customary beneficiary; beneficiary as dictated by custom
Perhaps first suggestion is safer.

ayant-droit also means person entitled, so entitled party could be used instead of beneficiary.

coutumier could also mean \'under common/customary law\'. I hesitated stating that in my answer, but for the sake of clarity, perhaps it\'s best to add this too because it seems to apply (source: Eurodicatom):
Subject Law - Legislation - Jurisprudence (JU)
Definition ensemble des règles de droit ou sources de droit qui tirent leur valeur de la tradition, de l\'assentiment tacite général, non de l\'autorité du législateur, et qui suppléent à l\'absence de loi écrite

doubts
I am having trouble imagining who the "beneficiary" of a marriage could be, other than the couple concerned, possibly their children, and whoever receives a dowry or the beneficiary of any other kind of payment (usually the parents, and they are already listed).
So I wonder it "ayant droit" is reversed, in a way , here, and refers not to the right to a benefit as such, but to a right to authority. It might refer to the authority of the tribal chief, say, to give consent (or not) to a marriage. National law might not even recognize such a person's right to refuse the right for two people to marry, or require his consent, but it might require his opinion to be given, out of respect for tribal law, hence "déclaration" as opposed to "acte de consentement".
Food for thought.

Other possibility: \"ayant droit\" could be a man\'s other wive(s).

\"the other party concerned\" maybe, and leave it just as much to the reader\'s imagination as our own!!!
