The West-African Central Bank’s Independency: An Expected Reform?
Pourquoi accroître l’indépendance de la Banque Centrale des Etats de l’Afrique de l’Ouest ? La réponse peut être recherchée dans l’évolution institutionnelle et monétaire de l’Union Economique et Monétaire Ouest Africaine. L’avantage serait d’accroître la confiance dans la valeur de la monnaie et de garantir la pérennité de l’intégration monétaire et économique de l’Afrique de l’Ouest. La faisabilité de la réforme implique de renforcer la collégialité des décisions monétaires et la transparence de la gestion de la banque centrale. Il convient aussi d’améliorer la coordination des politiques monétaire et budgétaire, en vue d’une croissance plus forte et plus régulière des économies de l’Union.

Why has West-African Central Bank’s independency to be increased ? The answer may be based on the institutional and monetary history of the West-African Monetary Union. Enhancing the confidence in money value and assessing that monetary and economic integration will persist in the future would be the main benefit. The feasibility of such a reform supposes that the collegiality of monetary decisions and the transparency of the Central Bank management will be enforced. It will be also necessary to improve the coordination of monetary and fiscal policies; in order to promote a more rapid and stable economic growth in the Union.

Introduction
Lors du sommet de janvier 2003, les Chefs d’Etat de l’Union Economique et Monétaire Ouest-africaine (UEMOA) ont souhaité une réforme des institutions régissant cette Union. Sous la présidence du gouverneur de la Banque Centrale des Etats de l’Afrique de l’Ouest (BCEAO), banque commune aux huit Etats participant à l’Union Monétaire Ouest-africaine (UMOA) et depuis 1994 à l’Union Economique et Monétaire Ouest-africaine (UEMOA) , un groupe de réflexion a passé en revue l’ensemble des dispositions régissant l’Union Monétaire et a suggéré une série de réformes L’objectif essentiel des réformes proposées est de rendre la BCEAO indépendante du pouvoir politique que représente l’ensemble des gouvernements des Etats de l’Union, et auquel est associé le gouvernement français. L’objet de cet article est d’analyser le bien-fondé d’une telle réforme et les conditions de sa réussite.
A l’heure actuelle la Banque Centrale des Etats de l’Afrique de l’Ouest est, selon les textes qui la régit (traité de l’UMOA et statuts de la Banque Centrale), sous la dépendance des Etats. En effet c’est le Conseil des Ministres des Finances de l’UMOA qui « définit la politique monétaire et de crédit de l’Union », la Conférence des Chefs d’Etat devant trancher les questions qui n’auraient pas trouvé de solution par accord unanime du Conseil des Ministres. Le Conseil d’Administration de la BCEAO qui met en œuvre la politique monétaire « dans le cadre des directives du Conseil des Ministres » est composé d’administrateurs nommés par les gouvernements des Etats participant à la gestion de la Banque (c’est-à-dire les Etats de l’UMOA ainsi que la France), chacun d’eux désignant deux représentants. La présence au Conseil d’Administration de la BCEAO de représentants du gouvernement français s’explique par l’appartenance des Etats de l’UMOA à la zone franc. C’est ainsi que le franc CFA (franc de la communauté financière africaine) émis par la BCEAO a une parité fixe avec la monnaie de la France (actuellement avec l’euro) ; d’autre part la BCEAO bénéficie d’un compte d’opérations auprès du Trésor Public français qui lui garantit qu’elle pourra, quel que soit le solde de la balance des paiements de l’Union, assurer la convertibilité de sa monnaie, ce solde pouvant devenir débiteur sans limite fixée a priori ni de durée ni de montant.
Il serait cependant inexact d’en déduire que la BCEAO « est totalement dans la main des gouvernements » africains, et accessoirement du gouvernement français. En effet le caractère multinational de la Banque la met à l’abri de décisions unilatérales d’un gouvernement. D’autre part la forte personnalité des gouverneurs successifs, issus du principal pays de l’Union, la Côte d’Ivoire, et la longévité, inhabituelle pour une banque centrale, de leur mandat ont donné à la BCEAO une autonomie de fait. La prééminence du gouvernement de la Banque a été renforcée du fait que grâce à des ressources financières importantes elle dispose d’un personnel nombreux et compétent, ainsi que d’une excellente infrastructure.
Qu’une adaptation des institutions de l’UMOA, et à travers elle de la zone franc, aux idées du temps soit envisagée n’est pas surprenant. Au cours des quinze dernières années de nombreuses banques centrales dans le monde ont acquis leur indépendance, notamment en 1993 la Banque de France en prélude à son intégration dans le Système Européen de Banques Centrales. L’UMOA, qui est l’une des plus anciennes unions monétaires (elle a fêté en 2002 son quarantième anniversaire), a déjà connu d’importantes réformes structurelles. C’est à la lumière de cette histoire institutionnelle que peut être comprise la nouvelle réforme envisagée.
L’article est organisé de la façon suivante. Il s’agit d’abord de situer l’indépendance de la BCEAO dans le prolongement des précédentes réformes, puis d’étudier les avantages que l’Union Monétaire Ouest-africaine pourrait tirer d’une plus grande indépendance de la BCEAO. Il s’agit enfin d’analyser les problèmes que peut poser la réforme et d’en déduire les conditions requises pour que cette indépendance soit effective, mais aussi politiquement acceptable.
1. Un peu d’histoire
Trois dates ont principalement marqué l’histoire de la BCEAO: 1973, 1994 et 1999.
1.1. L’africanisation de la BCEAO
Un nouveau traité de L’UMOA fut signé en 1973, remplaçant celui de 1962, accompagné de nouveaux statuts de la BCEAO qui ont permis l’africanisation de la Banque centrale : son siège a été transféré de Paris à Dakar, le rôle des instances purement africaines a été renforcé, notamment en raison des attributions données au Conseil des Ministres de l’UMOA, la place des représentants du gouvernement français au Conseil d’administration de la Banque centrale est passée du tiers des membres au septième (Guillaumont P.et S., 1984).
Dans ce nouveau cadre institutionnel, les instruments de la politique monétaire et sa pratique ont été plusieurs fois modifiés. Ils le furent d’abord dans un sens plus expansionniste et dirigiste avec la volonté de favoriser le développement économique des Etats de l’Union, ensuite, à partir de 1989, dans un sens plus respectueux des mécanismes de marché et dans le but de corriger les déséquilibres extérieurs.
1.2. La création de l’Union Economique
La seconde réforme importante fut celle de 1994. En même temps que le franc CFA était dévalué de 50% , fut signé le traité de l’Union Economique et Monétaire qui complète l’union monétaire de manière à la transformer en union économique et monétaire (article 2 du traité). Trois objectifs sont poursuivis: la réalisation progressive et quasiment achevée maintenant d’un marché commun , une surveillance multilatérale des performances et politiques économiques (notamment des finances publiques) afin d’assurer leur convergence, accompagnée d’une harmonisation fiscale, et la mise en œuvre de politiques sectorielles régionales, ce troisième volet étant le moins avancé .
Ainsi la séquence de l’intégration régionale a été ici inverse de la séquence européenne : l’union monétaire en Europe a été précédée par un marché commun, lequel avait été lui-même précédé d’une politique sectorielle forte avec la Communauté Economique du Charbon et de l’Acier (CECA). Comme nous le verrons plus loin, loin d’être critiquable, la séquence ouest-africaine apparaît bien adaptée à la situation des économies africaines, lesquelles étaient sans doute trop vulnérables pour que le désarmement douanier se fît dans une situation d’instabilité de leurs taux de change bilatéraux.
1.3. Le rattachement du franc CFA à l’euro
.
Enfin l’UMOA ne pouvait rester à l’écart du bouleversement monétaire qu’a constitué la création de l’euro, se substituant en janvier 1999 à onze monnaies européennes, dont le franc . Le franc CFA s’est trouvé de facto rattaché à l’euro et sa parité en euro a été automatiquement déterminée . Les gouvernements africains et les gouverneurs des Banques Centrales de la zone franc, en Afrique de l’ouest comme en Afrique centrale, ont souhaité faire reconnaître par l’Europe la spécificité de leurs relations monétaires avec la France et dans une certaine mesure conforter leur coopération monétaire avec la France (Guillaumont et Guillaumont Jeanneney 2002).
Pourtant, au moment de l’adoption du traité de Maastricht, les autorités françaises avaient affirmé que les accords monétaires de la zone franc ne pouvaient en être affectés, puisque c’est le Trésor Public français et non la Banque de France qui garantit la convertibilité des francs CFA En effet, selon l’article 109 alinéa 5 du traité de Maastricht, les États membres de l’Union Européenne conservent la liberté de conclure des accords internationaux s’ils ne portent pas préjudice aux compétences et accords communautaires dans le domaine de l’union économique et monétaire. De plus le traité n’empêche pas les États membres d’accorder des prêts à qui bon leur semble, et l’ampleur potentielle des débits des comptes d’opérations est trop faible pour affecter de manière sensible les réserves extérieures de l’Union Européenne. Tel n’a pas été le point de vue d’autres États européens qui soutinrent que le premier alinéa du même article 109 du traité de Maastricht devait s’appliquer à la zone franc : selon cet alinéa, il appartient au Conseil des Ministres de l’Union de « conclure des accords formels portant sur un système de taux de change pour l’Ecu (devenu euro) vis-à-vis des monnaies non communautaires ».
Un compromis politique fut finalement trouvé : la France fut autorisée à maintenir les accords et invitée à en conserver la mise en œuvre. Toutefois, cette même décision comporte une innovation dont la portée n’est pas négligeable : une décision du Conseil, sur recommandation de la Commission et après avis de la Banque Centrale Européenne (BCE), sera nécessaire pour tout changement de la portée des accords (admission d’un nouvel État) ou de leur nature (par exemple une remise en cause de la garantie de convertibilité des francs africains à taux fixe). D’autre part, et assez naturellement, la France a vis-à-vis de ses partenaires européens un devoir d’information sur le fonctionnement de la zone. Notamment si les Etats africains décidaient un jour de dévaluer l’un ou l’autre des francs CFA, ce qui demeure de leur ressort, la France serait tenue d’en informer au préalable ses partenaires européens .
Les États africains de la zone franc ont pu se réjouir de voir l’Union Européenne se préoccuper de leur régime monétaire au point d’affermir la garantie de convertibilité de leur monnaie, puisque en principe la France n’est plus autorisée à décider seule de la remettre en cause. Du même coup, la question se pose de savoir si un statut d’indépendance de la BCEAO, susceptible de justifier un certain retrait de la France du gouvernement de la Banque Centrale, serait de nature à remettre en cause la portée des accords et impliquerait donc un accord des instances européennes.
2. Les arguments de l’indépendance
Deux principaux arguments peuvent être mis en avant pour justifier de donner plus d’indépendance à la BCEAO. Le premier est celui qui a présidé au statut d’indépendance des grandes banques centrales du monde, à savoir accroître l’efficacité de la politique monétaire en renforçant la crédibilité des décisions de l’autorité monétaire. Le second est plus spécifique à la BCEAO, banque multinationale de pays en développement. Renforcer les pouvoirs de la banque centrale, c’est réduire les risques d’éclatement de l’union monétaire en cas de désaccord des gouvernements sur la politique monétaire à suivre. Or, comme nous l’avons déjà souligné, l’intégration monétaire a précédé en Afrique de l’ouest l’intégration commerciale contrairement à ce qui s’est passé en Europe et, recouvrant le même espace géographique, elle apparaît comme une condition nécessaire à la réalisation effective d’un marché commun. Ainsi l’indépendance de la banque centrale pourrait contribuer au succès de l’intégration économique des Etats de l’UEMOA.
2.1. Indépendance de la BCEAO et crédibilité de sa politique
Dans les années soixante et encore au début des années soixante-dix, la théorie économique enseignait que la politique macroéconomique devait faire un arbitrage entre l'inflation et le chômage. Une difficulté importante des unions monétaires semblait à cette époque résulter de préférences nationales différentes concernant l'inflation et le chômage. Mais à la suite des critiques de Friedman (1968) et de Phelps (1968), on a reconnu que la relation décroissante entre inflation et chômage (relation de Phillips) n'était au mieux qu'un phénomène transitoire, et qu'un pays choisissant une inflation élevée pour réduire le chômage voyait sa courbe de Phillips se décaler vers le haut. Depuis la publication des articles novateurs de Kydland et Prescott (1977) et Barro et Gordon (1983), une nouvelle théorie (fondée sur l'hypothèse des anticipations rationnelles) a conquis les milieux de la macroéconomie (de Grauwe 1999) : la politique monétaire se heurte au problème de l'incohérence temporelle des décisions et au manque de crédibilité de l’autorité monétaire.
Selon cette théorie, le comportement de l'autorité monétaire et celui des agents économiques peuvent être analysés comme un jeu non coopératif qui aboutit à une situation non optimale, caractérisée par la concomitance d'une inflation excessivement élevée et d'un chômage demeurant à son niveau naturel. En effet, seule une politique monétaire qui « prend par surprise" les agents économiques est susceptible de doper l'emploi et la production, car c'est seulement lorsque l'inflation anticipée est sous-estimée que la hausse de la rémunération du travail (sous la forme de salaires ou de marges) ne compense pas toute l'inflation et que la rémunération réelle du travail peut diminuer. Dans ces conditions, les agents économiques dont les anticipations sont supposées rationnelles s'attendent à ce que l'autorité monétaire, en vue de bénéficier de prévisions d’inflation inférieures à la réalité, annonce une politique monétaire restrictive tout en pratiquant en fait une politique expansive afin de les « prendre par surprise ». Comme ce double jeu de la banque centrale est anticipé par les agents économiques, ceux-ci n’ont pas confiance dans les annonces de l’autorité monétaire et leurs anticipations d'inflation exercent une contrainte sur l'autorité monétaire souhaitant effectivement mener une politique restrictive. En effet une politique monétaire restrictive non crédible entraîne une "surestimation de l'inflation" par les agents économiques, une rémunération réelle de travail excessive et un accroissement du chômage; pour éviter cet enchaînement néfaste l'autorité monétaire est contrainte de ratifier les anticipations inflationnistes des agents économiques par une politique monétaire trop expansive à son gré. Autrement dit elle est obligée d'accepter une dose d’inflation suffisamment forte pour que les agents économiques soient persuadés que la banque centrale ne permettra pas à l'inflation d'aller au-delà.
La théorie selon laquelle la contrainte de crédibilité qui s’exerce sur l’autorité monétaire est à l’origine de politiques monétaires non optimales a été initialement développée pour des économies industrialisées où la rémunération du travail est principalement constituée de salaires. Dans les pays en développement, le travail indépendant (de la petite paysannerie, de l’artisanat, de l’industrie et du commerce plus ou moins informel) l’emporte sur le salariat et la rémunération du travail prend largement la forme de marges ou bénéfices. Cependant cette théorie peut être transposée aux pays en développement. Les anticipations d’inflation y influencent le prix des biens non-échangeables internationalement (prix qui dépendent de l’équilibre du marché intérieur), et donc influencent indirectement la rémunération du travail. Si le change est flexible, par une politique monétaire expansive la banque centrale provoque une dépréciation nominale de la monnaie sur le marché des changes; celle-ci entraîne une dépréciation réelle favorable à la relance de l'économie à condition que l'inflation induite soit sous-estimée. Dès lors les agents économiques anticipent, de la même manière que dans les pays développés, que l’autorité monétaire va essayer de les « prendre par surprise » et exercent une contrainte identique de crédibilité sur la banque centrale (Devarajan et Rodrik 1991).
Ce renouvellement de l'analyse macroéconomique a changé la perspective quant aux avantages et coûts d'une union monétaire. Il a joué un rôle important dans les discussions préalables à la création de l'Union Monétaire Européenne (de Grauwe 1999). Pour les pays du Sud de l'Europe (et dans une certaine mesure pour la France) qui souffraient d'une inflation relativement élevée et où les autorités monétaires avaient un déficit de réputation, adhérer au « Système Monétaire Européen », prélude de l’Union Monétaire Européenne, était une façon d'importer la réputation de stabilité monétaire de l’Allemagne et de réduire les coûts en termes d'emploi et de production de la désinflation monétaire.
Avec ses statuts actuels, la Banque Centrale des Etats de l’Afrique de l’Ouest souffre-t-elle d’un déficit de crédibilité lui imposant une contrainte dans sa gestion monétaire qui justifierait de lui attribuer un statut de plus grande indépendance vis-à-vis des gouvernements ?
La crédibilité de la BCEAO, associée au régime des changes de l’UEMOA
Comme nous venons de le rappeler, une politique de relance économique par la monnaie dans de petites économies en développement passe essentiellement par une dépréciation du taux de change réel. C’est pourquoi un régime de change fixe est sans doute, dans les pays en développement plus encore que dans les économies industrialisées, un facteur de crédibilité de la politique de stabilité monétaire. Alors que le régime des changes de l'Europe est un régime de flottement, l'appartenance de l'Union Monétaire Ouest-africaine à la zone franc, qui implique le rattachement du franc CFA à l'euro et garantit sa convertibilité, est un facteur de crédibilité de la politique monétaire, qui pourrait rendre moins nécessaire un statut d’indépendance de la Banque centrale.
L'adoption d'un régime de change fixe est en effet reconnue comme un des moyens que les pays en développement ou en transition peuvent utiliser pour accroître la crédibilité de leur politique de désinflation monétaire (Devarajan et Rodrik 1991, Ghosh et alii 1995, Sachs 1996, Fielding et Bleaney 2000). Cet effet favorable de la fixité des changes est lui-même renforcé en Afrique de l'Ouest par l'existence d’une union monétaire. Les changements de parité apparaissent moins probables puisqu'ils impliquent l'unanimité des chefs d'Etat. La dévaluation des francs CFA, survenue en 1994, a bien montré la difficulté d'un tel consensus. L'effet favorable de la fixité du taux de change quant à la crédibilité de la politique monétaire est aussi conforté par la convertibilité de la monnaie dans la mesure même où la trilogie constituée par la fixité du taux de change, la convertibilité de la monnaie et une politique monétaire différente de celle du pays dont la monnaie sert d'ancrage n'est pas soutenable à long terme. Si l'on suit cette problématique, il serait justifié de lever les restrictions aux opérations de change qui ont été instituées dans l’UEMOA, principalement pour les mouvements de capitaux, en contradiction avec les principes initiaux de la zone franc . .
Encore faut-il que le choix d’un régime de fixité du taux de change et de convertibilité de la monnaie soit lui-même crédible. En un certain sens, la coopération monétaire de l'UEMOA avec la France joue en faveur de la crédibilité du régime des changes. D’une part la France participe au Conseil d'Administration de la BCEAO ; d'autre part l'octroi de sa garantie de convertibilité du franc CFA (grâce au mécanisme du compte d'opérations) implique l’existence d’une limite statutaire aux avances de la Banque centrale aux Trésors Publics africains et un engagement des Etats de durcir la politique monétaire en cas d'insuffisance des réserves extérieures de la BCEAO. En sens inverse, la garantie du compte d'opérations confère, d'une certaine façon, un caractère artificiel à la convertibilité de la monnaie, et l'on a pu se demander si elle ne conduisait pas à déresponsabiliser les gouvernements et la Banque centrale dans la conduite de la politique monétaire, et ainsi à estomper l'élément de crédibilité normalement associé à la convertibilité de la monnaie (Guillaumont et Guillaumont Jeanneney, 1995).
Les enseignements de l’évolution monétaire en UMOA
Un élément de réponse à la question de savoir si l’existence d’une union monétaire et son appartenance à une zone monétaire (en l’occurrence la zone franc) sont des éléments suffisants pour la crédibilité de la politique de stabilité monétaire peut être recherché dans l'évolution monétaire de l'Union Monétaire Ouest-africaine depuis 1962 . Si l'on met à part l'épisode de la dévaluation de 1994, l'inflation a été significativement inférieure à ce qu'elle a été dans les autres pays en développement, africains ou non africains (Guillaumont, Guillamont Jeanneney et Plane 1988, Devarajan et de Melo 1991, Elbadawi et Nadj 1996). Cela reste vrai dans la période récente: de 2002 à 2004 le taux d’inflation moyen a été de 1,9% dans l’UEMOA, la moyenne pour l’ensemble de l’Afrique au sud du Sahara (hors Nigeria et Afrique du Sud) ayant été dans le même temps de 16,4% . En dépit de ce motif de satisfaction, on ne peut nier que durant les années soixante-dix l'UMOA a connu une croissance excessive de la masse monétaire qui a atteint en moyenne annuelle 14 % entre 1967 et 1973, et près de 30 % entre 1973 et 1978 (cf. tableau 1). Cette expérience monétaire s'est traduite par une inflation plus rapide qu'en France et donc par une appréciation sensible des taux de change réels des Etats de l’UMOA. Ceux-ci ont été ainsi contraints dans les années quatre-vingt à une douloureuse politique d'ajustement. Cette politique ayant connu un relâchement en 1984 (la croissance de la masse monétaire est alors proche de 16 %), a dû être renforcée dans la deuxième moitié de la décennie, et au début de la décennie 1990: la croissance de la masse monétaire est en moyenne annuelle nulle de 1988 à 1993, ce qui n’a pas réussi à empêcher la dévaluation de 1994. Après cet épisode et l’augmentation induite de la masse monétaire, la croissance de la masse monétaire revient au rythme plus raisonnable de 7,5 % en moyenne de 1995 à 2000. Dans les années récentes elle a été irrégulière, relativement forte en 2001 et surtout en 2002 où elle a atteint 16%.

Les fluctuations de la politique monétaire s'expliquent certes par un contexte économique international qui a été extrêmement variable durant les quatre dernières décennies et s'est traduit par une forte instabilité des termes de l'échange des pays de l'Union. Mais elles révèlent aussi que la gestion monétaire commune a demandé un certain "apprentissage" et que l'intégration monétaire et l'appartenance à la zone franc n'ont pas suffi à la maîtrise permanente de la masse monétaire.
Le caractère excessif de l'expansion monétaire dans les années soixante-dix est la conséquence de la hausse brutale (à un moment ou un autre selon les Etats de l'Union) du prix des principaux produits exportés. Le boom des produits primaires, accompagné d'un accès facile aux financements internationaux, a conduit les Etats de l'Union, comme de nombreux autres pays en développement, à s'endetter vis-à-vis de l'extérieur et à accroître massivement leurs dépenses budgétaires, gonflant les effectifs de la fonction publique, mettant en œuvre de vastes programmes d'investissements publics, multipliant les établissements publics et parfois nationalisant les industries. La création monétaire, qui à l'origine a résulté de la croissance des réserves extérieures, a ensuite été nourrie par l'expansion du crédit intérieur. Les crédits à l'économie étaient abondamment distribués aux entreprises publiques, parfois sous la forme de crédits de campagne (réescomptés par la BCEAO à taux préférentiel en dehors des plafonds de réescompte) qui, en partie détournés de leur véritable objet, finançaient les charges de structure des organismes de commercialisation et de vulgarisation agricoles. Lorsque les cours des matières premières eurent baissé et que les financements internationaux furent taris, les Trésors Publics eurent recours au financement monétaire de leur déficit. En effet les Trésors Publics purent utiliser la marge d'emprunt dont ils disposaient auprès du système bancaire, les avances aux Trésors Publics étant au départ bien inférieures à la limite statutaire de 20 % des recettes fiscales, puis ils tournèrent la règle grâce aux crédits bancaires accordés aux entreprises, principalement publiques, à l'égard desquelles ils accumulaient parallèlement les arriérés de paiement. Outre l'expansion monétaire excessive, cette politique s'est accompagnée d'une dégradation profonde de la qualité des portefeuilles bancaires.
Les enjeux de la coopération régionale : effets de dilution des préférences et de création institutionnelle
A l'occasion de la conférence organisée par la Banque Mondiale et le Center for Economic Policy Research (CEPR) en avril 1992 sur "les nouvelles dimensions de l'intégration", J. de Melo, A. Panagariya et D. Rodrik (1993) avaient montré comment la coopération institutionnelle entre Etats peut être utilisée comme un atout pour la mise en œuvre de bonnes politiques, là où leur action discrétionnaire risque de conduire à des politiques non optimales. Les auteurs postulent que la liberté d'action des gouvernements dans le choix de leur politique économique est contrainte par la présence des lobbies qui représentent des intérêts particuliers et dont les préférences sont différentes de celles des gouvernements. Selon leur modèle, les effets positifs de la coopération régionale passe alors par deux canaux principaux : la coopération régionale réduit le poids des groupes politiquement importants dans chaque économie (effet de dilution des préférences) et elle donne aux Etats une plus grande liberté dans le choix des institutions, lequel se trouve libéré des contraintes historiques propres à chaque Etat (effet de création institutionnelle). Il semble qu'à l'origine de l'UMOA, ces deux effets favorables de l'intégration régionale n'aient pas pu jouer pleinement (Guillaumont et Guillaumont Jeanneney 1993). "L'effet de dilution des préférences" a été amoindri par la similitude des groupes de pression: partout les classes urbaines scolarisées ont plaidé pour une extension de la fonction publique et du secteur parapublic, de telle sorte que les intérêts particuliers se sont conjugués au lieu de se neutraliser. "L'effet de création institutionnelle" a été affaibli parce que la BCEAO a pris la suite de l'Institut d'Emission de l'Afrique Occidentale Française. Héritiers d'un passé colonial commun, les Etats de l'UMOA ne pouvaient échapper, dans la rédaction des statuts de leur banque centrale et dans la gestion de la monnaie, à la tradition de subordination de la Banque de France au Ministère des Finances. Comme nous l'avons souligné, bien que la BCEAO soit une banque multinationale, elle a été initialement conçue comme demeurant, d'une certaine façon, "dans la main des gouvernements".
Le renforcement progressif du pouvoir monétaire de la BCEAO
L'Union Monétaire Ouest-Africaine n'a pas échappé au mouvement général des idées en faveur de l'autonomie du pouvoir monétaire, ni à la critique des politiques monétaires mises en œuvre dans les pays en développement, s’exerçant à travers des taux d’intérêt réels négatifs et une sélectivité du crédit, politiques qualifiées de « répression financière » (Shaw 1973, Mac Kinnon 1973). Ainsi les instruments de la politique monétaire ont-ils été réformés, afin d'accroître l'efficacité des interventions de la BCEAO, et l'action monétaire a-t-elle été progressivement libérée de la contrainte que faisaient peser sur elle les déficits budgétaires.
A partir de 1989 les moyens à la disposition de la BCEAO pour mettre en œuvre sa politique monétaire ont été effectivement renforcés. L'encadrement du crédit et les plafonds de refinancement ont été étendus aux crédits de campagne. Les coefficients sectoriels de crédit, destinés à favoriser certains secteurs ou entreprises sans considération suffisante de leur solvabilité, ont été supprimés. Les limites individuelles de crédit déterminant la nature réescomptable du crédit furent désormais accordées en fonction de la situation financière des entreprises et non plus de leur secteur d'activité. Une place plus importante a été donnée à la politique des taux d'intérêt, qui en termes réels sont devenus positifs. Cette extension du rôle des taux d'intérêt s’est réalisée progressivement, avec la suppression du taux d'escompte préférentiel (en 1989), avec la libéralisation des conditions de banques (créditrices en 1989 et débitrices en 1993), et avec la réforme des interventions de la BCEAO sur le marché monétaire en octobre 1993 et juillet 1996. Enfin un système de réserves obligatoires, assises sur les dépôts à vue et les crédits à court terme, a été mis en place en octobre 1993, dont l'assiette a été élargie en mars 2000 aux crédits de campagne et aux créances sur l'extérieur. Cependant ce système s'est avéré insuffisant pour résorber les excédents de liquidité des banques, lesquelles restent largement "hors banque", ce qui limite le rôle des taux directeurs de la BCEAO.
Les accords récurrents que les Etats de l’Union ont passés avec le FMI ont naturellement favorisé une politique monétaire plus restrictive, notamment parce que leur conditionnalité s’est exercée en faveur d’une politique budgétaire plus responsable. Enfin a joué dans le même sens la signature en janvier 1994 du traité de l'Union Economique et Monétaire Ouest-Africaine qui a prévu la surveillance multilatérale des politiques économiques, renforcée par le Pacte de convergence, de stabilité, de croissance et de solidarité adopté en 1999. Ce pacte a accru l'importance accordée à la surveillance de la politique budgétaire des Etats, en hiérarchisant les critères de convergence (de premier et de second rangs) . La volonté de réduire l'impact inflationniste des déficits budgétaires s'est simultanément manifestée par un durcissement de la règle qui, selon les statuts de la BCEAO, s’applique aux avances de la Banque Centrale aux Trésors Publics africains. En septembre 1998 le Conseil des Ministres de l'UEMOA a décidé de geler les plafonds des avances statutaires au niveau atteint en décembre 1998 en vue de faire disparaître les concours directs de la BCEAO dès 2001. Devant la difficulté d’atteindre cet objectif et la persistance même de certains dépassements par rapport à la limite statutaire, en 2002 un programme plus réaliste de remboursement des concours a été mis en place, qui doit s’étaler sur dix ans Cet engagement des Etats préfigure une des dispositions traditionnelles du statut d’indépendance d’une banque centrale.
L’attribution d’une plus grande indépendance à la BCEAO vis-à-vis des gouvernements est amorcée dans son évolution institutionnelle et dans sa pratique de la politique monétaire. Elle serait susceptible de renforcer la crédibilité de la stabilité monétaire qui caractérise à l’heure actuelle l’Union. Mais l’enjeu va sans doute au-delà de l’efficacité de la gestion monétaire. L’indépendance de la banque centrale pourrait bien être un facteur de pérennité de l’intégration économique des Etats composant cette union.
2.2. Indépendance de la BCEAO et pérennité de l’intégration économique.
L’indépendance de la Banque centrale vis-à-vis des gouvernements pourrait être un facteur de pérennité de l’Union Monétaire Ouest-africaine, face aux troubles politiques qui souvent affectent les pays africains, comme en témoigne la situation actuelle de guerre civile larvée en Côte d’Ivoire. Une union monétaire fonctionne comme une coopérative d’Etats. Analysant les problèmes posés par la gouvernance des institutions internationales, Jean Tirole (2002) rappelle « qu’un corpus récent de recherche en économie a démontré la difficulté de gestion de coopératives pour des utilisateurs aux objectifs dissonants. Les conflits d’objectifs donnent naissance à des marchandages, à un processus de décision lent, et à la formation de coalitions majoritaires effectuant des choix inefficaces. Les conflits au niveau du conseil d’administration rendent la tache difficile pour l’équipe dirigeante qui, au lieu de se concentrer sur la mission, occupe son temps à la recherche de compromis politiques » . Cette recherche du consensus est source d’inefficacité dans la gestion. Plus grave, si elle n’aboutit pas, elle peut déboucher sur un éclatement de l’Union. La difficulté du consensus pourrait être exacerbée dans l’hypothèse d’un élargissement de l’UEMOA à d’autres Etats d’Afrique de l’Ouest.
Pour montrer l’enjeu que représente la pérennité de l’UEMOA, il convient de rappeler successivement :
-pourquoi l’intégration économique est un facteur du développement économique, en particulier dans de petits pays en développement tels ceux constituant l’UEMOA,
-que l’union monétaire contribue effectivement (et sans doute autant que l’union douanière) au développement des échanges intra-union,
-enfin que l’union monétaire a été le préalable indispensable à la réalisation effective de l’union douanière.
La petite dimension des Etats constituant l’UEMOA
Au regard des critères internationaux les pays qui forment l’UEMOA sont indubitablement de petite dimension tant par leur population que par leur produit national. Ainsi en 2002 le plus grand d’entre eux, la Côte d’Ivoire a 17 millions d’habitants et un produit national brut de 10,2 milliards de dollars (selon la méthode de l’Atlas de la Banque Mondiale) et le plus petit la Guinée-Bissau un million d’habitants et un produit national brut de 200 millions de dollars. La petite dimension démographique constitue un handicap à la croissance, d’autant plus que ces pays ont un faible niveau de développement (ils sont tous, à l’exception de la Côte d’Ivoire, classés par les Nations-Unies dans les « Pays Moins Avancés » (PMA)), et souffrent de coûts de transport très élevés pour leur commerce extérieur. En permettant des économies d’échelle, l’intégration régionale peut donc favoriser le développement des activités productives.
L’Union monétaire, facteur de développement des échanges intra-régionaux.
L’union monétaire est un facteur de développement des échanges par plusieurs canaux. L’élimination des coûts de transactions liés aux opérations de change est l’avantage le plus immédiat et visible de l’usage d’une même monnaie. L’union monétaire fait disparaître l’incertitude sur les taux de change nominaux dans les échanges intra-union : importateurs et exportateurs à l’intérieur de l’union ne se trouvent plus en position de change et n’ont donc plus à se couvrir pour le risque de change. A plus long terme l’union monétaire réduit les risques inhérents au commerce extérieur en favorisant la stabilité des taux de change réels entre Etats de l’union. Ces avantages de l’union monétaire ont connu récemment de la part des économistes un regain d’intérêt (Frankel et Rose 2000).
Les économistes académiques ont longtemps minimisé l’avantage qui résulte de l’absence de risque de change, considérant que le risque de change peut être couvert à faible coût grâce aux instruments dérivés. Si cet argument est pertinent pour les pays industrialisés, il l'est beaucoup moins pour les pays en développement où les couvertures à terme sont coûteuses et ne sont pas à la portée de la plupart des entreprises, en particulier les moyennes et petites entreprises les plus engagées dans le commerce régional. Certes les résultats des analyses quantitatives relatives à l'impact de la variabilité des taux de change nominaux sur le commerce extérieur des Etats au niveau mondial sont ambigus , sans doute parce que cet impact diffère selon le niveau de développement des pays. Une étude récente (Sauer et Bohara 2001) a pu en effet soutenir que la variabilité des taux de change a des effets négatifs sur les exportations en provenance d'Afrique et d'Amérique du Sud, même si elle n’en exerce pas sur celles en provenance d'Asie et des pays industrialisés.
Plus importante sans doute que la stabilité des taux de change nominaux pour le développement à long terme du commerce intra-régional est celle des taux de change réels entre les pays de l'Union. La variabilité des taux de change réels lorsqu’elle ne résulte pas d’une différence de croissance de la productivité entre pays (effet Balassa-Samuelson) exerce sur le développement des activités productives induites par le commerce extérieur deux types d'effets défavorables (Guillaumont Jeanneney 1998). D'une part elle entraîne des décisions d’investissement qui se révèlent ex post erronées (par excès ou par défaut). La mauvaise allocation des ressources entre activités tournées vers la demande intérieure et celles orientées vers la demande régionale entraîne une plus faible productivité du capital. Les profits moindres des entreprises réduisent le volume des investissements. D'autre part l'instabilité des taux de change réels crée un sentiment d'incertitude quant à la rentabilité relative des activités et constitue ex ante un frein à l'investissement .
La stabilité des taux de change réels entre pays appartenant à une union monétaire n'est certes pas automatiquement réalisée par l'usage d'une monnaie unique, même si incontestablement celui-ci la favorise. En dépit d’une politique monétaire commune (telle celle mise en œuvre par la BCEAO), des différences de taux d'inflation subsistent dans les unions monétaires, comme d’ailleurs à l’intérieur d’un pays entre régions. Dans le cas de l’Union Economique et Monétaire Ouest-africaine, ces différences ne sont certainement pas dues seulement à des différences de croissance de la productivité (effet Balassa-Samuelson), mais résultent aussi de chocs exogènes asymétriques et de politiques budgétaires demeurant de la responsabilité des Etats et qui souvent ont été pro-cycliques. Si l’on considère la période 1995- 2004, la fourchette des taux d'inflation annuelle, c’est-à-dire l’écart maximal des taux d’inflation des différents membres de l’Union, a évolué entre 2,2 et 6,9 points de pourcentage (cf. tableau 2). Cet écart semble avoir tendance à se réduire. Nous pouvons noter à titre de comparaison qu'en 2000 la fourchette des taux d'inflation dans l'Union Européenne était de 4 points de pourcentage, soit sensiblement identique (Artus 2002). Si ces différences de taux d’inflation annuelle ne sont pas négligeables, elles tendent à se corriger à moyen terme : en 2003 l’écart maximal des indices de prix à la consommation sur la base 1995=100 se situe entre le Bénin (indice 128) et le Sénégal (indice 113), soit un écart de 15% Il apparaît ainsi que l'Union Monétaire Ouest-africaine est bien un facteur de stabilité relative des taux de change réels bilatéraux entre les pays de cette Union .

Cependant, les auteurs qui se sont intéressés aux accords régionaux en Afrique ont affiché un certain scepticisme quant à leur efficacité pour accroître les échanges et contribuer ainsi au développement des économies. Ce scepticisme repose sur la faible part du commerce intra-régional en Afrique. L’UEMOA n’échappe pas à cette constatation. En effet le commerce officiel à l'intérieur de l'Union constituait en 1997 12 % des exportations totales et correspondait à environ 3 % du PIB de l'UEMOA. Mais, si l’on soustrait des exportations de l’UEMOA celles de produits primaires exportés sur les marchés mondiaux et donc « essentiellement destinées au reste du monde », la part du commerce intra-union dans les exportations s’élevait en 1997 à 21% (Ouedraogo, 1999); de plus, à ce commerce officiel, il convient d'ajouter le commerce informel dont les coûts de transaction sont, de la même manière que pour le commerce formel, réduits par la monnaie unique. L'importance de ce commerce informel apparaît dans celle des billets circulant dans un pays différent de celui de l'émission (soit, en 2000, 67 % de la circulation fiduciaire ).
La faible part du commerce intra-régional s’explique par le manque de complémentarité des économies africaines, et par les nombreux facteurs susceptibles de limiter les échanges intérieurs: manque d'infrastructures de transport, péages routiers plus ou moins informels, faiblesse du capital humain, environnement politique et institutionnel peu favorable à la création d'un tissu commercial intra-régional stable (de Melo et alii 1993). Pourtant, un certain nombre d'études quantitatives permettent de penser que l’UEMOA a plus contribué au développement du commerce intra-régional que les autres accords régionaux africains (Foroutan et Pritchett 1993, Laporte 1996, Masson et Patillo 2004, Carrère 2004). Rappelons les résultats de la plus récente d’entre elles.
Comme les études antérieures, l’analyse de C. Carrère se fonde sur un modèle de gravité qui permet de comparer le commerce en présence d'un accord régional avec la situation qui aurait prévalu sans cet accord; ce type de modèle explique en effet le commerce bilatéral des pays par leur revenu respectif, leur population, les coûts de transport entre ces pays (fonction des infrastructures et de la distance); à ces facteurs il est possible d'ajouter des variables muettes représentant les accords régionaux. Cette étude embrasse la période 1962-1996 et considère le commerce bilatéral de 150 pays dont 131 pays en développement; elle exclut le commerce entre pays de l’OCDE d’une nature trop différente de celle du commerce africain. L'économétrie de cette étude est plus robuste que celle des études antérieures parce que l’estimation en panel permet de prendre en compte les facteurs inobservables spécifiques à chaque couple de pays importateur et exportateur qui influencent le niveau de leur commerce bilatéral (facteurs historiques, culturels, linguistiques, ethniques, géographiques ou politiques) et dont l’impact pourrait être confondu avec celui des accords régionaux. .
La principale conclusion de cette étude est que les accords régionaux passés entre pays de l’UEMOA (accord monétaire et accord commercial) auraient triplé le commerce intra-union. Considérant que la stabilité des taux de change nominaux bilatéraux est la principale conséquence d’une monnaie commune, C.Carrère introduit dans le modèle de gravité un indicateur de la variabilité des taux de change nominaux bilatéraux, ce qui lui permet de conclure que la moitié au-moins de l’augmentation du commerce régional est due à la monnaie commune .
L’union monétaire condition préalable à la réalisation de l’union douanière
En Europe la réalisation du marché commun est bien antérieure à la réalisation de l’union monétaire. Et la monnaie unique ne concerne encore qu’une partie des Etats de l’Union Européenne, puisque demeurent en dehors de l’union monétaire non seulement les nouveaux Etats adhérents mais aussi des pays appartenant de longue date à l’Union Européenne tels que le Royaume-Uni, le Danemark et la Suède..
L'intégration des pays de l'UEMOA s'est réalisée selon une séquence inverse et originale, puisque l'intégration monétaire a précédé le marché commun. Les analyses quantitatives des conséquences des accords d'intégration sur le commerce que nous venons de rappeler semblent justifier cette démarche. En effet, l'union monétaire apparaît comme une condition préalable au marché commun dans des pays en développement qui seraient soumis, en l’absence de monnaie unique, à une grande instabilité monétaire. L'ampleur du risque que fait peser sur les entreprises l'instabilité des taux de change réels est bien illustrée a contrario par les conséquences des dépréciations récurrentes de la naira par rapport au franc CFA, sur le marché officiel et plus encore sur le marché parallèle des devises: ces dépréciations mettent en difficulté les industries des pays de la zone franc, là où la fraude douanière rend la protection commerciale illusoire, autrement dit réalise de facto pour les échanges informels une zone de libre-échange (Samba M. O., 1996).
Si une monnaie commune est bien en Afrique une condition de l’intégration commerciale, on comprend l’échec de la CDEAO (Communauté des Etats de l’Afrique de l’Ouest ) créée en 1975, qui a programmé une réduction des tarifs entre les Etats de la Communauté, périodiquement renégociée (notamment en 1990), mais en fait peu appliquée et dont l’impact sur le commerce régional est faible (plus 22% seulement selon l’étude précitée de C.Carrère). On comprend aussi qu’il soit périodiquement question de l’adhésion à l’UEMOA de nouveaux Etats tels que le Cap-Vert, la Gambie, la Guinée, voire le Ghana, et qu’il existe même un projet d’extension de l’union monétaire à toute l’Afrique de l’Ouest, à travers d’abord la création d’une union monétaire entre les pays de l’Afrique de l’Ouest qui n’appartiennent pas à l’UEMOA, puis une fusion des deux unions .
Face aux projets d’extension de l’union monétaire à des pays qui n’ont pas la même culture de stabilité monétaire, il est normal de chercher par une plus grande autonomie de la BCEAO à protéger le franc CFA d’éventuelles vicissitudes politiques dans les Etats appartenant à l’UEMOA.
3. .Les exigences de l’indépendance
Pour que la Banque Centrale des Etats de l’Afrique de l’Ouest devienne plus indépendante du pouvoir politique, plusieurs dispositions qui la régissent devront être modifiées de manière à répondre aux critères qui caractérisent les grandes banques centrales indépendantes du reste du monde. Mais tout statut d’indépendance d’une banque centrale implique des contreparties essentielles à l’acceptabilité de la réforme.
3.1. Comment modifier les statuts de la BCEAO afin de rendre sa gouvernance indépendante des Etats ?
Les conditions de l’indépendance d’une banque centrale sont bien établies ; elles ont été en particulier définies lors de la création du Système Européen de Banques Centrales. Essentiellement au nombre de trois, elles pourront poser quelques problèmes d’adaptation à la situation particulière de pays en développement.
Une mission claire attribuée à la banque centrale
Jean Tirole (2002) insiste particulièrement sur le fait que les agences indépendantes « les plus performantes sont celles qui ont une mission simple …il n’est pas toujours bon de courir plusieurs lièvres à la fois. L’abandon d’objectifs par ailleurs désirables permet de focaliser l’agence et de la responsabiliser, l’évaluation de sa performance étant grandement simplifiée » .
C’est pourquoi la sauvegarde de la monnaie est toujours considérée comme l’objectif qui doit être prioritairement assignée à une banque centrale indépendante. Pourtant, ce n’est jamais un objectif exclusif puisqu’il existe des circonstances où la valeur de la monnaie n’apparaît pas en péril et où en revanche l’activité économique a manifestement besoin d’être stimulée. C’est ainsi que l’article 105 du traité de Maastricht (repris dans l’article 2 du Protocole sur les statuts du Système Européen de Banques Centrales (SEBC) et de la Banque Centrale Européenne) prescrit que « l’objectif principal du SEBC est de maintenir la stabilité des prix. Sans préjudice de l’objectif de stabilité des prix, le SEBC apporte son soutien aux politiques économiques générales dans la Communauté, en vue de contribuer à la réalisation des objectifs de la Communauté…» Compte tenu du faible niveau de développement des économies de l’UEMOA, il serait concevable d’assigner à la BCEAO, selon une formulation du même type, un objectif complémentaire de promotion de la croissance. Mais comme ces deux objectifs peuvent apparaître dans une certaine mesure contradictoires, il convient de définir à qui revient la responsabilité de fixer l’objectif d’inflation.
En Europe c’est à la Banque Centrale Européenne qu’il appartient de choisir sa cible d’inflation, alors qu’en Angleterre où la banque centrale a reçu un statut d’autonomie opérationnelle, c’est le gouvernement qui choisit l’objectif. Cette prérogative de la Banque Centrale Européenne a été d’autant plus critiquée qu’elle a choisi un objectif moyen faible, en l’occurrence moins de 2% par an (mais proche de ce seuil depuis 2003), considéré comme trop bas par plusieurs économistes (voir par exemple Artus, 2002). Trois raisons sont à la base de cette critique. D’une part les indices de prix à la consommation intègrent difficilement le progrès dans la qualité et l’innovation des biens et tendent à surestimer la hausse des prix. D’autre part, la modification de la structure des prix qui accompagne le développement économique peut impliquer une certaine hausse moyenne des prix, compte tenu de la difficulté qu’il y a à faire baisser les rémunérations nominales. Enfin, dans une union monétaire, comme nous l’avons auparavant souligné, la hausse des prix ne saurait être uniforme dans tous les pays si la croissance de la productivité du travail y est différente (effet Balassa-Samuelson) ; cette hypothèse a d’autant plus de chance de se réaliser que les pays de l’union, comme ceux de l’UEMOA , en sont à des niveaux de développement inégaux. Dès lors un niveau moyen de hausse de prix trop faible peut impliquer une déflation dans certains pays.
Le choix de la cible d’inflation est une question moins aigue dans le cas de l’UMOA. que dans celui de l’Union Monétaire Européenne. En effet il appartient aux chefs d’Etat ou de gouvernement de décider de la parité de la monnaie (autrement dit du maintien de la parité ou de la dévaluation) et l’objectif d’inflation, même s’il est énoncé par la BCEAO, devra être cohérent avec la politique de change, alors qu’en Europe le flottement de l’euro donne un poids beaucoup plus important à la cible d’inflation..
Des organes de direction de la banque centrale indépendants de la pression des Etats
Cette deuxième condition est évidemment essentielle. Elle doit être explicite dans les statuts de la BCEAO, comme le préconise l’article 107 du Traité de Maastricht pour le Système Européen de Banques Centrales, selon lequel « …ni la BCE, ni une banque centrale nationale, ni un membre quelconque de leurs organes de décision ne peuvent solliciter ni accepter des instructions des institutions ou organes communautaires, des gouvernements des Etats membres ou de tout autre organisme. Les institutions et organes communautaires ainsi que les gouvernements des Etats membres s’engagent à respecter ce principe et à ne pas chercher à influencer les membres des organes de décision de la BCE ou des banques centrales nationales dans l’accomplissement de leurs missions.»
L’indépendance des membres des différents organes de direction de la BCEAO devrait être évidemment confortée par les règles de nomination des gouverneurs et vice-gouverneurs ainsi que les autres membres du collège qui serait responsable de la politique monétaire ainsi que du contrôle de la gestion de la Banque Centrale (que nous appelons ici Conseil Monétaire) . Les membres de ce Conseil devraient être désignés d’un commun accord par les chefs d’Etat ou de gouvernement et éventuellement soumis à l’approbation du parlement. Il est souhaitable que leur mandat soit long (par exemple huit ans comme en Europe ) et non renouvelable. Cette règle de nomination devrait sans doute s’appliquer aux directeurs des agences nationales qui pourraient simultanément siéger au Conseil Monétaire, comme c’est le cas des gouverneurs des banques centrales nationales qui siègent au Conseil des Gouverneurs de la Banque Centrale Européenne qui est, dans cette institution, l’organe de décision de la politique monétaire.
Indépendance ne signifie pas absence de concertation entre l’autorité monétaire et les responsables des autres volets de la politique économique. Il est heureusement prévu par les textes actuels que le gouverneur de la BCEAO assiste au Conseil des Ministres et aux réunions de la Commission avec voix consultative (art.8 du traité de l’UMOA, art.44 des statuts de la BCEAO et art.31 du traité de l’UEMOA).
Une limite au financement monétaire des Etats
Une façon radicale de protéger la banque centrale des pressions des gouvernements est évidemment de lui interdire de financer directement le budget des Etats, des collectivités locales ou des établissement publics C’est la solution vers laquelle s’orientent dès à présent les gouvernements de l’UEMOA, sans doute par mimétisme avec l’Europe.
L’idée sous-jacente est non pas d’empêcher tout déficit budgétaire (ceux-ci sont importants en Europe même), mais d’encourager un financement par endettement plutôt que par seigneuriage, parce que la dette comporte un coût budgétaire qui tend à en limiter le montant et à éviter les déficits trop importants et récurrents. Certes le recours au marché est plus difficile pour les Etats de l’Afrique de l’Ouest que pour les Etats européens, mais le développement du marché financier régional ouvre des perspectives intéressantes. Déjà en 2003 le Burkina Faso et la Côte d’Ivoire ont émis des obligations (de courte durée) et en 2004 le Burkina Faso et le Sénégal ont émis des Bons du Trésor à des taux d’intérêt tout à fait raisonnables (2,05 à 3,4%). La nécessité de recourir au marché est d’ailleurs une incitation à la bonne gouvernance et à la transparence des finances publiques. Cependant il ne faudrait pas qu’une règle trop stricte empêchât les Etats de mener une politique budgétaire active. C’est l’une des raisons pour lesquelles l’indépendance de la Banque centrale ne sera politiquement acceptable qu’avec certains contrepoids. .
3.2 Les contrepoids de l’indépendance.
De manière générale, la gestion d’une banque centrale indépendante doit respecter des règles qui constituent des contrepoids à sa puissance. La BCEAO ne saurait échapper à cette exigence.
La collégialité des décisions de politique monétaire.
Le pouvoir monétaire ne peut être légitimement indépendant que s’il est exercé collégialement, par des personnes qui ont été choisies en fonction de leur compétence. C’est pourquoi il ne saurait y avoir de la part du Conseil en charge de la définition de la politique monétaire (dit ici Conseil Monétaire) de délégation permanente de pouvoirs au seul gouverneur de la BCEAO (comme par exemple le pouvoir de décider du taux directeur de la banque centrale ou du taux des réserves obligatoires). Rappelons à titre d’exemple qu’à la Banque Centrale Européenne, si le directoire peut recevoir délégation de certains pouvoirs par décision du Conseil des Gouverneurs (qui est l’organe normal de décision en matière de politique monétaire), le Directoire est lui-même composé du Président, du Vice-président et de quatre autre membres permanents, c’est-à-dire des mêmes membres que le Conseil des Gouverneurs hormis les Gouverneurs des banques centrales nationales. Selon cette architecture, le Président de la BCE conserve un rôle éminent puisqu’il préside le Conseil des Gouverneurs, représente la banque centrale à l’extérieur et est responsable de l’information ou de la communication extérieure de la banque; cette dernière responsabilité est très importante dans un contexte où l’efficacité de la politique monétaire dépend des anticipations des agents économiques et par conséquent des signaux envoyés par l’autorité monétaire aux marchés. Même sans délégations, le Gouverneur de la BCEAO (ou son Président pour reprendre la terminologie européenne et américaine) aurait donc un pouvoir et une responsabilité considérables.
D’autre part il serait normal que le pouvoir du Conseil Monétaire soit encadré par des règles générales relatives aux instruments disponibles. Il revient normalement au pouvoir politique de décider de la nature des instruments utilisés, s’ils doivent être uniquement libéraux (action par des interventions sur les marchés, comme c’est à l’heure actuelle le cas) ou aussi réglementaires (encadrement direct du crédit, administration des taux d’intérêt) et d’encadrer l’usage des réserves obligatoires (en fixant par exemple une fourchette à l’intérieur de laquelle le taux sera décidé par la BCEAO), puisque des réserves obligatoires non rémunérées au taux du marché constituent une sorte d’impôt . .
La transparence de la gestion financière de la Banque centrale
Pour qu’une banque centrale puisse exercer son pouvoir monétaire en toute liberté, il est indispensable de lui garantir une indépendance financière. La contrepartie de cette indépendance est évidemment l’exigence d’une transparence financière totale. Ceci signifie que les comptes de la BCEAO et de ses agences devront être vérifiés par des commissaires aux comptes, comme cela est prévu par ses statuts actuels. Il serait souhaitable que ces commissaires soient non seulement extérieurs à l’établissement (ce qui va de soi) et aussi non ressortissants d’un Etat de l’Union, qu’ils soient désignés sur recommandation du Conseil Monétaire et agréés par le Conseil des Ministres de l’Union. Les commissaires aux comptes devraient avoir tout pouvoir statutaire pour examiner les livres et les comptes de la BCEAO et pour obtenir toutes informations sur ses opérations. Il serait possible aussi de prévoir un comité d’audit dont la mission serait de proposer des actions pour améliorer l’efficience de la gestion de la BCEAO. Il serait très important qu’une large diffusion soit automatiquement donnée aux documents produits par ces deux institutions.
Les deux exigences que nous venons de rappeler sont conformes aux caractéristiques des banques centrales des pays industrialisés. Nous abordons maintenant des problèmes plus spécifiques à la BCEAO.
Une nouvelle définition des relations avec la France ?
La France dispose à l’heure actuelle de deux sièges au Conseil d’Administration de la BCEAO, comme d’ailleurs chaque Etat africain. Contrairement aux ressortissants des Etats africains qui dans le nouveau statut d’indépendance de la BCEAO doivent être indépendants du gouvernement de chaque Etat, les deux représentants français garderont nécessairement un rôle politique. En effet, tout en jouant en matière de politique monétaire un rôle de conseil à l’égard des Etats africains et d’information du gouvernement français, ils veillent au respect des engagements pris par les Etats dans l’accord de coopération qui les lie à la France et qui s’imposeront à la BCEAO même une fois devenue indépendante. Depuis 1973, ces engagements ne sont plus, en cas de niveau faible ou négatif des réserves, des mesures automatiques de restriction monétaire, mais un approvisionnement du compte d’opérations par prélèvement des disponibilités en devises placées ailleurs, par usage des droits de tirage sur le FMI et enfin « ratissage des devises des banques commerciales et établissements publics de l’union ». De plus, rappelons que, depuis que la France participe à l’Union Monétaire Européenne, elle a un devoir d’information des instances européennes sur la gestion monétaire dans les pays appartenant à la zone franc. Why increase the independence of the Central Bank of West African States? The answer can be sought in the monetary and institutional evolution of the West African Economic and Monetary Union. The advantage would be to increase confidence in the value of the currency and to guarantee the continuity of the economic and monetary integration of West Africa. The feasibility of the reform implies strengthening the collegiality of monetary decisions and the transparency of the management of the central bank. It should also improve the coordination of budgetary and monetary policies, with a view to a stronger and more regular growth of the economies of the Union.

Introduction
At the summit of January 2003, the heads of state of the West African Economic and Monetary Union (WAEMU) expressed a desire for a reform of the institutions governing this Union. Under the presidency of the governor of the Central Bank of West African States (known under its acronym in French, BCEAO), the bank common to the eight states participating in the West African Monetary Union (WAMU) and since 1994 in the West African Monetary and Economic Union (WAEMU) , a study group has reviewed all the provisions governing the Monetary Union and suggested a series of reforms. The essential objective of the reforms proposed is to render the BCEAO independent of the political power that represents all the governments of the states of the Union, and with which the French government is associated. The object of this article is to analyse the merit of such a reform and the conditions for its success.
Currently the Central Bank of West African States is, according to the texts which govern it (WAMU treaty and statutes of the Central Bank), under the dependency of the states. The Council of Finance Ministers of the WAMU “defines the monetary and credit policy of the Union”, the Conference of the Heads of State settles questions which have been solved by unanimous agreement of the Council of Ministers. The Board of Directors of the BCEAO which implements monetary policy “in the framework of the directives of the Council of Ministers” is made up of directors nominated by the governments of the states participating in the management of the Bank (that is the states of the WAMU as well as France), each of them nominating their representatives. The presence on the Board of Directors of the BCEAO of representatives of the French government is explained by the membership of the states of the WAMU of the franc zone. Thus the CFA franc (franc of the African financial community) issued by the BCEAO has a fixed parity with the currency of France (currently with the euro); on the other hand the BCEAO benefits from an operations account with the French Public Treasury which guarantees it that it can ensure the convertibility of its currency whatever the balance of the Union’s balance of payments; this balance can go into debt without any a priori fixed limit of duration or amount.
It would however be wrong to deduce from this that the BCEAO “is totally in the hands of the African governments” , and secondarily of the French government. The multinational character of the Bank shelters it from unilateral decisions by a government. On the other hand the strong personality of the successive governors, under the main country of the Union, the Ivory Coast, and the longevity, unusual for a central bank, of their term of office have given to the BCEAO a de facto autonomy. The pre-eminence of the government of the Bank has been strengthened by the fact that through its significant financial resources it disposes of a large and competent personnel, as well as an excellent infrastructure.
That an adaptation of the institutions of the WAMU, and through it the franc zone, to the tenor of the times is envisaged is not surprising. Over the last fifteen years numerous central banks around the world have acquired their independence, notably in 1993 the Banque de France as a prelude to its integration in the European System of Central Banks. The WAMU, which is one of the oldest monetary unions (in 2002 it celebrated its fortieth anniversary), has already undergone significant structural reforms. It is in the light of this institutional history that the new reform envisaged can be understood.
The article is organised in the following fashion. First, it will situate the independence of the BCEAO in the extension of the preceding reforms, then study the advantages that the West African Monetary Union could draw from a greater independence of the BCEAO. Finally, it will analyse the problems that can be posed by reform and deduce from this the conditions required so that this independence is effective, but also politically acceptable.
1. A little history
Three dates stand out in the history of the BCEAO: 1973, 1994 and 1999.
1.1. The Africanisation of the BCEAO
A new WAMU treaty was signed in 1973, replacing that of 1962, accompanied by new BCEAO statutes which allowed the Africanisation of the Central Bank: its seat was transferred from Paris to Dakar, the role of the purely African authorities was strengthened, notably through the allocations given to the Council of Ministers of the WAMU, the place of the representatives of the French government in the Board of Directors of the Central Bank has gone from one third of the members to one seventh (Guillaumont P.and S., 1984).
In this new institutional framework, the instruments of monetary policy and its practice have been modified on several occasions. First in a more expansionist and interventionist direction with the intention of favouring the economic development of the states of the Union, then, from 1989, in a direction more respectful of market mechanisms and the goal of correcting external imbalances.
1.2. The creation of the Economic Union
The second important reform was that of 1994. At the same time that the CFA franc was devalued by 50% , the treaty of Economic and Monetary Union was signed which complemented monetary union in such a way as to transform it into economic and monetary union (article 2 of the treaty). Three objectives were pursued: the progressive and now virtually completed realisation of a common market , a multilateral monitoring of economic performances and policies (notably public finances) so as to ensure their convergence, accompanied by tax harmonisation, and the implementation of regional sectional policies, this third aspect being the least advanced .
Thus the sequence of regional integration here has been the opposite of the European sequence: monetary union in Europe was preceded by a common market, which had been itself preceded by a strong sectoral policy with the European Coal and Steel Community (ECSC). As we will see below, far from being open to criticism, the West African sequence appears well adapted to the situation of the African economies, which were undoubtedly too vulnerable for the removal of customs duties to take place in a situation of instability of their bilateral exchange rates.
1.3. The linking of the CFA franc to the euro
.
Finally the WAMU could not remain outside of the monetary upheaval represented by the creation of the euro, substituted in January 1999 for eleven European currencies, including the franc . The CFA franc found itself de facto linked to the euro and its parity in euros was automatically determined . The African governments and the governors of the Central Banks of the franc zone, in West Africa as in central Africa, have wished Europe to recognize the specificity of their monetary relations with France and to a certain extent confirm their monetary cooperation with France (Guillaumont and Guillaumont Jeanneney 2002).
Yet, at the time of the adoption of the Maastricht treaty, the French authorities stated that the monetary agreements of the franc zone could not be affected by it, as it was the French Public Treasury and not the Banque de France which guaranteed the convertibility of CFA francs. Indeed, according to article 109 paragraph 5 of the Maastricht treaty, the member states of the European Union maintain the freedom to conclude international agreements if they do not damage the community scope of activities and agreements in the area of economic and monetary union. Moreover the treaty does not stop the member states from agreeing loans to whomever they like, and the potential size of the debits of the operations accounts is too weak to have any serious effect on the foreign reserves of the European Union. This has not been the viewpoint of other European states who argued that the first paragraph of the same article 109 of the Maastricht treaty should apply in the franc zone: according to this paragraph, the Council of Ministers of the Union has the power to “conclude formal agreements on an exchange rate system for the Ecu (which became the euro) in relation to non-Community currencies”.
A political compromise was finally found : France was authorised to maintain the agreements and invited to conserve their implementation. Nonetheless, this same decision included an innovation of considerable scope: a decision of the Council, on recommendation of the Commission and after advice from the European Central Bank (ECB), will be necessary for any change of the scope of the agreements (admission of a new state) or of their nature (for example a challenge to the guarantee of convertibility of African francs at a fixed rate). On the other hand, and naturally enough, France has a duty of information on the functioning of the zone in relation to its European partners. Notably if the African states decided one day to devalue one or other of the CFA francs, which remains within their powers, France would be obliged to inform its European partners of this in advance .
The African states of the franc zone were pleased to see the European Union concern itself with their monetary regime to the point of strengthening the guarantee of convertibility of their currency, so that in principle France is no longer authorised to decide to challenge it alone. The question is posed of whether a status of independence for the BCEAO, liable to justify a certain withdrawal of France from the government of the Central Bank, would present a challenge to the scope of the agreements and would imply then an agreement from the European bodies.
2. The arguments for independence
Two main arguments can be advanced to justify giving more independence to the BCEAO. The first is that which has underpinned the independent status of the big central banks of the world, namely increasing the effectiveness of monetary policy by reinforcing the credibility of the decisions of the monetary authority. The second is more specific to the BCEAO, as the multinational bank of a developing country. To strengthen the powers of the central bank is to reduce the risks of monetary union falling apart in case of disagreement among governments on the monetary policy to be followed. Indeed, as we have already stressed, in West Africa monetary integration preceded trade integration, contrary to what happened in Europe and, covering the same geographical space, it appears as a necessary condition for the effective realisation of a common market. Thus the independence of the central bank could contribute to the success of the economic integration of the states of the WAEMU.
2.1. Independence of the BCEAO and credibility of its policy
In the 1960s and again at the beginning of the 1970s, economic theory taught that macroeconomic policy should make a trade-off between inflation and unemployment. A significant difficulty of monetary unions seemed at this time to result from different national preferences concerning inflation and unemployment. But following the critiques by Friedman (1968) and Phelps (1968), it has been recognised that the decreasing relationship between inflation and unemployment (the Phillips relation) was only at best a transitional phenomenon and that a country choosing high inflation to reduce unemployment saw its Phillips move upwards. Since the publication of the innovatory articles by Kydland and Prescott (1977) and Barro and Gordon (1983), a new theory (based on the hypothesis of rational anticipations) has come to the fore in terms of the macro economy (de Grauwe 1999): monetary policy comes up against the problem of the temporal incoherence of decisions and the lack of credibility of the monetary authority.
According to this theory, the behaviour of the monetary authority and that of the economic agents can be analysed as a non-cooperative game ending in a non-optimal situation, characterised by the concomitance of excessively high inflation and unemployment remaining at its natural level. Only a monetary policy that takes the economic agents “by surprise” is liable to boost employment and production, because it is only when anticipated inflation is underestimated that the increase in the remuneration of labour (in the form of salaries or margins) does not compensate all the inflation and the real remuneration of labour can diminish. In these conditions, economic agents whose anticipations are supposedly rational expect that the monetary authority, with a view to benefiting from inflation forecasts lower than reality, announces a restrictive monetary policy while in fact practicing an expansionary policy so as to “take them by surprise”. As this double game of the central bank is anticipated by economic agents, the latter do not have confidence in the announcements of the monetary authority and their anticipations of inflation exercise a constraint on the monetary authority wishing effectively to pursue a restrictive policy. Indeed a non-credible restrictive monetary policy leads to an “overestimation of inflation” by economic agents, a real remuneration of excessive labour and an increase in unemployment, to avoid this harmful linkage the monetary authority is forced to ratify the inflationary anticipations of economic agents by a monetary policy which is too expansionary for its liking. In other words it is obliged to accept a dose of inflation sufficiently strong to persuade the economic agents that the central bank will not allow inflation to go any further.
The theory according to which the constraint of credibility which is exerted on the monetary authority is at the origin of non-optimal monetary policies was initially developed for the industrialised economies where the remuneration of labour is mainly made up of wages. In developing countries, independent work (by small peasants, artisans, more or less informal industry and commerce) is more significant than waged work and the remuneration of labour largely takes the form of margins or profits. However this theory can be transposed to the developing countries. Anticipations of inflation there influence the price of non-tradables internationally (prices which depends on the equilibrium of the internal market), and thus indirectly influence the remuneration of labour. If the exchange rate is flexible, by an expansionary monetary policy the central bank brings about a nominal depreciation of the currency on the exchange market, this latter leads to a real depreciation favourable to the expansion of the economy on condition that the inflation induced is underestimated. From there economic agents anticipate, as in the developed countries, that the monetary authority will try to “take them by surprise” and exercise an identical constraint of credibility on the central bank (Devarajan and Rodrik 1991).
This renewal of macroeconomic analysis has changed the perspective on the advantages and costs of a monetary union. It played a significant role in the discussions prior to the creation of the European Monetary Union (de Grauwe 1999). For the countries of the South of Europe (and to a certain extent for France) which suffered from a relatively high inflation and where the monetary authorities had a deficit of reputation, joining the “European Monetary System”, prelude to the European Monetary Union, was a way of importing Germany’s reputation for monetary stability and to reduce costs in terms of jobs and production of monetary disinflation.
With its current statutes, will the Central Bank of West African States suffer from a deficit of credibility imposing on it a constraint in its monetary management which would justify attributing to it a status of greater independence in relation to the governments?
The credibility of the BCEAO, associated with the exchange regime of the WAEMU
As we have just recalled, a policy of economic expansion by the currency in small developing economies essentially involves depreciation in the real exchange rate. That is why a fixed exchange rate regime is undoubtedly, in the developing countries more still than in the industrialised economies, a factor of credibility in monetary stability policy. Whereas the exchange regime in Europe is a floating regime, the West African Monetary Union’s membership of the franc zone, which involves the linking of the CFA franc to the euro and guarantees its convertibility, is a factor of credibility in the monetary policy, which could render less necessary an independent status for the Central Bank.
The adoption of a fixed exchange rate regime is recognised as one of the means that developing countries or those in transition can use to increase the credibility of their policy of monetary disinflation (Devarajan and Rodrik 1991, Ghosh et alii 1995, Sachs 1996, Fielding and Bleaney 2000). This favourable effect of fixed exchange rates is itself strengthened in West Africa by the existence of a monetary union. Changes of parity appear less probable inasmuch as they involve unanimity of heads of state. The devaluation of CFA francs, which took place in 1994, amply demonstrated the difficulty of such a consensus. The favourable effect of the fixed exchange rate on the credibility of monetary policy is also strengthened by the convertibility of the currency to the extent that the trilogy constituted by the fixed nature of the exchange rate, the convertibility of the currency and a monetary policy which is different from that of the country for which the currency serves as anchor as is not sustainable over the long term. If one follows this problematic, it would be justified to lift the restrictions on exchange operations which have been instituted in the WAEMU, mainly for capital movements, in contradiction with the initial principles of the franc zone . .
Again it is necessary that the choice of a fixed exchange rate regime and convertibility of the currency is itself credible. In a certain sense, the monetary cooperation of the WAEMU with France plays in favour of the credibility of the exchange regime. On the one hand France participates in the Board of Directors of the BCEAO, on the other hand the granting of its guarantee of convertibility of the CFA franc (thanks to the mechanism of the operations account) involves the existence of a statutory limit to the advances of the Central Bank to the African Public Treasuries and a commitment by the states to toughen monetary policy in case of insufficiency BCEAO foreign reserves. In the opposite sense, the guarantee of the operations account confers, in a certain way, an artificial character to the convertibility of the currency, and it has also been asked if it did not lead to the removal of responsibility from the governments and the central Bank in the conduct of monetary policy, and thus to blur the element of credibility normally associated with the convertibility of the currency (Guillaumont and Guillaumont Jeanneney, 1995).
The lessons of the monetary evolution in WAMU
An element of a response to the question of whether the existence of a monetary union and its membership of a monetary zone (in the event the franc zone) are sufficient elements for the credibility of the policy of monetary stability can be sought in the monetary evolution of the West African Monetary Union since 1962 . If we leave aside the episode of the devaluation of 1994, inflation was significantly lower than it has been in the other developing countries, African or non-African (Guillaumont, Guillamont Jeanneney and Plane 1988, Devarajan and de Melo 1991, Elbadawi and Nadj 1996). That remains true in the recent period: from 2002 to 2004 the average rate of inflation was 1.9% in the WAEMU, the average for the whole of sub-Saharan Africa (apart from Nigeria and South Africa) having been at the same time 16.4% . In spite of this motive of satisfaction, it cannot be denied that during the 1970s the WAMU experienced an excessive growth of the money supply which reached an annual average of 14% between 1967 and 1973, and nearly 30% between 1973 and 1978 (see table 1). This monetary experience was reflected in an inflation more rapid than in France and thus by a noticeable appreciation of the real exchange rates of the states of the WAMU. The latter were thus forced to adopt a painful adjustment policy in the 1980s. This policy was relaxed in 1984 (the growth of the money supply was then close to 16%), before being strengthened in the second half of the decade, and at the beginning of the 1990s the growth of the money supply was an annual average of zero from 1988 to 1993, which did not succeed in stopping the devaluation of 1994. After this episode and the induced increase of the money supply, the growth of the money supply returned to the more reasonable rhythm of an average 7.5% from 1995 to 2000. In recent years it has been irregular, relatively strong in 2001 and particularly so in 2002 when it reached 16%.

The fluctuations of monetary policy are certainly explained by an international economic context which has been extremely variable during the last four decades and is reflected by a strong instability in the terms of trade of the countries of the Union. But they also reveal that common monetary management has demanded a certain “apprenticeship” and that monetary integration and membership of the franc zone have not been sufficient for the permanent mastering of the money supply.
The boom in primary commodities, accompanied by easy access to international financing, led the states of the Union, like many other developing countries, to expand their foreign debt and massively increase their budgetary expenditure, swelling the personnel of the civil service, implementing vast public investment programmes, multiplying public undertakings and sometimes nationalising industries. Monetary creation, originally resulting from the growth of foreign reserves, was then fed by the expansion of domestic credit. Credit was abundantly distributed to public enterprises, sometimes under the form of seasonal credit (rediscounted by the BCEAO at a preferential rate outside of the rediscount ceilings) which, partly diverted from their real object, financed the fixed costs of agricultural marketing and extension bodies. When the prices of raw materials fell and international financing dried up, the Public Treasuries resorted to monetary financing of their deficit. The Public Treasuries used the margin of borrowing which they had with the banking system, the advances to Public Treasuries being initially much lower than the statutory limit of 20% of tax income, then they evaded the rule thanks to the banking credits accorded to the enterprises, mainly public, with respect to which they also accumulated payment arrears. Beyond excessive monetary expansion, this policy was accompanied by a profound degradation of the quality of banking portfolios.
The stakes of regional cooperation: effects of dilution of preferences and institutional creation
During the conference organised by the World Bank and the Center for Economic Policy Research (CEPR) in April 1992 on “the new dimensions of integration”, J. de Melo, A. Panagariya and D. Rodrik (1993) showed how institutional cooperation between states can be used as an asset for the implementation of good policies, where their discretionary action risked leading to non-optimal policies. The authors postulate that the freedom of action of the governments in the choice of their economic policy is constrained by the presence of lobbies which represent specific interests and whose preferences are different to those of the governments. According to their model, the positive effects of regional cooperation thus pass through two main channels: regional cooperation reduces the weight of the politically important groups in each economy (dilution of preferences effect) and it gives the states a greater liberty in the choice of institutions, which are freed of the historic constraints specific to each state (institutional creation effect). It seems that at the origin of the WAMU, these two favourable effects of regional integration had not been able to operate fully (Guillaumont and Guillaumont Jeanneney 1993). "The dilution of preferences effect”" was lessened by the commonality of the pressure groups: everywhere the educated urban classes pleaded for an extension of the civil service and of the parapublic sector, in such a way that special interests were conjugated instead of being neutralised. "The institutional creation effect" was weakened because the BCEAO was a successor to the Issuing Institute of French Western Africa. Inheritors of a common colonial past, the states of the WAMU could not escape, in drawing up the statutes of their central bank and in the management of the currency, the tradition of subordination of the Banque de France to the Ministry of Finance. As we have stressed, although the BCEAO is a multinational bank, it was initially conceived as remaining, in a certain sense, “in the hands of the governments”.
The progressive strengthening of the monetary power of the BCEAO
The West African Monetary Union has not escaped the general movement of ideas in favour of the autonomy of the monetary power, nor the critique of monetary policies implemented in the developing countries, exercised through negative real interest rates and a selectivity of credit, policies characterised as “financial repression” (Shaw 1973, Mac Kinnon 1973). Thus the instruments of monetary policy were reformed, so as to increase the effectiveness of the interventions of the BCEAO, and monetary action was progressively freed of the constraint that budgetary deficits imposed on it.
From 1989 onwards the means at the disposal of the BCEAO to implement its monetary policy were effectively strengthened. The supervision of credit and refinancing ceilings were extended to seasonal credit. The sectoral coefficients of credit, which favoured certain sectors or enterprises without sufficient consideration of their solvency, were suppressed. Individual credit limits determining the rediscountable nature of credit were henceforth granted according to the financial situation of the enterprises and no longer according to their sector of activity. A more significant place was given to policy in relation to interest rates which in real terms became positive. This extension of the role of interest rates was realised progressively, with the suppression of preferential discount rates (in 1989), with the liberalisation of the conditions of banks (creditors in 1989 and debtors in 1993), and with the reform of the interventions of the BCEAO on the monetary market in October 1993 and July 1996. Finally a system of compulsory reserves, based on demand deposits and short term credits, was set up in October 1993, and its base was enlarged in March 2000 to seasonal credits and claims abroad However this system proved insufficient to absorb the liquidity surpluses of the banks, which remain largely “out of bank”, which limits the role of the key interest rates of the BCEAO.
The recurrent agreements that the states of the Union have passed with the IMF have naturally favoured a more restrictive monetary policy, notably because their conditionality works in favour of a more responsible budgetary policy. Finally the signature in January 1994 of the treaty of West African Economic and Monetary Union which envisaged the multilateral monitoring of economic policies, strengthened by the Pact of convergence, stability, growth and solidarity adopted in 1999 has pushed things in the same direction. This pact has increased the importance accorded to the monitoring of the budgetary policy of the states, in creating a hierarchy of convergence criteria (of first and second ranks) . The will to reduce the inflationary impact of budgetary deficits was simultaneously manifested by a hardening of the rule which, according to the statutes of the BCEAO, applied to the advances of the Central Bank to the African Public Treasuries. In September 1998 the Council of Ministers of the WAEMU decided to freeze statutory advance ceilings at the level reached in December 1998 with a view to ending the direct financing of the BCEAO from 2001. Faced with the difficulty of attaining this objective and the persistence also of certain overshootings of the statutory limit, in 2002 a more realistic programme of repayment of financing was introduced, which should extend over ten years This commitment from the states prefigured one of the traditional provisions of the status of independence of a central bank.
The attribution of a greater independence to the BCEAO in relation to the governments began in its institutional evolution and in its practice of monetary policy. It would be capable of strengthening the credibility of monetary stability which currently characterises the Union. But what is at stake undoubtedly goes beyond the effectiveness of monetary management. The independence of the central bank could well be a factor of continuity in the economic integration of the states making up this union.
2.2. Independence of the BCEAO and continuity of economic integration
The independence of the central Bank in relation to the governments could be a factor of continuity in the West African Monetary Union, faced with the political troubles which often affect African countries, as witnessed by the current situation of latent civil war in the Ivory Coast. A monetary union functions as a cooperative of states. Analysing the problems posed by the governance of the international institutions, Jean Tirole (2002) reminds us “that a recent corpus of economic research has shown the difficulty of management of cooperatives for users with dissonant objectives. Conflicting objectives give rise to bargaining, a process of slow decision-making, and the formation of majority coalitions making ineffective choices. Conflicts at the level of the board of directors render the task difficult for the leading team who, instead of concentrating on their mission, occupy their time seeking political compromises” . This search for consensus is the source of ineffective management. More seriously, if it does not end, it can lead to a break-up of the Union. The difficulty of consensus could be exacerbated in the event of an enlargement of the WAEMU to other states of West Africa.
To demonstrate the stakes represented by the continuity of the WAEMU, we should recall successively:
-why economic integration is a factor of economic development, in particular in small developing countries such as those which make up the WAEMU,
-that monetary union contributes effectively (and without doubt as much as customs union) to the development of intra-union exchanges,
-finally that monetary union was the indispensable precondition to the effective realisation of customs union.
The small size of the states making up the WAEMU
With regard to international criteria the countries which form the WAEMU are indubitably of small size both in terms of population and national product. Thus in 2002 the biggest of them, the Ivory Coast, had 17 million inhabitants and a gross national product of 10.2 billion dollars (according to the method of the World Bank Atlas) and the smallest, Guinea-Bissau, a million inhabitants and a gross national product of 200 million dollars. Small demographic size constitutes a handicap to growth, all the more in that these countries have a low level of development (they are all, with the exception of the Ivory Coast, classed by the United Nations among the “Less Advanced Countries” (LAC), and suffer from very high transport costs for their foreign trade. In allowing economies of scale, regional integration can then favour the development of productive activities.
Monetary union, factor of development of intra-regional exchanges.
Monetary union is a factor of development of exchanges by several channels. The elimination of costs of transactions linked to exchange operations is the most immediate and visible advantage of the use of the same currency. Monetary union gets rid of the uncertainty on nominal exchange rates in intra-union exchanges: importers and exporters inside the union are no longer in a position of exchange and thus no longer have to cover for exchange risks. In the longer term monetary union reduces the risks inherent to foreign trade by favouring the stability of real exchange rates between states of the union. These advantages of monetary union have recently excited a revival of interests from economists (Frankel and Rose 2000).
Academic economists have long minimised the advantage which results from the absence of exchange risks, considering that they can be covered at low cost though derivatives. If this argument is pertinent for the industrialised countries, it is much less so for the developing countries where forward cover is costly and beyond the scope of most enterprises, in particular the small and medium enterprises which are the most involved in regional trade. Certainly the results of quantitative analyses relating to the impact of the variability of nominal exchange rates on the foreign trade of states at the world level are ambiguous , undoubtedly because this impact differs according to the level of development of the countries. A recent study (Sauer and Bohara 2001) has argued that the variability of exchange rates has negative effects on exports coming from Africa and South America, even if it does not on those coming from Asia and industrialised countries.
More important undoubtedly than the stability of nominal exchange rates for the long-term development of intra-regional trade is that of real exchange rates between the countries of the Union. The variability of real exchange rates when it does not result from a difference of growth of productivity between countries (Balassa-Samuelson effect) exerts two types of unfavourable effect on the development of productive activities induced by foreign trade (Guillaumont Jeanneney 1998). On the one hand it leads to investment decisions which prove ex post erroneous (by excess or by default). The bad allocation of resources between activities turned towards internal demand and those oriented towards regional demand leads to a lower productivity of capital. The reduced profits of the enterprises reduce the volume of investment. On the other hand the instability of real exchange rates creates a sentiment of uncertainty as to the relative profitability of the activities and constitutes ex ante a brake on investment .
The stability of real exchange rates between countries belonging to a monetary union is certainly not automatically realised by the use of a single currency, even if the latter indisputably favours it. In spite of a common monetary policy (such as that implemented by the BCEAO), differences of inflation rates subsist in the monetary unions, as moreover inside a country between regions. In the case of West African Economic and Monetary Union, these differences are certainly not due only to differences of growth of productivity (Balassa-Samuelson effect), but result also from asymmetric exogenous shocks and of budgetary policies remaining the responsibility of the states and which have often been pro-cyclical. If we consider the period 1995-2004, the span of annual inflation rates, that is the maximum spread in the inflation rates of the different members of the Union, has evolved between 2.2 and 6.9 percentage points (see table 2). This spread seems to have a tendency to grow smaller. We can note by way of comparison that in 2000 the span of inflation rates in the European Union was 4 percentage points, or roughly identical (Artus 2002). If these differences in annual inflation rate are not negligible, they tend to correct themselves over the medium term: in 2003 the maximum spread in consumer price indices on the basis 1995=100 was situated between Benin (index 128) and Senegal (index 113), or a spread of 15% It appears thus that the West African Monetary Union is a factor of relative stability of real bilateral exchange rates between the countries of this Union .

However, authors who are interested in regional agreements in Africa have shown a certain scepticism as to their effectiveness in increasing exchanges and thus contributing to the development of the economies. This scepticism rests on the weak share of intra-regional trade in Africa. The WAEMU is no exception to this. Official trade inside the Union constituted in 1997 12% of total exports and corresponded to around 3% of the GDP of the WAEMU. But, if we subtract from the exports of the WAEMU those of raw materials exported on the world markets and then “essentially destined to the rest of the world”, the share of intra-union trade in the exports was in 1997 at 21% (Ouedraogo, 1999); moreover, to this official trade we should add the informal trade of which the transaction costs are, in the same way as for formal trade, reduced by the single currency. The importance of this informal trade appears in that of the notes circulating in a country different from that of issue (or, in 2000, 67% of the fiduciary circulation ).
The weak share of intra-regional trade is explained by the lack of complementarities of the African economies, and by the numerous factors liable to limit internal exchanges: lack of transport infrastructures, more or less informal road tolls, weakness of human capital, a political and institutional environment not very favourable to the creation of a stable commercial intra-regional fabric (de Melo and alii 1993). Yet a certain number of quantitative studies indicate that the WAEMU has contributed more to the development of intra-regional trade than the other African regional agreements (Foroutan and Pritchett 1993, Laporte 1996, Masson and Patillo 2004, Carrère 2004). Let us recall the results of the most recent of them.
Like previous studies, the analysis of C. Carrère is based on a gravity model which allows comparison of trade in the context of a regional agreement with the situation which would have prevailed without this agreement; this type of model explains the bilateral trade of the countries by their respective income, their population, the costs of transport between these countries (function of infrastructures and distance); to these factors it is possible to add dummy variables representing the regional agreements. This study covers the period 1962-1996 and considers the bilateral trade of 150 countries of which 131 are developing countries; it excludes trade between countries of the OECD of a nature too different from that of African trade. The econometrics of this study are more robust than that of previous studies because the panel estimation allows us to take into account the non-observable factors specific to each couple of importer and exporter countries which influence the level of their bilateral trade (historic, cultural, linguistic, ethnic, geographical or political factors) and whose impact could be confused with that of the regional agreements. .
The main conclusion of this study is that the regional agreements made between the countries of the WAEMU (monetary agreement and trade agreement) have tripled intra-union trade. Considering that the stability of bilateral nominal exchange rates is the main consequence of a common currency, C.Carrère introduced in the gravity model an indicator of the variability of bilateral nominal exchange rates, which allows us to conclude that half at least of the increase in regional trade is due to the common currency .
Monetary union a prior condition to the realisation of customs union
In Europe the realisation of the common market took place much before the realisation of monetary union. And the single currency as yet concerns only some of the states of the European Union; not only the new member states but also some who have been members of the European Union for a long time, like the United Kingdom, Denmark and Sweden, remain outside of the monetary union.
The integration of the countries of the WAEMU has been done according to an opposite and original sequence, with monetary integration preceding the common market. The quantitative analyses of the trade integration agreements that we have just mentioned seem to justify this approach. Monetary union appears as a prior condition to the common market in developing countries which are subject, in the absence of single currency, to great monetary instability. The breadth of risk that instability in real exchange rates represents for enterprises is amply illustrated a contrario by the consequences of the recurrent depreciations of the naira in relation to the CFA franc, on the official market and still more on the parallel currency market: these depreciations cause difficulty the industries of the countries in the franc zone, where customs fraud renders trade protection illusory, in other words creates a de facto free trade zone for informal trade (Samba M. O., 1996).
If a common currency is a condition for trade integration in Africa, we can understand the defeat of the ECOWAS (Economic Community of West African States ) created in 1975, which programmed a reduction of tariffs between the states of the Community, periodically renegotiated (notably in 1990), but in fact little applied and with a weak impact on regional trade (an increase of 22% only according to the aforementioned study by C.Carrère). It is understood also that periodically the question arises of membership of the WAEMU for new states like Cape Verde, Gambia, Guinea, indeed Ghana, and that there even exists a project of extension of the monetary union to all of West Africa, through firstly the creation of a monetary union between West African countries which do not belong to the WAEMU, then a merger of the two unions .
Faced with the projects of extension of the monetary union to countries which do not have the same culture of monetary stability, it is normal to seek through a greater autonomy of the BCEAO to protect the CFA franc from possible political vicissitudes in the states belonging to the WAEMU.
3. .The demands of independence
In order for the Central Bank of West African States to become more independent of the political regime, several provisions which govern it should be changed so as to respond to the criteria which characterise the big independent central banks in the rest of the world. But any status of independence for a central bank implies counterparts essential for the acceptability of the reform.
3.1. How can the statutes of the BCEAO be modified so as to render its governance independent of the states?
The conditions of independence for a central bank are well established, they have in particular been defined during the creation of the European System of Central Banks. Essentially three in number, they could pose some problems of adaptation to the specific situation of developing countries.
A clear mission attributed to the central bank
Jean Tirole (2002) insists particularly on the fact that in terms of the independent agencies “the most effective are those who have a simple mission …it is not always good to keep several pots on the boil. The abandonment of otherwise desirable objectives allows us to focus the agency and make it responsible, the evaluation of its performance being greatly simplified” .
That is why the safeguarding of the currency is still considered as the objective which should be primarily assigned to an independent central bank. Yet this is never an exclusive objective in circumstances where the value of the currency does not seem in peril and where on the other hand economic activity manifestly needs to be stimulated. Thus article 105 of the Maastricht treaty (which reappears in article 2 of the Protocol on the statutes of the European System of Central Banks (ESCB) and of the European Central Bank) prescribes that the “primary objective of the ESCB shall be to maintain price stability. Without prejudice to the objective of price stability, the ESBC shall support the general economic policies in the Community with a view to contributing to the achievement of the objectives of the Community…” Taking account of the weak level of development of the economies of the WAEMU, it would be conceivable to assign to the BCEAO, according to a formulation of the same type, a complementary objective of promotion of growth. But as these two objectives can appear to a certain extent contradictory, we should define who has the responsibility of fixing the inflation objective.
In Europe it is the European Central Bank that makes the choice of choosing its inflation target, whereas in England where the central bank has received a status of operational autonomy, it is the government which chooses the objective. This prerogative of the European Central Bank has been all the more criticised in that it has chosen a low average objective, in the event less than 2% per year (but near this threshold since 2003), considered as too low by several economists (see for example Artus, 2002). Three reasons form the basis of this critique. On the one hand the consumer price indices integrate with difficulty progress in the quality and the innovation of goods and tend to overestimate price increases. On the other hand, the modification of the price structure which accompanies economic development can imply a certain average price increase, taking account of the difficulty that exists in lowering nominal remunerations. Finally, in a monetary union, as we previously stressed, price increases will not be uniform in every country if the growth of the productivity of labour is different (Balassa-Samuelson effect); this hypothesis has all the more chance of being realised if the countries of the union, like those of the WAEMU , are at unequal levels of development. Thus too low an average level of price increases can imply a deflation in certain countries.
The choice of inflation target is a less sharp question in the case of the WAEMU than in that of the European Monetary Union. The heads of state or government decide of the parity of the currency (in other words the maintenance of parity or devaluation) and the inflation objective, even if it is announced by the BCEAO, should be coherent with the exchange rate policy, whereas in Europe the floating of the euro gives a much more significant weight to the inflation target.
Directing bodies of the central bank independent of the pressure of states
This second condition is obviously essential. It should be explicit in the statutes of the BCEAO, as in article 107 of the Maastricht Treaty for the European System of Central Banks, according to which “ …neither the ECB, nor a national central bank, nor any member of their decision-making bodies shall seek or take instructions from community institutions or bodies, from any government of a member state or from any other body. The community institutions and bodies and the governments of the member states undertake to respect this principle and not to seek to influence the members of the decision making bodies of the ECB or of the national central banks in the performance of their tasks.”
The independence of the members of the different bodies of the directorate of the BCEAO should obviously be strengthened by the rules of nomination of governors and vice-governors as well as the other members of the board which is responsible for monetary policy as well as control of the management of the Central Bank (here called Monetary Council) . The members of this Council should be designated by common agreement by the heads of state or of government and possibly subjected to the approval of parliament. It is desirable that their term of office is long (for example eight years as in Europe ) and not renewable. This rule of nomination should undoubtedly apply to the directors of the national agencies who could simultaneously sit on the Monetary Council, as is the case with the governors of the national central banks who sit on the Council of Governors of the European Central Bank which is, in this institution, the decision-making body on monetary policy.
Independence does not signify absence of coordination between the monetary authority and those responsible for other aspects of economic policy. It is happily envisaged by the current texts that the governor of the BCEAO attends the Council of Ministers and meetings of the Commission with consultative voice (article 8 of the treaty of the WAEMU, article 44 of the statutes of the BCEAO and article 31 of the WAEMU treaty).
A limit to the monetary financing of the states
A radical fashion of protecting the central bank from the pressures of the governments is obviously to forbid it from financing directly the budget of the states, local authorities or public institutions. This is the solution presently favoured by the governments of the WAEMU, undoubtedly in imitation of Europe.
The underlying idea is not to prevent any budget deficit (the latter are significant in Europe also), but to encourage financing by indebtedness rather than by seignoriage, because debt includes a budgetary cost which tends to limit its amount and avoid deficits which are too significant and recurrent. Certainly recourse to the market is more difficult for the states of West Africa than for the European states, but the development of the regional financial market opens interesting perspectives. Already in 2003 Burkina Faso and the Ivory Coast issued (short term) bonds and in 2004 Burkina Faso and Senegal issued Treasury Bonds at very reasonable interest rates (2.05 to 3.4%). The necessity of recourse to the market is moreover an incentive to good governance and to the transparency of public finances. However it is necessary to avoid too strict a rule which would prevent the states from pursuing an active budgetary policy. This is one of the reasons why the independence of the central Bank would only be politically acceptable with certain counterparts. .
3.2 The counterparts of independence
In a general manner, the management of an independent central bank should respect the rules which constitute counterparts for its power. The BCEAO is no exception to this.
The collegiality of monetary policy decisions.
The monetary power can only be legitimately independent if it is exercised in a collegiate fashion, by persons who have been chosen according to their competence. That is why the Council in charge of the definition of monetary policy (called here the Monetary Council) should not permanently delegate powers to the sole governor of the BCEAO (like for example the power to decide the leading rate of the central bank or the rate of compulsory reserves). Recall as an example that at the European Central Bank, if the board of directors can receive delegation of certain powers by decision of the Council of Governors (which is the normal decision-making body in the area of monetary policy), the Board is itself made up of the President, Vice-president and four other permanent members, that is to say the same members as the Council of Governors apart from the Governors of the national central banks. According to this architecture, the President of the ECB maintains an eminent role in chairing the Council of Governors and representing the central bank abroad and is responsible for external information or communication of the bank; this latter responsibility is very important in a context where the effectiveness of monetary policy depends on the anticipations of economic agents and consequently signals sent by the monetary authority to the markets. Even without delegations, the Governor of the BCEAO (or its President to employ the European and American terminology) will have then a considerable power and responsibility.
On the other hand it would be normal that the regime of the Monetary Council is framed by general rules relating to the instruments available. This normally involves the political power of deciding on the nature of instruments used, if they should be uniquely liberal (action by interventions on the markets, as it is currently the case) or also regulationary (direct supervision of credit, administration of interest rates) and to supervise the use of compulsory reserves (for example fixing a span inside of which the rate will be decided by the BCEAO), when compulsory reserves not remunerated at the market rate constitute a sort of tax . .
The transparency of the financial management of the Central Bank
So that a central bank can exercise its monetary power in all freedom, it is indispensable to guarantee its financial independence. The counterpart of this independence is obviously the demand for total financial transparency. This means that the accounts of the BCEAO and its agencies should be verified by the statutory auditors, as is laid down by the current statutes. It would be desirable that these auditors are not only external to the establishment (which is self-evident) and also not residents of a state of the Union, that they are designated on the recommendation of the Monetary Council and agreed by the Council of Ministers of the Union. The statutory auditors should have all statutory power to examine the books and the accounts of the BCEAO and to obtain all information on its operations. It would be possible also to envisage an auditing committee whose task would be to propose actions to improve the efficiency of the management of the BCEAO. It will be very important that a broad circulation is automatically given to the documents produced by these two institutions.
The two demands that we have just recalled conform to the characteristics of the central banks of the industrialised countries. We now approach the problems more specific to the BCEAO.
A new definition of relations with France?
France currently has two seats on the Board of Directors of the BCEAO, as does moreover every African state. Unlike the residents of African states who in the new status of independence of the BCEAO should be independent of the government of each state, the two French representatives would necessarily keep a political role. While playing in the area of monetary policy a role of advice with regard to the African states and of information to the French government, they monitor the respecting of the commitments made by the states in the agreement of cooperation which links them to France and which would be incumbent on the BCEAO even once it became independent. Since 1973, these commitments are no longer, in the case of weak or negative level of reserves, of automatic measures of monetary restriction, but a supplying of the operations account by drawing of available funds in currencies placed elsewhere, by use of drawing rights on the IMF and finally “ calling in of the foreign currencies of commercial banks and public institutions of the union”. Moreover, recall that, since France participates in the European Monetary Union, it has a duty of information to the European bodies on monetary management in the countries belonging to the franc zone. In the function which is assigned to them, the French representatives should logically receive the instructions of the French government. Their extremely minority position and their roles as observers and advisers does not appear incompatible with a status of independence of the BCEAO as would be the case with a dominant position.
The current participation of French representatives in the definition of the monetary policy of the WAEMU, as well as the monitoring of the administration of the BCEAO, through their presence on the Board of Directors of the Bank, is the counterpart of the aid contributed by France to the states of the Union, through the mechanisms of the franc zone. This aid has a dual nature. Its main form is the guarantee of international convertibility of the CFA franc. It seeks to avoid the Union’s suffering a financial and exchange crisis as a result of an exogenous shock negatively affecting its balance of payments, forcing a catastrophic devaluation of the currency or the establishment of a strict exchange control, possibly leading to a profound and durable economic crisis, as experienced by several developing countries over the last forty years. This assurance is offered as a counterpart of the acceptance by the African states of rules in the area of monetary management. We have stressed elsewhere (Guillaumont and Guillaumont Jeanneney 1998) the modernity of this modality of international aid which offers a mechanism of insurance in exchange for rules instead of supplying money against reforms; it amounts to an aid of a preventive and not a curative nature like traditional aid (Collier 1991))
However a second component of belonging to the franc zone is the financial aid which results from the mode of remuneration of deposits of the central banks of the franc zone in operations accounts. These deposits are remunerated at the marginal facility rate of the European Central Bank, which is higher by more than one percentage point than the tenders rate and is higher than the three month deposit rate (EURIBOR); moreover since 1975 France has undertaken to indemnify the central banks of the franc zone in case of depreciation of the French franc in relation to the special drawing rights; this undertaking has been maintained even after the replacement of the franc by the euro. As until 2002 the euro depreciated in relation to the dollar and the reserves of the BCEAO, placed in the French Public Treasury well beyond the 65% minimum demanded, are very significant, a considerable part of French aid to the African countries of the franc zone in 2001-2002 took the form of a transfer to the central banks (450 million Euros ). It seems then normal that France has access to the accounts of the BCEAO and is aware of the allocation of the profits decided statutorily by the Council of Ministers of the WAEMU .

A good “policy mix”
An important point of the reform envisaged relates to the mode of coordination of the monetary policy and the budgetary policy. In a monetary union, there is a risk that certain countries endanger the value of the common currency by too expansionary a budget policy. The forbidding of advances from the BCEAO to the African Public Treasuries is not a sufficient guarantee when the states can finance their deficits by borrowing on the financial market of the Union or abroad, their membership of the Union facilitating access to these resources. There is then a risk that a price increase in certain countries forces the BCEAO to raise its common interest rests across the Union and that the indebtedness of one or other of the states becomes excessive leading to a crisis of confidence, a capital flight and a devaluation of the currency.
In this regard the West African Monetary Union suffers, like moreover the European Union, from the absence of an economic power capable at least of defining what should be the budgetary policy of the states taking account of the economic situation. That is why, as we have recalled above, the African governments have chosen standards that all the states should try to respect, which are inspired by the European Stability and Growth Pact Four key criteria are thus defined in the Convergence, Stability, Growth, and Solidarity Pact.
- the basic budget balance in relation to the nominal GDP is higher or equal to zero; it constitutes the key criterion liable to lead to sanctions. Curiously this criterion allows external indebtedness, but not the internal indebtedness of the states. The basic budget balance is equal to the total revenue outside of grants less current expenditure, including interest on the debt, and less expenditure in capital financed on internal resources;
- inflation is maintained at less than 3% per year;
- the state does not accumulate internal and external payment arrears and should eliminate the existing stocks;
- domestic and foreign debt liabilities related to the nominal GDP should not exceed 70% .
In Europe also the question of the reform of the Stability and Growth Pact forms the subject of intense debate both in political and academic circles (CAE 2004), since the preceding president of the European Commission, Romano Prodi, has characterised it as “stupid”. As in Europe the application of the convergence pact comes up against two problems. The first is whether, if there is too weak a level of growth of income per head of the Union as a whole, the pact does not constrain budgetary policy excessively, the second is that of asymmetric shocks suffered by the countries of the Union resulting in unequal economic performances, which make the very principle of convergence towards a single standard debatable.
The weak growth of the WAEMU is partly explained by an investment rate lower than that of the other regions of Africa. This weak investment rate is accompanied by a chronic surfeit of liquidity of the commercial banks and since the devaluation of 1994 a considerable stock of the foreign reserves of the BCEAO. The weakness of investment is in part due to that of public investment in the areas of infrastructures, education and health. In these conditions we should question the pertinence of an objective of sero provision of the state budgets including investment expenses which are not financed from abroad. In the same spirit Blanchard and Giavazzi (CAE, 2004) have suggested that the European rule of a maximum budget deficit of 3% should apply in excluding net investment, that is the gross investment less capital depreciation.
