Die Aussage ist aus meiner Sicht doppeldeutig: Gemeint sein kann, dass einige Regierungen eine eher kritische Haltung einnehmen, andere eine eher befürwortende/positive (also ein Widerstreit von Pro- und Contra-Positionen); Letztere versprechen sich von den Konjunkturmaßnahmen demnach recht viel. Andererseits kann der Autor auch gemeint haben, dass die Regierungen gewisse Bereiche/Teile/Aspekte der Konjunkturmaßnahmen eher kritisch sehen, andere dagegen eindeutig befürworten.
"Quarters" ließe sich übrigens auch als "(Regierungs)kreise" übersetzen. "Länder" würde ich hier eher nicht verwenden.
