This report originated in a Montreal hospital. The whole sentence reads:

"De chaque côté, il y a des plaques athéromateuses relativement minimes aux deux bifurcations carotidiennes et il y a une accélération de la vélocité systolic Dopper à l’origine de la carotid interne droite à 110 cm/seconde avec **un rapport interne sur commune de 2** témoignant d’une sténose de 50%."

To me, it looks like the part in question says something like: an internal relationship in common between the 2 (bifurcations?)
But I'm not sure if that is really what is being said here.
Can anyone help me out?
