Texte source - français L’Adie, Association pour le droit à l'initiative économique, est une association reconnue d’utilité publique qui aide des personnes exclues du marché du travail et du system bancaire à créer leur entreprise et donc leur propre emploi grâce au microcrédit.
L’histoire de l’Adie est le fruit de la détermination d’une femme, Maria Nowak, économiste fortement impliquée dans les projects de development des pays pauvres. De sa rencontre avec le professeur Muhammad Yunus, Prix Nobel de la Paix 2006, naîtra l’idée d’appliquer à la France les methods mises en œuvre au Bangladesh au sein de la Grameen Bank C’est ainsi que l’Adie voit le jour en 1989.
L'Adie se donne trois missions : attribuer des microcrédits aux chômeurs créateurs d’entreprise; accompagner les microentrepreneurs en amont et en aval de la création pour les aider à monter et réussir leur project; utiliser les enseignements de son action pour faire évoluer les lois et supprimer les obstacles institutionnels à la création d’entreprise et à l’entrepreneuriat populaire
Son public cible est constitué par les chômeurs, les allocataires des minima sociaux et les travailleurs pauvres. Une part importante d’entre eux sont des femmes, des jeunes, des seniors, des personnes d’origine immigrée, des gens du voyage
Le propre du microcrédit tel que pratiqué par l' Adie est de proposer un accompagnement à la création et au development de la micro-entreprise, et ce en parallèle du financement. Cet accompagnement, disponible pour tous les micro-entrepreneurs, est gratuit. Il est assuré par les permanents de l’association ou par des bénévoles expérimentés et formés pour assurer ce service. L'accompagnement porte sur différents domaines : development commercial de l’activité, aide à la mise en place de la comptabilité, assistance dans les démarches administratives, mise en réseau avec d’autres micro-entrepreneurs, etc.
L'accompagnement est fait par des professionnels et des bénévoles. Les permanents de l’association sont des professionnels de la création d'entreprise. Ils ont fait des études poussées et ont choisi de rejoindre l'Adie autant par motivation personnelle que professionnelle. Les bénévoles sont des professionnels en activité ou en retraite. Ils ont souvent une expérience concrète de la gestion d'une entreprise : chefs d'entreprise, experts-comptables, consultants en marketing, cadres bancaires, etc. Plus de 1400 personnes sont bénévoles à l'Adie : elles sont motivées par l’envie de soutenir la création d'entreprise et par le désir de réduire le chômage dans notre pays.
En complément de son activité principale, l’ADIE a aussi mis en place deux autres projects qui relèvent de l’économie sociale et solidaire :
Le project ISOMIR, créé en partenariat avec la Fédération nationale des coopératives de matériel agricole (FNCUMA), met à disposition des exploitants agricoles, individuels ou groupés en coopérative des petits ateliers sous forme de modules correspondant à une processing de produits agricoles. Cela permet aux agriculteurs de compléter leurs revenus en transformant eux-mêmes leurs produits qu’ils diffusent ensuite dans des circuits courts.
Le project Adie-Microfranchise solidaire (AMS). AMS selectionne et teste des activities que peuvent exercer des microentrepreneurs sans qualification particulière et sans capitaux initiaux. Le produit est ensuite livré clés en main sous forme de matériel avec la formation initiale, l’accompagnement et le financement. Deux filières de microfranchise ont été mises en place : le Vélobar qui est un triporteur qui livre aux consommateurs des boissons et des snacks ; Chauffeurs sans voiture qui permet de faire appel à un chauffeur quand on ne peut pas conduire soi-même sa voiture.
Depuis 25 ans, environ 130000micro crédits ont été accordés et 100000 entreprises créées. Le taux de pérennité des entreprises créées est de 65% sur 2 ans. Le taux d’impayés se situe autour de 8,5%.
L’association a pu nouer des partenariats avec des banques pour refinancer ses prêts et bénéficier de leur appui.Elle a obtenu le soutien de l’Etat, des collectivités locales, de l’Europe et du secteur privé pour couvrir le coût de l’accompagnement des microentrepreneurs. Avec l’aide de partenaires, elle a pu faire adopter des amendements législatifs en faveur du microcrédit et des microentreprises.
C’est notamment à partir de l’expérience de l’ADIE, la plus développée en Europe de l’Ouest, que la Commission européenne a élaboré l’Initiative européenne pour le development du microcrédit en faveur de la croissance et de l’emploi, publiée en novembre 2007. Elle a mis en place un dispositif financier de 20 puis 100 millions d’euros destiné à soutenir, en partenariat avec les banques, les institutions européennes de microcrédit.
Voici comment Maria Nowak analyse la poertée de l'action de l'Adie.
Plus de 25 ans après, les idées fondatrices qui ont présidé à la création de l'Adie sont toujours là. La micro-entreprise correspond aux besoins de la nouvelle économie et à l’évolution de notre société, durement frappée par la désindustrialisation, le travail précaire et le chômage ;L’évolution de la démographie et des mentalités favorise le travail indépendant : le vieillissement de la population entraîne le development des services à la personne, et les incertitudes liées au travail salarié viennent conforter dans la population le désir de créer son propre emploi ; Pour que toute personne voulant entreprendre puisse le faire, il faut permettre aux pauvres d’accéder à un capital de départ et donc au microcrédit. Les obstacles réglementaires à l’exercice de certaines professions doivent être levés. Il est donc nécessaire de faire pression auprès des pouvoirs publics pour faire évoluer les textes qui constituent une entrave à la création d’une activité indépendante.
Le fondement de l’action de l’ADIE est la conviction que tout homme et toute femme porte en soi une capacité d’invention, qui lui permet de créer son propre emploi, pour autant qu’il ait accès au capital et que l’environnement institutionnel le lui permette. Les personnes en difficulté peuvent rembourser leurs prêts et réussir aussi bien que les autres.
Les personnes victimes de discriminations ne manquent pas d’idées ni de courage pour les mettre en œuvre.
Le risque c’est la vie et il vaut mille fois mieux tenter de sortir du chômage et de l’exclusion en prenant le risque d’échouer que de rester assis sur sa chaise, sans project d’aucune sorte. Au demeurant le risque d’échec est mesuré : les personnes financées par l’ADIE sortent à 80% des dispositifs d’aide, soit grâce à l’entreprise qu’ils ont créée et dont le taux de pérennité est du même ordre que la moyenne nationale, soit en trouvant un emploi salarié, qui leur convient mieux, mais qu’elles n’auraient jamais trouvé si elles n’avaient pas décidé de se mobiliser pour retrouver un horizon d’avenir.
Une part importante des bénéficiaires des prêts de l’ADIE n’a pas de diplôme et il y a parmi eux nombre d’analphabètes ou d’illettrés. Ils font cependant preuve de motivation, de dynamisme entrepreneurial, de ténacité et de capacités relationnelles qui leur permettent de faire réussir leur entreprise.
Au-delà de son rôle économique et financier, le crédit a une fonction sociale et psychologique importante : il permet de tisser des liens sociaux en établissant des relations de confiance, il redonne l’espoir en permettant à des exclus de se projecter dans l’avenir. Il permet à ceux qui créent leur propre emploi de retrouver leur autonomie et leur place dans la société. Il ne s’agit pas de bénéficier d’une aide qui correspond à des relations de dépendance mais d’entrer dans une relation d’échange qui est une relation d’égalité.
La réussite suppose à la fois l’initiative du chômeur et la solidarité de l’entourage, le risque étant d’un côté le découragement du porteur de project s’il est confronté seul aux multiples difficultés de la création d’entreprise, de l’autre une absence d’autonomie.
Le microcrédit doit trouver un triple équilibre entre son objectif social, la couverture des coûts et la protection des usagers.
Pour l’objectif social le risque d’une dérive vers la clientèle plus aisée est permanent. Celle-ci peut résulter de la recherche de facilité, mais elle provient aussi du fait que la population visée ne s’adresse pas spontanément aux institutions de microcrédit. Pour y remédier, il faut un travail d’information, d’education financière et de marketing social.
L’équilibre entre l’objectif social et la logique financière est à chercher en permanence. Il ne s’agit pas en effet de faire la charité aux pauvres, pas plus que de faire du profit sur la misère
La couverture des coûts permet de ne pas dépendre de subventions toujours aléatoires. Elle conduit à une pratique de taux considérés comme élevés par l’opinion publique (pour l’ADIE, 9,7%), mais qui sont bien acceptés par les emprunteurs.
La protection des usagers contre le risque de surendettement suppose de s’assurer de la capacité de remboursement. Le succès du microcrédit a pu conduire à des excès contre lesquels il faut lutter. L’accompagnement des porteurs de project est tout aussi important que le prêt.
Une des raisons du succès de l’ADIE en France est l’appui qu’elle a obtenu de l’Association française des banques, pour amender la loi bancaire en obtenant le droit d’emprunter pour prêter. C’est grâce aux banques et leur responsabilité sociale que l’ADIE refinance ses prêts et bénéficie d’un soutien financier en matière d’accompagnement, de projects pilotes ou d’actions menées dans les quartiers difficiles. Ce soutien financier, crucial pour l’association se prolonge par un mécénat de compétences et un appui bénévole de certains cadres, enrichissant pour les deux parties.
En France, le secteur public, les collectivités territoriales et le Fonds social européen ont joué un rôle déterminant dans le development du microcrédit en finançant la formation et le conseil aux chômeurs créateurs d’entreprise.
Le microcrédit est, au-delà de son rôle financier, un instrument de confiance, d’espoir et d’égalité des chances, aspects qui échappent généralement aux économistes, mais dont l’impact sur l’économie et sur la société est réel.
Il est un instrument de démocratisation du pouvoir économique.

ADIE France, for long term unemployed people
ADIE, Association for the right to economic initiative, is a recognized public interest voluntary organization that helps people left out of the job market and the banking system to set up their own business and hence their own job thanks to micro-credit.
The story of Adie is the fruit of the determination of a woman, Maria Nowak, an economist deeply involved in development projects of poor countries. Her meeting with Professor Muhammad Yunus, the 2006 Nobel Peace laureate, gave her the idea of applying to France the methods implemented in Bangladesh in the Grameen Bank. This is how ADIE was born in 1989.
The context
Maria Nowak’s remembers the analysis she made of the situation when she created ADIE.
“More than 25 years down the line, the founding ideas that led to the creation of ADIE are still there. The micro-enterprise corresponds to the needs of the new economy and the changes in our society, badly affected by de-industrialization, precarious work and unemployment; changing demographics and mentalities favor free-lance work: the ageing of the population causes the development of personal services, and the incertitude of paid employment stimulates in people the desire to create their own jobs. To enable everyone who wants to take initiatives, the poor must be allowed to get a start-up capital and micro-credit. The regulations that put obstacles in the way of exercising certain professions must be lifted. So it is necessary to lobby among the public authorities to make changes in the texts that come in the way of setting up an independent activity”.
The action of ADIE
“The foundation of ADIE’s action is the conviction that every man and woman has an innate ability for inventiveness that allows them to create their own job, inasmuch as they can get capital, and the institutional environment allows them to do so. People in difficulty can repay their loans and succeed as much as the others”.
ADIE set itself three missions: giving micro-credit to unemployed persons for start-ups; guiding the micro-entrepreneurs ahead of and after the start-up to help them develop and succeed in their project; using the lessons learnt from its action to make laws change and remove the institutional obstacles blocking start-ups and people’s entrepreneurship.
The people it targets are the unemployed, people getting minimum social benefits, and poor workers. A large number of these people are women, youth, senior citizens, persons with an immigrant background, and itinerant people.
The typical micro-credit as practiced by ADIE is to offer guidance for the setting up and development of the micro-enterprise, in parallel with the funding. This guidance is available for all micro-entrepreneurs at no cost. It covers various fields: help in drawing up the project, assistance in administrative procedures, help for establishing accounts, marketing development of the activity, and networking with other micro-entrepreneurs, etc.
The guidance is given by professionals and volunteers. The staff members of the organization are start-up professionals. They are highly qualified and have chosen to join ADIE because of personal as much as professional motivation. The volunteers are working or retired professionals. They often have sound experience in managing a company: CEOs, Chartered Accountants, marketing consultants, bank officers, etc. There are more than 1400 people who are volunteers with ADIE: they are motivated by the desire to support start-ups and also because they want to reduce unemployment in our country.
In addition to its main activity, ADIE has also set up two other projects connected to the social and solidarity economy, including Adie-Microfranchise solidaire (AMS). AMS selects and tests activities that can be carried out by micro-entrepreneurs with no particular qualification or initial capital. The product is then delivered as a turnkey project in the form of equipment with initial training, guidance and funding. Three micro-franchise sectors are currently functioning:
• Chauffeur & GO, a call-driver service that enables you to call for a driver when you can’t drive your car yourself, has 90 chauffeurs in seven cities of France.
• O2 Adie, that offers gardening services to individuals, with the general objective of 900 micro-franchises in the whole of France in the course of time.
• Mon Coursier de Quartier (my neighborhood courier) set up in collaboration with Cyclopolitain, which has electrically-operated three-wheelers that enable the micro-franchises to start with three activities : transporting people, delivering small parcels and selling advertisement space. The objective of this sector is to welcome 400 micro-in the next 5 years.
The results
For the past 25 years or so, around 166,417 micro-credits were sanctioned and 121000 start-ups created. The survival rate of these start-ups is 70% over 2 years. The bad loan rates are around 8.5% and losses are about 3%.
The organization was able to establish partnerships with banks to replenish its funds and get their support. It got the support of the State, the local collectivities, Europe and the private sector to cover the costs of guidance for the micro-entrepreneurs. With the help of partners, it was able to adopt legislative amendments in favor of micro-credit and micro-enterprises.
It is particularly with ADIE, the most developed micro-finance institution in Western Europe, that the European Commission drew up the European Initiative for the development of micro-credit in favor of growth and employment, published in November 2007. It set up a corpus fund of 20 million, then 100 million Euros for the purpose of supporting the European micro-credit institutions, in association with banks.
Why this works
Maria Nowak explains the reasons for ADIE’s success. “People who are victims of discrimination are not short of ideas or the courage to implement them. Life is the risk and it is a thousand times better to try and come out of unemployment and exclusion by taking the risk of failure than to stay put, without any kind of project. In any event, the risk of failure is measured: 84% of the people funded by ADIE no longer require the aid facilities, either because their start-up has the same survival rate as the national average, or they have found a paid job that suits them better, but which they would never have found if they hadn’t decided to get mobilized to find a future on the horizon.
A large number of beneficiaries of ADIE loans are not graduates and 24% can barely read and write, with 4% illiterate. They nevertheless show motivation, entrepreneurial dynamism, tenacity, and good interpersonal relations that enable them to make a success of their enterprise
Apart from its economic and financial role, credit has a major social and psychological function: it helps create social ties by establishing relations of trust; it brings back hope by allowing marginalized people to look forward to the future. It enables those who create their own jobs to get back their empowerment and their place in society. It is not a question of getting the benefit of aid that corresponds to relations of dependence, but rather entering into a mutual and equal relationship.
Success implies the initiative of the unemployed person as well as solidarity of the people around him, the risk being on the one hand, the discouragement of the project leader if he has to face by himself the many difficulties of a start-up, and on the other, an absence of empowerment
Micro-credit must find a triple balance between its social objective, the covering of costs and the protection of the users. For the social objective, the risk of a drift towards better-off customers is permanent. The balance between the social objective and the financial argument is to be sought permanently. It is not a matter of giving charity to the poor, let alone cashing in on dire poverty.
Covering costs allows not depending on subsidies that are always variable. It leads to a practice of rates considered high by public opinion (for ADIE, 9.7%), but which are accepted by the borrowers.
The protection of users against the risk of over-indebtedness implies making sure of the ability to repay. The success of micro-credit has at times led to excesses against which it is necessary to fight. The guidance of the project leaders is as important as the loan.
One of the reasons for ADIE’s success in France is the support it got from the Association française des banques (French Banks association) to amend the banking laws by obtaining the right to borrow in order to lend. ADIE has the banks and their social responsibility to thank for re-financing its loans, the financial support it gets for its guidance, and pilot projects or actions taken in the most deprived neighborhoods. This financial support, crucial for the organization is extended by a skill-based sponsorship and volunteer support from some executives, which is rewarding for both sides.
The public sector, local authorities and the European Social Fund have played a defining role in the development of micro-credit by funding the training and counseling for unemployed persons in their start-ups. Micro-credit, apart from its funding role, is an instrument of trust, hope and equal opportunities, aspects that are generally ignored by economists, but which have a true impact on the economy and on society. It is an instrument of democratization of economic power”.

I am an Indian citizen, proficient in English and French. My academic qualifications are: Senior Cambridge (High School), B.Sc (Chemistry, Physics, Maths), University of Poona (India), Master in French as a foreign language University of Rouen (France). )I Taught French in the Alliance Française of Madras for 30 years. I also helped in founding the Translation Cell and was a translator for more than 20 years. I also headed the Cell for a few years before my retirement in 2012. I still do translation work for the AFM sporadically.
When translation was in its infancy, there were a many workshops arranged y various Indian Universities and conducted by leading Translation professionals such as Mme Selescoviich and Mme Ledrerer among others. The translators of the AFM were also invited to attend these workshops. This precious training went a long way in improving my translation skills. The Translation Cell witnessed a boom in this field when the Indian Economy opened up to the world, and I was fortunate to be part of it. I gained tremendous experience in various fields (medical, technical, educational, certifications...)
I love both these languages though neither is my mother-tongue (Tamil) and have attained proficiency in both (cf. my CV)).
I enjoy working out word puzzles, and answering quizzes.
The peak of my career in French was my participation in the International French Dictation competition held in the UN Assembly Hall in New York in 1992 and the popular French Quiz show'Questions pour un Champion -Spéciale Langue française in Paris in 1995. I represented my county in both.
I enjoy translating , whatever the field. As I am working from home, I am available at any time of the day to undertake work through Proz.com
