I am trying to define a diplôme d’Etat de pharmacien, as opposed to a diplôme d’Etat de docteur en pharmacie, which I have described in a footnote as "A state diploma awarded after six years of study and completion of a thesis. Equivalent to a Doctorate in Pharmacy."
I can't find a reliable ref explaining the difference. Could it be a master's or maybe just an alternative name for this doctorate in pharmacy?

In fact it is the former title for the PhD in pharmacy. The title changed after 1981... cf. the text below extracted from an offical document (French 'journal officiel').

Le diplôme de docteur en pharmacie se substitue au diplôme d'Etat de pharmacien à compter de l'année universitaire 1980-1981. Les étudiants en cours d'études de pharmacie durant l'année universitaire 1980-1981 postulent le diplôme d'Etat de docteur en pharmacie, dans les conditions fixées, en application de l'article 20 de la loi du 12 novembre 1968 d'orientation de l'enseignement supérieur susvisée, par arrêté conjoint du ministre chargé des universités et du ministre chargé de la santé publique, après avoir satisfait aux examens sanctionnant la cinquième année d'études.

Could it be a degree of first level? In Italy the new system in universities is a degree of three years followed by a two years specialization (postgraduate degree). This is the same in other european countries, more or less.

licensed pharmacist

(I think)
A person that is a licensed pharmacist but doesn't have a PhD

whereas diplôme d’Etat de docteur en pharmacie = PhD in Pharmacy
