means the same as changes to the "scope" of the company, but this is how it is written.
