Pour se mettre en conformité avec la loi, la Caisse de Retraite Elf Aquitaine (CREA) s’est transformée en un Institut de Gestion de Retraite Supplémentaire avec les même services à l’attention des retraités actuels et futurs relevant de son périmètre."

This suggests that the role of the person in question is like that of a trustee of the fund -- but since trusts don't exist in civil law, there is surely some other received English term. Look for it in connection with IGRS.

No, it is not historical - found it in an article on CREA, though; an "administrateur patronal titulaire" is an "employer encumbent director" - thanks for the hint.

Is this a historical document? Elf Aquitaine was taken over by TotalFina in 2000 (after the Le Prigent-Dumas scandal), and in that same year Total turned the CREA pension fund over to an insurance company.
