They are talking here about the employees of insurance and reinsurance companies who have to comply with "les conditions d'honorabilité". And "honorabilité" is indeed the heading for the paragraph.

Afterwards they talk about :
Les employeurs désignés ci-dessus doivent faire au parquet, préalablement à l’embauche, une déclaration (voir projet art. R.514-7 C.assur.), et vérifier qu’il ressort des pièces communiquées que la ou les personnes physiques concernées remplissent les conditions requises dans le projet d’article L.512-4 C.assur. issu de future loi de transposition.

As in 'the conditions of good character' required for entry into certain professions. But it doesn't mean you have to prove that you're a nice person - it's more to do with criminal records etc.

utmost good faith

Utmost Good Faith - a phrase often used in contracts of insurance; it indicates that all parties concerned are willfully entering the agreement by trusting the representations/statements of the same parties. In insurance language, it is often listed as one of the "characteristics" of a contract.
