La politique de gestion des ressources humaines de X a pour objectif d’anticiper les besoins en compétences de l’Institut et d’y répondre pour lui permettre d’assurer ses missions, tout en assurant le développement des compétences individuelles et l’accompagnement des parcours professionnels avec la volonté de préserver les conditions de travail de ses salariés.

Can't think of anything 'punchy' enough for a heading so any ideas welcome to get the old creative juices flowing!

Some ideas You may have more latitude translating titles, so perhaps it doesn't have to reflect the gérer/anticiper pair exactly. Perhaps, then, "Better planning, better results" or even "better management, better teams" – though it strays a bit.

BTW you can find lots of ideas if you google "better * better" – e.g., "better management better" or "better planning better"

better managed means better prepared

I'm not so sure of "better managed", but I think "better prepared" is what could be taken from "mieux anticiper".

I think this is how this title would read naturally in English.

You could put a "for" instead of the comma, but I don't prefer it.

The idea is that if a company/segment of a company is better managed, it will have a better sense of what to expect in the future (better forecasting, prepared for harder times). So, in essence, you're just saying that the company will have a clearer vision of where it's headed if indeed it's better managed
