Is the only thing to qualify for jobs to pay a membership?

It came to my attention that many jobs are marked as those a native speaker does not qualify for. Explain please, how dare a one do that? Is it a question of membership only? if yes- then the only thing to qualify for the jobs is to pay a membership?
