Thanks! Of course, Matthew is right that strictly-speaking it actually means 'sub-structure' as in it's below the structure (ground) rather than above it.

My link above, although not complete proof, shows that it's been translated as "substructure", just like I thought it would probably would be.

I just don't think "integral" is the right here.

neutral  B D Finch: While "substructure" is one technical translation of "infrastructure", they are not necessarily equivalent. The context here is, in any case, conveyancing rather than construction and engineering.
