Maybe "conditions" could be replaced with something else. Long-winded but think this is what it's saying. Seems to be topical at the moment, appears in El Pais article below (follow link).

I don't whether there's a one or two-word term for it, but this is what it means. It refers, for ex., to having an ATM on the premises of a company.

This is the person hired to make life easier for the company's employees. He/she looks for ways to smooth over life's little bumps in order for the emplyee to be able to do his/her job better.
