This is something a building tenant can install in their parking area if they want.
I can't find a direct definition of this, but based on my google images search, it seems to be possibly one of those bike racks with U-shaped arches, or maybe some sort of loop that is itself the lock?

I'm not sure how important the "cadanassées" is as I don't think they come without locks. But you could add "with padlock".
