In Deutschland sind die meisten EFRE Programme der Förderperiode 2021 – 2027 inzwischen genehmigt, die Ausarbeitung der Förderrichtlinien und Projektauswahlkriterien ist in vollem Gange. Der BUND Deutschland e.V. sieht in der nachhaltigen Umsetzung von EFRE eine wertvolle Chance für die Stärkung von Natur und Klimaschutz im Rahmen der sozial-ökologischen Transformation. Daher formuliert er im Folgenden eigene Vorschläge und Auswahlkriterien für Projekte zur Umsetzung und Stärkung naturbasierter Lösungen für die Herausforderungen nachhaltigen Wirtschaftens, insbesondere mit Fokus auf den naturbasierten Klimaschutz und die lokale Klimafolgenanpassung.
Zum Verständnis werden die Begriffe „naturbasierte Lösungen“, „naturbasierter Klimaschutz“ und
„naturbasierte Klimaanpassung“ kurz definiert und differenziert:
Naturbasierte Lösungen bzw. Nature based Solution (NbS)1 nutzen natürliche Prozesse und Eigenschaften von Ökosystemen, um gesellschaftliche Herausforderungen, wie z.B. den Klimawandel, zu bewältigen und tragen gleichzeitig zu verschiedenen Zielsetzungen bei, z.B. Klima- und Ressourcenschutz, Resilienz ggü. den Folgen der Klimakrise wie Dürren und Überschwemmungen, Gesundheit der Menschen, Stärkung der Biodiversität, Luftreinhaltung, Boden- und Gewässerschutz, Wassermanagement, Lebensqualität.
Der naturbasierte Klimaschutz oder auch natürlicher Klimaschutz ist Teil der naturbasierten Lösungen und setzt laut dem Bundesministerium für Umwelt, Naturschutz, nuklearer Sicherheit und Verbraucherschutz (BMUV, 2022, S.4) „an der Schnittstelle zwischen dem Erhalt der biologischen Vielfalt und dem Klimaschutz an“2. Wobei der Fokus beim naturbasierten Klimaschutz darauf liegt, die Ökosystemleistungen zu nutzten, „um Treibhausgasemissionen zu reduzieren, Kohlenstoffspeicher zu bewahren und zu erweitern“ (BfN, 2014, S.4)3. Dies erzeugt einen positiven Nebeneffekt für die Resilienz der Ökosysteme und kann zusätzlich der Biodiversität zugutekommen.

„Bei der naturbasierten Klimaanpassung ist das Ziel, die für die Menschen notwendigen Leistungen der Ökosysteme trotz Klimawandel langfristig zu erhalten und die Folgen der zu erwartenden, für den Menschen ungünstigen Entwicklungen (z.B. heftigere Regenfälle, häufigere Überflutungen aber auch Hitzewellen und Dürreperioden) abzupuffern“ (BfN, 2014, S.4)3.
Naturbasierte Lösungen sind demnach Ansätze und Maßnahmen, die sowohl dem naturbasierten Klimaschutz und der naturbasierten Klimaanpassung zugutekommen können. Im folgenden Text wird die Begrifflichkeit naturbasierte Lösungen oder auch die Abkürzung NbS verwendet.

In Germany, most ERDF programmes for the 2021 – 2027 funding period have now been approved and the development of funding guidelines and project selection criteria is in full swing. BUND Deutschland e.V. sees the sustainable implementation of the ERDF as a valuable opportunity to strengthen nature and climate protection in the context of socio-ecological transformation. In the following, it therefore formulates its own proposals and selection criteria for projects to implement and strengthen Nature-based Solutions for the challenges of sustainable management, focussing in particular on Nature-based climate Action and local climate impact adaptation.
The terms "Nature-based Solutions", "Nature-based Climate Action" and
"Nature-based Climate Adaptation" briefly defined and differentiated:
Nature-based Solutions (NbS)1 utilise natural processes and properties of ecosystems to address societal challenges, such as climate change and, at the same time, contribute to various objectives e.g. climate and resource protection, resilience to the consequences of the climate crisis such as droughts and floods, human health, strengthening biodiversity, air pollution control, soil and water protection, water management and quality of life.
Nature-based Climate Action or Natural Climate Action is part of Nature-based Solutions and, according to the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV, 2022, p.4 ) "at the interface between biodiversity conservation and climate protection"2. The focus of Nature-based Climate Action is on the utilisation of ecosystem services "to reduce greenhouse gas emissions, preserve and expand carbon reservoirs" (BfN, 2014, p.4)3. This creates a positive side effect for the resilience of ecosystems and can also benefit biodiversity.

"The aim of Nature-based Climate Adaptation is to maintain the ecosystem services necessary for humans in the long term despite climate change, and to buffer the consequences of anticipated developments that adversely affect humans (e.g. heavier rainfall, more frequent flooding, but also heatwaves and droughts)" (BfN, 2014, p.4)3.
Nature-based Solutions are therefore approaches and measures that can benefit both Nature-based Climate Action and Nature-based Climate Adaptation. The term Nature-based Solutions or the abbreviation NbS is used in the following text.
