Culture, although entails too much meanings in itself, is a way of life. Yet culture is not biologically inherited but rather the outcome of people’s creativity which is based on ideas, values and common sharing.
Because each portion of every country has its own traditions and values, every culture has distinct characteristics that make it different from one another. Likewise, when one is in a different community, he cannot expect to be at home unless he learns and adopts their own social customs.
Hotel is the best place to find the particular places’ culture and history. Each hotel in different regions has distinctive architecture and interiors that incorporates its region’s culture. By combining conventional hotel services with elements from cultural heritage, hotels provide guests with the opportunity to appreciate the history, lifestyle and arts of the local people. Then it would be interesting to pinpoint the culture within the hotel community and how they build their “own” culture.
It is interesting to see how every community builds its own “culture” just as building a house. And although culture is a creation each member built by putting all the pieces together, culture in turn shapes individuals and provides them a sense of house where they can rest. . More importantly, globalization has motivated International hotels to meet the needs of customers from different cultures and the ability of management to understand their customers is a crucial part within the hospitality industry.

This lesson will cover a history of search engines (see Glossary), international search engines, local search engines, and social search engines. A particular focus is placed on the three dominant engines, their evolution, and business strategies.
The objective of this lesson is to provide an introduction to the history, basic functions, and trajectory of search engine development.
After successfully completing this lesson, you will be able to identify the major areas of search functioning.
Different Types of Search Engines
A search engine is a program written to make it easier for Internet users to find the information they want online. Search engines make it possible for a person browsing the Web to look for content that matches aspecific criterion.
The Glossary defines a Search Engine as: “Any service generally designed to allow users to search the Web or a specialized database of information. Web search engines generally have paid listings and organic listings. Organic listings typically come from crawling the Web, though often human-powered directory listings are also optionally offered.” (Source: Webmaster World Forums.)
The term "search engine" is often used indiscriminately to describe crawler-based search engines (see Glossary), human-powered directories, and everything in between. However, they are not all the same. Here is one way to think of them:
• Crawler-based engines gather information by crawling the Web for information. We explain this process in Lesson 2.
• Search directories (see Glossary) provide information by compiling web sites into categories by human selection for inclusion. Directories are explained in Lesson 3.
• Mixed crawler-based engines and directories combine results from both sources.
• Finally, there are guides for people search, business services, jobs, finance, news, and other specialized areas called vertical search engines. These search specialized databases.
The following are examples of different types and categories:
• Google, Live Search, and Yahoo! are three primary crawler-based engines.
• DogPile, Direct Hit, Mamma, and iWon are metasearch engines that gather the results from multiple crawler-based engines.
• Yahoo! Directory, Open Directory Project, and About.com represent expansive directories and subject guides that involve human intervention in selecting and organizing resources.
• Search Homes USA, All Headline News, and Top Ten Wholesale are examples of vertical search engines.
The Early History of Crawler-Based Search Engines
We begin our historical journey with the crawler-based search engines.
Through the early and mid-1990s there was an explosion in search engine creation. Archie was the first program invented. It was created in 1990 by students at McGill University in Montreal. When a search was performed, the engine contacted a list of file transfer protocol and looked for listings that matched the search criteria. Archie indexed computer files.
A major step forward came with the creation of Gopher in 1991 by Mark McCahill at the University of Minnesota. Gopher indexed plain text documents.
Two programs, Veronica and Jughead, searched the database stored by Gopher. Veronica (Very Easy Rodent-Oriented Net-wide Index to Computerized Archives) performed a keyword search of the Gopher menu titles looking for matches. Jughead (Jonzy's Universal Gopher Hierarchy Excavation and Display) was a tool for obtaining menu information from various Gopher servers.
1994 saw the release of Wanderer, a web crawling program that gathered results for the Wandex search engine. The following year saw the release of WebCrawler that brought a vastly improved text search to the search engine and raised the bar for all engines followed. Advances in web crawling technology, and a technology friendly business environment has driven the pace of search engine development into the 21st century.

From these history links you see the rise and fall of many engines over time. Some of the earlier search engines were purchased by other search engines to power their own engine. For example, Inktomi was purchased by Yahoo! and powers their search engine.
Other engines, like AOL, are powered by the Google database.
Currently, there are three primary engines that drive most of the web traffic.
The chart below shows the share of searches in September 2006 among the top eight search providers. Updated figures can be found at Nielsen NetRatings: http://www.nielsen-netratings.com.
The figures above show why the Google, Yahoo!, and Live Search engines are the ones to focus on for the optimization of your site. The majority of people using the Web turn to one of these engines for their searches, and many searchers use one search engine exclusively.
The Big Three Crawler-Based Engines
Next is a brief review of "The Big Three" histories and the innovations they brought to the world of online searches.
Google www.google.com
It is impossible to overstate the impact Google has had on the online community. The verb “to google” has been added to the search lexicon to describe the act of looking up someone or something online. Google originated in 1996 as a research project by two Stanford University students, Larry Page and Sergey Brin. The company moved to Palo Alto, California in 1999 and joined the growing community of high-tech industries in the Silicon Valley.
Prior to the work of Larry Page and Sergey Brin, search engines depended, more or less, on the number of times a keyword appeared on a web page in order to determine its relevancy. One problem with this model was that pages with no real content could be favored if they simply used the keyword repeatedly. The Google advance was to compare the way web sites related to each other. This was considered a better way to get good search results since it relied on some authoritative valuing of pages.
To this end, Google’s crawlers examine the links to and from a site in order to gauge the importance of a site; the more times sites A, B, and C link to site D, the higher site D’s ranking and the higher it will be placed on search results for its keywords. Google’s vastly improved ranking method and its clean, uncluttered pages were an immediate hit with Internet users.
Yahoo! www.yahoo.com
Technically Yahoo! was not actually a search engine until 2004. Before that, Yahoo! did not return original search results generated by its own software. Like Google, Yahoo! was created by a pair of Stanford University students and began its existence as a directory of web sites. Jerry Yang and David Filo laid the groundwork for the company in 1994 and its initial public offering two years later.
In 2002, Yahoo! began to acquire the tools it needed to become a full-fledged search engine when it acquired Inktomi, a company that had designed the most up-to-date web crawler at the time.
Even after the acquisition of Inktomi, Yahoo! continued to use Google search results for its users until 2004. That was the year they combined the lessons and technology they had gained over the years to make themselves into a crawler-based search engine providing original results to the Internet community.
Live Search (MSN) www.live.com
Unlike its two biggest competitors, MSN was not founded by students outside of the mainstream of business and technology. Instead it was the work of Microsoft and released in August of 1995. The launch coincided with the release of Windows 95. Like Yahoo!, MSN returned results to its users that were derived from other sources, including Inktomi, until the acquisition of the web crawler by Yahoo!.
MSN was originally intended to function as an Internet Service Provider, as opposed to a truly indexed search engine, and had more in common with America Online than Google or Yahoo!. MSN enjoyed huge early success driven by the popularity of its free email service, Hotmail, an instant messaging program, and other regular, user-friendly web services that interfaced smoothly with the Windows operating system.
In 2004, MSN began returning original search results when it launched a true search engine that utilized Microsoft’s newly developed web crawler called MSNbot. In 2006, Microsoft updated their search engine and re-branded it Windows Live Search. Although it is unclear at present what new technology advancements accompany the re-launching, improved security and better interaction with Microsoft’s web browser are highly touted features.
Web Directories vs. Search Engines
The next historical development in web searching was the development of directories. The biggest differences between the crawler-based engines and the directories are how they gather their listings and the use of human-created reviews.
A human-powered directory, such as the Yahoo! Directory and the Open Directory Project, depends on people for their listings. A site’s creator or manager submits the URL and a short description of it to the directory. The directory’s editors then write a review for site. When the directory gets a search, it looks for matches only in the descriptions within its database.
Yahoo! was the first major directory. The Open Directory Project is operated all by volunteer editors and was purchased by Google to serve as their internal Google directory.

International Search Engines
The Web has always been a global phenomenon. Beginning in the mid-1990’s, international search engines have grown into a vast network of language-specific engines and web sites. We do not focus on the international search engines in this course; future curricula will be offered on international search.
Google, Yahoo!, and MSN have language-specific engines. The links below provide areas to research the international, language-specific web sites and engines.

I. Introduction
1. Since its first session, in 1982, the Committee has made a concerted effort to develop appropriate working methods. These methods continue to evolve.
2. The present overview is designed to update States parties and others interested in the implementation of the Convention, including United Nations organisations, programmes and funds and civil society organisations, on the current methods of the Committee.
II. Guidelines for reporting by States parties
3. The Committee has adopted reporting guidelines to assist States parties in the preparation of initial and subsequent periodic reports.a The Committee strongly encourages all States parties to submit reports in accordance with these guidelines. This will reduce the need for the Committee to request further information when it considers a report and will help the Committee to consider the situation regarding women’s human rights in every State party on an equal basis. The Committee keeps these guidelines under review and updates them as appropriate.
4. Reports should be as concise as possible. Initial reports should be no more than 100 pages long and should deal specifically with every article of the Convention. Periodic reports should be no more than 70 pages long and generally should focus on the period between the consideration of the previous report and the current report, using the concluding comments on the previous report as their starting point and highlighting new developments. The State party may attach annexes, although these will not be translated. Where a State party has prepared a core document,b this will be available to the Committee.
5. The Committee recommends that States parties consult national non-governmental organizations in the preparation of their reports. It requests that reports of States parties describe the situation of non-governmental organizations and women’s associations and their participation in the implementation of the Convention and the preparation of the report.
III. Consideration of reports of States parties by the Committee
6. The Committee usually invites eight States parties to present their reports at each three-week session. In making the selection, the Committee gives preference to reports that have been pending for the longest time, prioritizes initial reports and considers a balance of reports in terms of geographic and other factors. The Committee usually selects the reports two sessions in advance of consideration and considers a mix of initial and periodic reports at each session.
A. Pre-session working group
7. A pre-session working group of the Committee, with the support of the secretariat, draws up short lists of issues and questions with regard to reports which the Committee will consider at its next session, focusing on major areas of concern in regard to the implementation of the Convention by the States parties concerned. The lists of issues and questions are intended to facilitate the preparations by States parties for constructive dialogues with the Committee, to provide a focus for the dialogue with representatives of the reporting States and to improve the efficiency of the reporting system.
8. In order to provide the States parties with the lists of issues and questions well in advance, the pre-session working group meets for five days (in closed meetings) after the session prior to the one at which the reports will be considered. The working group is normally composed of five members of the Committee, taking account of the desirability of a balanced geographical distribution and other relevant factors.
9. Representatives of the specialized agencies and bodies of the United Nations system, as well as national and international non-governmental organizations, are invited to provide country-specific information to the pre-session working group on those States parties whose reports are before the group.
10. The lists of issues and questions are promptly sent to the States parties concerned, usually within a week after the pre-session working group concludes its work. States parties are invited to provide their responses within six weeks thereafter. The lists of issues and questions, together with the responses from States parties, are circulated to members of the Committee prior to the session at which the reports are to be examined.
11. A State party’s reply to the list of issues and questions should be short, precise and to the point and should not exceed the page limit of 25 to 30 pages (Times New Roman type, 12 point font single-spaced). State parties have the possibility of attaching a limited number of additional pages of statistical data only.
B. Constructive dialogue
12. The Committee intends its consideration of a report to take the form of a constructive dialogue with representatives of the reporting State, the aim of this dialogue being to improve the situation pertaining to Convention rights in that State. Therefore, not only are representatives of the reporting States entitled to be present, but indeed their presence and participation are necessary at the meetings of the Committee when their countries’ reports are examined.
13. In general, the Committee devotes two open meetings (of three hours each) to its consideration of initial reports. Representatives of the State party are invited to make introductory comments for a maximum of 30 minutes. Consideration of initial reports proceeds on an article-by-article basis, with the exception of articles 1 and 2, 7 and 8, and 15 and 16, which are considered as clusters. A group of questions posed by experts posed by experts is followed by the State party’s responses, followed by another group of questions and responses until all articles have been covered. Experts have the possibility to include any general observations with their questions on articles 1 and 2. The method for consideration of initial reports is also used in cases where an initial report is combined with one or more subsequent periodic reports.
14. Representatives of States parties presenting periodic reports are invited to make introductory comments for a maximum of 30 minutes. In the consideration of periodic reports, questions by experts are then clustered in accordance with the four substantive parts of the Convention, namely part I: articles 1 to 6; part II: articles 7 to 9; part III: articles 10 to 14; and part IV: articles 15 to 16. After several experts pose questions under a cluster, the State party is given an opportunity to respond; the next round of questions and answers follows until all clusters have been covered. Experts seek to avoid duplicating questions and intervening under each cluster and also seek to focus on issues identified by the pre-session working group. In general, the Committee devotes two open meetings to its consideration of periodic reports.
15. During the constructive dialogue, the Committee appreciates careful time management on the part of the State party, and precise, short and direct responses to questions asked. It expects the State party to clearly indicate when a response to a question cannot be provided. Lack of, or inadequate replies to questions raised may result in follow-up questions at the end of the dialogue, and may be reflected in the concluding comments.
16. In cases where reports and/or responses to the list of issues and questions exceed the page limits indicated in the Committee’s guidelines and decisions, the Chairperson raises this aspect during the constructive dialogue. This concern may also be reflected in the concluding comments. Some flexibility will be applied in regard to initial reports.
17. Interventions by experts during the constructive dialogue are limited to three minutes. The time limit is monitored by a speech timer but is enforced flexibly. While the Committee does not yet have a formal follow-up procedure for its concluding comments, it routinely asks States parties about the steps taken to follow up on the concluding comments adopted following consideration of the State party’s previous report.
18. The Committee does not, at this stage, consider a report in the absence of representatives of a State party. It will, however, consider implementation of the Convention by a State party, in the absence of a report, but only as a measure of last resort, in the presence of a delegation, and on a case-by-case basis. Before deciding to proceed to consideration in the absence of a report, the Committee will notify the State party concerned of its intention to take up implementation of the Convention at a designated future session and invite that State party to submit the requested report before the designated session.
19. The Committee is of the view that it may sometimes be necessary to request exceptional reports from States parties under article 18, paragraph 1 (b), of the Convention. Such exceptional reports would aim to obtain and examine the information on an actual or potential violation of women’s human rights, where there is special cause for concern about such violation.
20. Individual members of the Committee refrain from participating in any aspect of the consideration of the reports of the States of which they are nationals in order to maintain the highest standards of impartiality, both in substance and appearance.

I. Введение
1. С момента своей первой сессии в 1982 г. Комитет предпринял согласованные попытки по разработке соответствующих рабочих методов. Эти методы продолжают развиваться.
2. Настоящий обзор разработан, чтобы предоставить последнюю информацию государствам-участникам и другим сторонам, заинтересованным в исполнениии Конвенции, включая организации ООН, программы, фонды и гражданские общественные организации, относительно текущих методов работы Комитета.
II. Руководящие указания государствам-участникам для представления отчётов
3. Комитет принял директивы для составления отчётов, чтобы помочь государствам-участникам в подготовке начальных и последующих периодических докладов.а Комитет настоятельно рекомендует всем государствам-участникам представлять доклады в соответствии с этими директивами. Это сократит потребность комитета требовать дальнейшую информацию при рассмотрении доклада и поможет Комитету рассматривать ситуацию относительно гуманитарных прав женщин в каждом государстве-участнике на равноправной основе. 4. Доклады должны быть настолько краткими, насколько возможно. Первоначальные доклады должны быть не более 100 страниц и должны быть связаны с каждой статьёй Конвенции. Периодические доклады должны быть не более 70 страниц и в основном должны быть сосредоточены на промежутке времени между рассмотрением предыдущего и текущего доклада с использованием заключительных комментариев предыдущего доклада в качестве их отправной точки и с выделением новых обстоятельств. Государство-участник может приложить дополнения, хотя они и не будут переведены на другие языки. Если государство-участник подготовит базовый документ b, он будет доступен Комитету.
5. Комитет рекомендует государствам-участникам консультироваться с национальными неправительственными организациями в процессе подготовки ими докладов. Он требует, чтобы доклады государств-участников описывали положение
неправительственных организаций и женских ассоциаций, а также их участие в выполнении Конвенции и подготовке доклада.
III. Рассмотрение докладов государств-участников Комитетом
6. Комитет обычно приглашает 8 государств-участников для представления их докладов на каждой трёхнедельной сессии. Принимая решение, Комитет отдаёт предпочтение докладам, находящимся на рассмотрении наибольшее время, устанавливает приоритет первоначальным докладам и учитывает баланс докладов в отношении географических и других факторов. Комитет обычно выбирает доклады за две сессии до рассмотрения и принимает во внимание совокупность начальных и периодических докладов на каждой сессии.

А. Предсессионная рабочая группа.
7. Предсессионная рабочая группа Комитета, используя поддержку секретариата, составляет короткие списки проблем и вопросов в отношении докладов, которые Комитет рассмотрит на своей следующей сессии, сосредотачиваясь на основных проблемных областях относительно применения Конвенции заинтересованными государствами-участниками. Списки проблем и вопросов предназначены для облегчения подготовки государств-участников к конструктивным диалогам с Комитетом, чтобы обеспечить главное внимание диалогу с представителями государств, представляющих доклады, и чтобы улучшить эффективность системы представления докладов.
8. Для того, чтобы заранее обеспечить государства-участников списками проблем и вопросов предсессионная рабочая группа проводит встречу в течение пяти дней

9. 10. Списки проблем и вопросов быстро рассылаются заинтересованным государствам-участникам, обычно в течение недели после того, как предсессионная рабочая группа
завершит свою работу. Государствам-участникам предлагается предоставить их ответы в течение 6 недель с того времени. Списки проблем и вопросов, вместе с ответами государств-участников раздаются членам Комитета до сессии, на которой доклады должны быть изучены.
11. Ответ государства-участника на список проблем и вопросов должен быть коротким, точным и по существу и не должен превышать предел от 25 до 30 страниц
(шрифт Times New, тип Roman, размер шрифта 12 точек). Государства-участники имеют возможность приложить ограниченное число дополнительных страниц только статистических данных.
B. Конструктивный диалог
12. Комитет рассчитывает, что рассмотрение доклада примет форму конструктивного диалога с представителями государства-докладчика и целью этого диалога будет улучшение ситуации, относящейся к к правам соблюдения Конвенции в данной стране. Поэтому, представители государств-докладчиков не только имеют право присутствовать, но и фактически их присутствие и участие необходимо на собраниях Комитета, когда изучаются доклады их стран.
13. В общем, Комитет посвящает 2 открытых собрания (по 3 часа каждое) рассмотрению первоначальных докладов. Представителям государств-участников
предлагается сделать вступительные комментарии максимум по 30 минут. Рассмотрение первоначальных докладов продолжается постатейно, за исключением статей 1 и 2, 7, 8, 15 и 16, которые рассматриваются совместно. За группой вопросов, заданных экспертами, следуют ответы государств-участников и другая группа вопросов и ответов, пока все статьи не будут рассмотрены. Эксперты имеют возможность включить любые общие соображения со своими вопросами по статьям 1 и 2.
Метод рассмотрения первоначальных докладов также используется в случаях, когда первоначальный доклад объединяется с одним или более последующих периодических докладов.

14. Представителям государств-участников, представляющих периодические доклады, предлагается сделать вступительные комментарии максимум на 30 минут. При рассмотрении периодических докладов вопросы экспертов затем группируются в соответствии с четырьмя основными частями Конвенции, а именно – часть I : статьи с 1 по 6; часть II: статьи с 7 по 9; часть III: статьи с 10 по 14; и часть IV: статьи 15 и 16.
После того, как несколько экспертов зададут вопросы по группе, государству-участнику даётся возможность ответить; следует следующий раунд вопросов и ответов пока все группы вопросов не будут охвачены. Эксперты стараются избегать дублирующих вопросов и вмешательства по каждой группе, а также стремятся сосредоточиться на проблемах, определённых предсессионной рабочей группой. В общем, Комитет посвящает 2 открытых заседания рассмотрению периодических докладов.
15. Во время конструктивного диалога Комитет оценивает по достоинству оптимальное использование времени со стороны государства-участника и точные, краткие и прямые ответы на заданные вопросы. Он рассчитывает, что государство-участник ясно укажет, когда ответ на вопрос не может быть предоставлен. Отсутствие или несоответствующие ответы на заданные вопросы может провести к дополнительным вопросам в конце диалога и может быть отражено в заключительных комментариях.
16. В случаях, когда доклады и/или ответы на список проблем и вопросов превышают пределы по страницам, указанных в директивах и решениях Комитета, председатель
выдвигает на обсуждение эту сторону вопроса во время конструктивного диалога. Эта озабоченность может быть также отражена в заключительных комментариях. В отношении первоначальных докладов допускается некоторая гибкость.
17. Вмешательства экспертов во время конструктивного диалога ограничены тремя минутами. Лимит времени контролируется хронометристом речи, но это осуществляется гибко. Несмотря на то, что Комитет еще не имеет формальной последующей процедуры для своих заключительных комментариев, он в плановом порядке запрашивает государства-участники о принятых шагах, чтобы довести до конца принятые заключительные комментарии после рассмотрения предыдущего доклада государства-участника.
18. Комитет на этом этапе не рассматривает доклад в отсутствии представителей
государства-участника. Однако, он рассмотрит применение Конвенции государством-участником, при отсутствии доклада, но только, как крайнюю меру, в присутствии делегации и в каждом отдельном случае. Перед тем, как принять решение перейти к рассмотрению в отсустствии доклада, Комитет известит заинтересованного государства-участника о своём намерении приступить к осуществлению Конвенции во время указанной будущей сессии и предложить этому государству-участнику представить требуемый доклад до указанной сессии.
19. Комитет имеет точку зрения, что иногда может быть необходимо потребовать особые доклады от государств-участников согласно статьи 18, параграф 1(б) Конвенции. Такие особые доклады обычно нацелены, чтобы получить и изучить информацию о фактическом или потенциальном нарушении женских гуманитарных прав там, где есть особая причина для беспокойства о таком нарушении.
20. Отдельные члены Комитета воздерживаются от участия в любом виде рассмотрения докладов государствами, чьими гражданами они являются, для того, чтобы поддерживать наивысшие стандарты беспристрастности, как по сути, так и с внешней стороны.
