The term appears in Standard Operating Procedures for Supply Management, with the following context:

"The purpose of this document is to describe how to review the supply pipeline to decide how best to meet a delivery requirement when there is not enough stock in the warehouse that the delivery was requested from."

I believe this is fairly standard but I fail to find the right translation.
