Probably accurate enough unless it is important that it be a faithful legalistic translation.
Otherwise, "proprietorial entity" si probably more faithful but rather cumbersome.

It is a (legal) entity that grants property rights. To most people, that is just a property. By the way, I'm not disagreeing with 'owning entity', it's just wordy.

An alternative to "owning entity", especially if this is public sector.
