In a paragraph covering water supply they explain that there is a joint meter for all the building however

"La pose de compteur d'eau individuel est possible en gaines techniques sur les manchettes prévues à cet effet".

What they have is either:
a) two stopcocks on the pipe, with a length of pipe the standard length of a water meter between (it is usual these days to put a stopcock each side of the meter so that the meter can easily be replaced if faulty)

b) or a longer length of pipe the length of a meter AND its two stopcocks (makes meter installation slightly more complicated since the water supply has to be turned off at the mains and, preferably, the water circuit in the apartment drained).

So if someone decides to install a meter, they simply slot it (and its stopcocks) into the gap: no pipe cutting, no screw-threading, etc.

This is a bit of a guess. A "gaine technique" allows you to visit your work at a later stage. A translation for "manchettes de raccordement" can be found on Grand dictionnaire, so I assume this is what it refers to. Hope this is of some help.

An individual water can be fitted to the sleeve couplers (connectors) provided for this purpose in the service ducts (shafts).

The service duct or shaft contains the pipes, wiring, etc. and runs up the building from the basement to the attic. There is a usually a door on each landing where such meters can be installed and read.
