This comes from submissions in appeal:

"La jurisprudence retient ... que l'irrégularité d'une procédure engagée par une personne dépourvue de personnalité juridique constitue une irrégularité de fond qui ne peut être couverte."

I'm completely stuck for a good translation of "couverte". The obvious meaning wouldn't seem to have any sense. I thought of "ignored", but am I barking up the wrong tree? :) Your help would be appreciated!

The whole phrase really needed to be inserted.

Disregarded

The regulatory agencies seemed to be misusing their regulatory authority, and some were sanctioned for evading their responsibilities, as seen before, in many cases for their disregarded irregularity and undisciplined acts.

disagree Daryo : doesn't make sense// courts are not supposed to be in the business of doing anything illegal, and I can't see how deliberately hiding/concealing anything could be legal.

"Couvert" means figuratively "dissimule" in French

cannot be annulled

Or, more specifically, "whose effects cannot be annulled".
My authority for this is the "Dictionnaire économique et juridique" published by LGDJ, where "couvrir la prescription, la péremption, le vice d'un contrat" = "to annul the effects of prescription, time-limitation, flaw, in a contract".
It also gives "couvrir une nullité": "to annul a voidance"
