Irrespective of the context, from a purely linguistic point of view, I think we can get some clues that might at least rule out certain possibilities.

This 'settlement agreement' would appear to be some kind of document setting out some kind of terms between some parties; so it is only logical to assume that the 'release' so closely associated with it is of a similar nature — which rather rules out the idea of its being a noun referring to 'the action of releasing something' (software, a prisoner, a new film...)

Neutre  Tony M: In some contexts, yes; but teamed as it is here with 'agreement', I think this is unlikely; it might be an agreement about a release, but it's hard to see how it could be an agreement and a release / I fear you are missing my point

En l'absence d'un contexte clair, il me semble qu’il s’agit plutôt d’une mainlevée devant intervenir à la suite du règlement d'un contentieux, hypothèque, etc.
