I'm working on a company's registration document, and this phrase comes in the context of "La Societe ne peut pas faire appel public a l'epargne". Any ideas?

faire appel public a l'epargne
solicit investment through bank savings accounts

Explanation:
In France there is the PEA, Plan d'épargne en actions, by which savings accounts invest in shares. There may be others. But not all companies or funds are eligible for these investments. This sentence says that the shares of this company cannot cannot be held in this way; the company may not solicit investments from people through their savings accounts.

neutral  Tom Weber: Right, that is the general sense. But: this is a registration document. -- in which a company says that it can't make public offerings! Huh? I could only make sense of this with the narrow sense of épargne. But my confidence should have been lower.
