I personally prefer the -ing verb form

administer the bequests and legacies

I take this to mean that the executor is responsible for (a) having the estate valued (b) dividing it into the named bequests (for property) and legacies (for money) for distribution to the named heirs and (c) sharing out any remainder to the estate.
