Context is a piece about West African economics - 'Le Nigeria, avec...d'importantes ressources pétrolières (la région grâce à lui est un exportateur net de pétrole).
I'm unsure of the correct translation for 'net' in this context - my current effort is 'a net oil exporter' but I'm not convinced that this is right

You have the right idea - Nigeria has a huge amount of oil and exports most of it, but in its refined state it is also a net export.

The mass mobilisation to keep down the petrol price was triggered by the government in September increasing it still further than the 23% it has risen in recent months - namely from $1.19 a gallon to $1.50):
"While Nigeria virtually floats on oil, it still imports petrol and diesel fuel, which is then sold to the public at subsidised prices, a system of colossal waste that defies logic. Within Nigeria there are frequent allegations that fuel is being imported from foreign companies connected to former Nigerian leaders and politicians, a possible explanation for the lack of a domestic fuel production industry.

: It's not "petrol" ('essence', a refined product) but "petroleum" or crude oil.

In this context, "net" means that all the petroleum produced in a country is exported.
On the other hand, a net importer is a country that buys all petroleum needed because they don't have a single hole where to extract petroleum from.

Please note that "petrole" is a faux ami here, it would not (usually) mean "petrol" = "gasoline", but rather "crude oil", "petroleum", or better still, just "oil" (cf. OPEC = Oil Producing & Exporting Countries)
To translate using petrol risk someone misreading it as "gasoline", which I presume is NOT the intended meaning here
