Hello
As we can assume that the company's rules are primarily for its employees, they will know what kinds of data has been collected and what type of subscription lists are in circulation.
So I don't think it matters here if we know or not.
In other circumstances, we may need to know as it could involve "listeners" (radio), "registered users" (IT platform) and so on, but not in this case.
Just my opinion.

and it seems to be a pretty standard clause in employment contracts. A typical one:

Art. 9 : Il est interdit de :

What the source text says is that within the company (your "commercial operation"), employees may not circulate these listes de souscription without being allowed to do so. You often see this in HR contracts, presumably because the company doesn't want to appear to support that cause without checking it first.

all that might be plausible for a NGO or some kind of charity / non-profit /a.s.b.l. but sounds rather odd for a company ( "... Bylaws from company in France"). A commercial operation collecting donations???

I agree with Stephanie on this (indeed, collecte comes just after). Liste de souscription: you're in charge of collecting money towards a cause; you write down the names and the money given on that list, which you then send with the money to the NGO. Instinctively, I would understand souscrire like this in this case: S'engager par écrit à fournir une somme convenue pour mener à bien une entreprise, pour financer une œuvre commune. " Liste de souscription" can be a mailing list; since the text also mentions "collecte", it could be along the genefal lines of "no solliciting for charities,groups, etc". But I am inferring a lot, here.
