Context from a document on how to make one's retirement a success:
"La retraite, c’est un ***temps choisi*** pour :
- Réaliser vos rêves et vos désirs profonds.
- Construire une nouvelle vie en transformant ces rêves en projets concrets."
I checked on the Internet where I found "temps choisi" translated as "unstructured time" but that doesn't fit in here.
I need something that will convey the idea of one's active decision to do something positive with one's free time.
Any suggestions would really be appreciated.

You can't really translate this term in the same way in both cases (at least if you want it to sound natural in English).
In your second example, I think they're alluding to 'travailler à temps choisi', which is similar to 'flexitime', where you can choose your own hours. So you may be able to do something with this, but it can't really be translated literally. Maybe something like...
Retirement really is the ultimate flexi-time!
In retirement you really can choose your hours!
Retirement is also a time of choice....
Otherwise, CMJ's suggestion is also good.

: Yes, I like your suggestion "...an ideal time to..." better than my suggestion! The complete phrases "an ideal time to achieve your dreams / to build a new life" flow together much more naturally.

Yes, I don't think this can be translated the same way in both cases - definitely needs a bit of creative thinking.
