This is in the definitions section of a 'Code Gazière'.

point de grande consommation: point d'entrée du réseau de transport considéré comme limite de batterie de l'opérateur amont lors de l'octroi du titre d'exploitation;

I sounds like the point at which the gas moves from the operator's pipeline into the buyer's network, but I can't find a reference to 'mass consumption point' which sounds clunky to me.
