I've never heard it used in English but I imagine the tranlsation is quite literal. It's basically a sense-awareness exercise for young students. Using different materials that produce sound, children learn to see, touch and hear in a more hollistic way. I've never seen one in an actual educational resource shop, to my knowledge most are put together by teachers. Hope this helps!

This is how I've seen it said before. It's just a bag of things that make different noises (used during storytelling, games, etc). Pull a different sound out of the bag.

It's for learning to read. You put things/objects/cards representing a sound in a sound sack. See the bbc reference. Here, presumably, the children will create their own sound sack, and they need to buy the bag in which to store their sounds.
