Jusqu’à la fin du XVIIIe siècle, la sexualité avait été une source naturelle de plaisirs et de péchés, d’inspiration poétique et artistique, et, d’autre part, de sermons féroces. Les Eglises chrétiennes, toutes puissantes en Occident, définissaient avec un soin méticuleux la frontière séparant les conduites licites des actes abominables. En effet, les comportements sexuels coupables se confondaient souvent avec l’hérésie religieuse. Par exemple, en vieux français, le mot « bougre » désignait aussi bien un homosexuel passif qu’un hérétique. Nombreux étaient pourtant ceux qui méprisaient les commandements des clercs, quitte à s’exposer aux pires des châtiments, sur terre et en enfer. Et, tout naturellement, les libertins accompagnèrent leur apologie de l’hédonisme d’attaques véhémentes contre la religion.
Au XIXe siècle, le rationalisme et la science vinrent concurrencer la religion dans son ambition de déterminer les causes et les significations des phénomènes physiques et humains. De Lamarck et sa classification des « animaux sans vertèbres » (1801) à Darwin - De l'origine des espèces par voie de sélection naturelle (1859) - jusqu’à Mendeleïev et sa Classification périodique des éléments (1869), les savants n’eurent de cesse de définir, de classer, pour comprendre. La sexualité ne pouvait rester à l’écart de cette entreprise. Rien d’étonnant, dans ces circonstances, que le journaliste et écrivain hongrois Karoly Maria Kertbeny ait, pour la première fois -dans une lettre adressée à Karl Heinrich Ulrichs en mai 1868 puis, en 1869, dans des pamphlets anonymes- opéré une distinction entre homosexualität et d’autres néologismes dont il est également l’auteur, en particulier, monosexualität (masturbation) et normalsexualität (hétérosexualité) . Son but étant de protester contre l’extension de la loi répressive prussienne à l’égard des homosexuels à l’ensemble du nouvel état unifié allemand, Kertbeny se montrait particulièrement éloquent lorsqu’il entreprenait de décrire les terribles dangers que ceux qu’il désignait comme hétérosexuels, en fait des délinquants, feraient courir à la société.
Cet usage exclusivement et extrêmement péjoratif de la notion d’« hétérosexualité » dans une littérature scientifique va durer plusieurs dizaines d’années. Années au cours desquelles, la plupart des femmes et des hommes ignorent ces travaux ou, lorsqu’ils les connaissent, ne ressentent que curiosité ou effroi à l’égard des pratiques qui y sont décrites.
I – Naissance d’un objet scientifique.
Les inventions linguistiques de Kertbeny sont historiques, mais, en fait, anecdotiques, car ce n’est qu’à la fin du siècle que l’usage du terme « hétérosexualité » se répand à travers la planète dans les milieux scientifiques concernés. Le formidable succès de l’œuvre de Richard Krafft-Ebing Psychopathia Sexualis (1886) en est la principale raison. Psychopathia Sexualis est traduit et édité en Angleterre en 1889, aux Etats-Unis en 1893, en France en 1895… Le premier Américain à avoir utilisé le terme hétérosexualité est le docteur James G. Kiernan (Chicago Medical Recorder, mai 1892). Le premier Français est Marc-André Raffalovich (Archives d'anthropologie criminelle de médecine légale et de psychologie normale et pathologique, novembre 1894).
Il est remarquable que Krafft-Ebing (1840-1902) était psychiatre, expert auprès de tribunaux qui lui ont fourni la plupart des cas qu’il a étudié, et que le titre même de son ouvrage précise explicitement qu’il y est question de « pathologies ». Kierman était également psychiatre et il enseignait aussi la médecine légale. Si Raffalovich, n’était pas médecin, cet écrivain, ami et défenseur d’Oscar Wilde, collaborait régulièrement aux Archives d'anthropologie criminelle dont le fondateur et directeur, Alexandre Lacassagne, était professeur titulaire de la chaire de médecine légale à l’université de Lyon.
Dans sa première acception, l’hétérosexualité était donc affaire d’aliénistes et de criminologues. Qu’est-ce à dire ? Tout d’abord qu’une nouvelle profession est apparue : celle de psychiatre expert auprès des tribunaux (forensic psychiatrist). Leur rôle est de distinguer les délinquants responsables, passibles de la prison, des malades que l’on doit traiter dans des structures hospitalières. C’est donc à la description des débordements de ces derniers, à la recherche de l’origine de leurs maux et des traitements dont ils relèvent que sont consacrés ces livres et des articles de revues déjà nombreux avant la publication du célèbre Psychopathia Sexualis. C’est dans d’autres ouvrages aux prétentions beaucoup plus modestes, tout aussi nombreux et tout aussi bien vendus, écrits par des médecins ou des pseudo-médecins, que l’on peut lire des descriptions des pratiques sexuelles « légitimes » qui, de ce fait, n’ont pas besoin d’être qualifiées.
Sigmund Freud (1856-1939) a suivi les enseignements des psychiatres les plus renommés de son temps et partagé leurs soucis avant de mettre progressivement au point les bases théoriques et les méthodes thérapeutiques de la psychanalyse pour comprendre l’origine des problèmes auxquels se heurtent ses malades. Assez vite, il mesure le rôle déterminant de la libido – la pulsion sexuelle – dans la construction psychique des individus. Le refoulement de cette libido lui apparaît bientôt comme la principale cause des névroses. Mais, si Freud pouvait choquer la morale victorienne dominante, il se montrait aussi attaché que ses maîtres psychiatres aux pratiques sexuelles et aux concepts sexistes les plus traditionnels. Ainsi, il reprend à son compte la dénonciation, classique, des dangers de la masturbation et le coït demeure, pour lui, le but naturel de la sexualité. Il décrit souvent les femmes comme des sous-hommes dominés par leur « envie de pénis » et leur « complexe de castration ». Quant à l’homosexualité, il n’est pas rare, dit-il, qu’elle soit le résultat, fâcheux, des difficultés des relations hétérosexuelles.
Parallèlement, les combats des féministes, pendant la seconde moitié du XIXe siècle et du début du XXe siècles, avaient fortement contribué à porter sur la place publique une certaine image des relations que nous qualifions aujourd’hui d’hétérosexuelles. Le double standard of sexual morality, qu’elles décrivaient et dénonçaient, faisaient des femmes des êtres purs, parfaits, victimes d’hommes dont la dépravation était tolérée puisque considérée comme naturelle. Souvent liées à des mouvements protestants très puritains, elles ne se contentèrent pas de lutter contre la tolérance de la prostitution, de la pornographie, de la consommation d’alcool (un vice masculin), à réclamer des droits égaux pour les femmes tant au niveau politique qu’au sein de la famille, une éducation sexuelle semblablement morale des jeunes garçons et des jeunes filles, elles condamnèrent également l’apologie de la liberté sexuelle – un piège masculin – comme la liberté de la contraception et de l’avortement qui prétendait la faciliter. Des revendications alors portées par les organisations dites néo-malthusiennes qui se sont développées dans de nombreux pays en associant des arguments démographiques – la crainte de la surpopulation - et révolutionnaires – souvent d’inspiration anarchiste – pour appeler les hommes, et surtout les femmes à contrôler leur fécondité.
Le médecin anglais Henry Havelock Ellis (1859-1939) est le premier savant a avoir ouvertement abordé l’étude des sexualités (de toutes les formes de sexualité) en relation avec le plaisir dans une œuvre véritablement scientifique. Ayant rompu avec le christianisme et après s’être livré à divers travaux littéraires, il publie sa première étude sur la sexualité - Man and Woman : A Study of Secondary and Tertiary Sexual Characteristics - en 1894. En 1897 (1896 pour la première édition en allemand de Das Konträre Geschlechtsgefühl - Sexual Inversion) débute la publication de ses Studies in the Psychology of Sex (vols. 1-7, 1897-1928). Des œuvres traduites en un grand nombre de langues mais dont la diffusion est toutefois entravée au Royaume-Uni et aux Etats-Unis. Quelques lignes extraites d’un petit livre de vulgarisation, Little Essays of Loves and Virtue (1922) illustrent bien l’audace de sa pensée face à une Angleterre demeurée très puritaine. Dans son chapitre V, « The Love-rights of women” he says “The social claims of women, their economic claims, their political claims, have long been before the world. Women themselves have actively asserted them, and they are all in process of realisation. The erotic claims of women, which are at least as fundamental, are not publicly voiced, and women themselves would be the last to assert them.”
Autre précurseur, la doctoresse américaine Clelia Mosher (1863-1940) réalise au tournant du siècle la première enquête statistique sur la sexualité, plus précisément, sur façon dont des femmes vivent leur sexualité. Le résultat de ses travaux ne seront, toutefois, publiés qu’en 1980.

Up until the end of the eighteenth century, sexuality had been not only a natural source of pleasure and sin, and of artistic and poetic inspiration, but also the fuel of fierce sermons. Christian churches, dominant and powerful in the West, took great pains to meticulously draw the line between licit behavior and acts of abomination, and reprehensible sexual practice was often confused with religious heresy. An example of this is seen in the Old French “bougre”, which can be defined both as a passive homosexual and a heretic. Many people, however, defied cleric orders, at the risk of severe punishment both on earth and in hell, and unsurprisingly, libertine justifications of hedonism went hand in hand with vehement attacks on religion.
The nineteenth century saw the rise of rationalism and science, which began to compete with religion to determine the causes and significations of physical and human phenomena. From Lamarck’s classification of “invertebrate animals” (1801) to Darwin’s “On the Origin of Species by Means of Natural Selection” (1859) and through to Mendeleïev and his “Periodic Table of the Atomic Elements” (1869), scholars worked to define and classify in order to understand. Sexuality could not possibly remain the exception to this rule and it was not long before the Hungarian journalist and writer Károly Mária Kertbeny - in a letter to Karl Heinrich Ulrichs in May 1868 and through anonymous pamphlets published in 1869 - made the first clear distinction between homosexualität and other neologisms of his invention, such as monosexualität (masturbation) and normalsexualität (heterosexuality)1. In protest against the increasingly repressive Prussian rule of the newly unified German State with regard to homosexuals, Kertbeny was particularly eloquent in his description of the great extent to which delinquents, or as he termed them, heterosexuals, were endangering society.2
This highly pejorative use of the notion of “heterosexuality” would remain in the field of scientific literature for several decades to come. The majority of men and women were, during this time, ignorant of the existence of these works or, if they came across them, demonstrated only curiosity or shock at the practices described.
I. Birth of a scientific object
Whilst they are of great historical interest, Kertbeny’s linguistic inventions hold a primarily anecdotal significance, as it was not until the end of the century that the term “heterosexuality” spread to scientific fields around the world. This came about after the great success of Richard Krafft-Ebing’s work Psychopathia Sexualis3 (1886), translated and edited in England in 1889, in the United States in 1893, and in France in 1895. The first American to employ the term “heterosexuality” was the doctor James G. Kierman (Chicago Medical Recorder, May 1892) and the first Frenchman to follow suit was Marc-André Raffalovich (Archives d’anthropologie criminelle de médecine légale et de psychologie normale et pathologique, November 1894).
It is interesting to note that Krafft-Ebing was a psychiatrist and an expert in court tribunals, from where he drew the majority of his case studies, and that the title of his work itself explicitly suggests that the issue at hand is that of “pathology”. Kierman was also a psychiatrist and a teacher of forensic medicine, and Raffolovich, a writer and friend of Oscar Wilde, though not a doctor himself, was a regular contributor to the “Archives d’anthropologie criminelle”, whose founder and director, Alexandre Lacassagne, held a chair in forensic science at the University of Lyon.
It is worth, then, considering the significance held by the fact that heterosexuality, in its original sense, was primarily the concern of alienists and criminologists. Firstly, a new profession was born: that of forensic psychiatrist, a court expert in the field of psychiatry. Their role was to differentiate between delinquents deserving of a prison sentence and those suffering from illness and thus requiring hospital treatment. Even before the publication of the famous Psychopathia Sexualis, the number of books and revues dedicated to the excessive behavioral patterns of the latter, to the causes of their conditions, and to the necessary treatments, was considerable. It was in other works, more modest in their claims but just as widely produced and sold, that doctors or pseudo-doctors went so far as to describe “legitimate” sexual practices.
Sigmund Freud (1856-1939) subscribed to the
teachings and concerns of the most renowned psychiatrists of his time before going on to combine the theoretical foundations and therapeutic techniques of psychoanalysis in order to construct an understanding of the origins of his patients’ afflictions. He soon began to measure the determining role played by the libido - sexual drive - in the psychological foundations of the individual. He became convinced that the repression of this libido was the primary cause of neuroses. While it is true that Freud came as a shock to dominant Victorian morality, he was nonetheless as attached as his psychiatric peers to the most traditional of sexual practices and sexist concepts. He was well known, for instance, for his active denunciation of the dangers of masturbation, and coitus remained, in his opinion, the natural purpose of sexuality. He frequently described women as subordinate to men , dominated by their “penis envy”4 and “castration complex”. As for homosexuality, it is not uncommon, according to Freud, for it to be the unfortunate result of the difficulties of heterosexual relations.
Parallel to this, feminist activism of the second half of the nineteenth century and the beginning of the twentieth century, was doing a great deal to push to the public forefront a particular image of relations that we qualify today as heterosexual. Feminists of the period defined and denounced the double standard of sexual morality through which women were portrayed as pure and flawless, victims of male depravation which was tolerated only because considered a natural tendency. Often associated with puritan protestant movements, they did not stop at protesting the tolerance of prostitution, pornography and the consumption of alcohol (a masculine vice), nor at demanding female equality in both the political and family arena, and an equally moral sexual education for boys and girls. Instead, they went on to condemn justifications and supposed facilitators of sexual liberation (seen as a male trap), such as the increased availability of contraception and abortion.5 These issues had, until this point, been the concern of so-called neo-Malthusian organizations, active in many different countries, which combined demographic arguments - a fear of over-population - and more revolutionary, and often anarchical, ideas in an effort to persuade men, and particularly women, to take control of their own fecundity.
The English doctor Henry Havelock Ellis (1859-1939) became the first academic to openly embark on a scientific study of sexuality, in all its forms, with relation to pleasure. After breaking with Christianity and dabbling in diverse forms of literary work, he published his first study on sexuality - Man and Woman : A Study of Secondary and Tertiary Sexual Characteristics - in 1894. 1897 (1896 for the first German edition of Das Konträre Geschlechtsgefühl - Sexual Inversion) saw the publication of his first Studies in the Psychology of Sex (vols. 1-7, 1897-1928). These works were translated into many languages, but distribution was blocked in England and the United States. A few lines from his short layman’s book Little Essays of Loves and Virtue (1922) suffice in illustrating the boldness of his thinking in a persistently puritan England. In chapter V, “The Love-rights of Women”, he states that “The social claims of women, their economic claims, their political claims, have long been before the world. Women themselves have actively asserted them, and they are all in process of realisation. The erotic claims of women, which are at least as fundamental, are not publicly voiced, and women themselves would be the last to assert them.”
At the turn of the century, a fellow pioneer, American doctor Clelia Mosher (1893-1940), carried out the first statistical survey of sexuality to focus on the female experience. The results of her work, however, remained unpublished until 1980.

Les organisations et les mouvements sociaux brésiliens revendiquent que le jour mondial de l’habitat, lequel est traditionnellement célébré le premier lundi du mois d’octobre, soit déclaré officiellement au Brésil comme le jour national de la Réforme urbaine. Rappelons qu’il existe déjà une initiative appuyant ce projet au sein du Congrès National.
Un des points forts de la journée de 2007 concerne la revendication pour une plus grande participation sociale dans la gestion des villes. Aujourd’hui, dans plusieurs villes brésiliennes, la société se mobilise pour instaurer la mise en place de conseillers municipaux dont l’objectif est de discuter les politiques publiques et avoir un contrôle sur la gestion municipale.
Traduction - anglais October 1st, World Habitat Day, is an international event in that on that day, the whole world turns its attention to the issue of housing rights. Brazilian social movements and organizations are asking for World Habitat Day, which is traditionally celebrated on the first Monday of October, to be officially declared as Brazil’s National Urban Reform Day. There is already an initiative pushing this proposal in the National Congress.
One of the main issues to be raised at the 2007 event is the call for greater social involvement in town planning. Today, in several Brazilian towns, the people are fighting for the appointment of local councilors, whose role would be to discuss public policy and oversee town management.
