There's no "official" mechanism for agreeing what is the meaning of telework terms and these two in particular are often used as if they are interchangeable but there is some merit in applying them differently. Here's how they are used by the European Telework Development Initiative:
A "Telecottage" is usually a "community based" facility that is there to assist learning, access to technology, access to work etc. for its local community. The Telecottages movement started in Sweden and the idea has been taken up quite widely, notably in the UK where at the last count there were some 200 telecottages.
A "Telecentre" suggests a more commercially focused facility that has been established for specific commercial purposes. Typically to provide workplaces for people who may well have full time jobs but want to work away from their employer's "functional office" but who don't want to work in their homes. In this sense a telecentre is like the kinds of "serviced office" facilities that have existed for many years but with a very high emphasis on provision of workspace and facilities with high information technology and networking capabilities.
Telecottages tend to emphasise "social support" for their users, few of whom will work full time at the telecottage, more of them will "drop in" to use some facilities, book themselves in for some training etc., but also be connected to the telecottage from their home, where they may have their main workbase.
Telecentres place considerably more emphasis on providing a well managed, secure and uninterrupted working environment for people who need a place where they can get on with the job and be easily connected to their employer, colleagues, customers etc.

The popular press, TV etc generally use the term "teleworker" to mean someone who works at home instead of commuting to an office. However "teleworking" can also include working at a local telecentre instead of commuting to a distant office, in which case the teleworker certainly isn't a "homeworker".
The International Labour Office (ILO) uses the term "traditional homeworkers" to denote people working at home on tasks like knitting or stuffing envelopes etc. and sees this as clearly distinct from "teleworkers". These kind of "traditional homeworkers" are sometimes called "outworkers" and generally are low paid and in insecure jobs or working on a piece work basis with no contract of employment. In contrast a teleworker may be a manager, a senior professional or another very highly paid and highly valued employee who finds it more convenient to work at or near home some of the time.
This distinction between "teleworker" and "homeworker" may well become important in Europe, since there are moves to develop new regulations to protect "homeworkers" against exploitation,which might be very valuable to traditional homeworkers but be regarded as interfering and restrictive by other kinds of teleworkers.

I have been "teleworking" in varying degrees over the last three years. My family circumstances make it preferable for me to be based at home a good proportion of the time. I worked as a part-time freelance consultant for eighteen months, and as a part-time tutor for the Open University. For the last eight months I have been employed as a full-time academic at the University of Liverpool. As I live in West Yorkshire, I aim only to attend the university for an average of three days a week. I am learning a number of things, and also finding that I have to "educate" those I work with. Some of these are:
* Because my time with people is limited, I tend to be much more business-like in getting through items.
* There are fewer ad hoc "noise" meetings, which tend to get off the point.
* It has taken a number of months to convince students that "popping in" to my office is usually a waste of time. Either I am not there, or I have someone with me on an appointment. The positive side is that they do get prompt responses to email (usually), and when they make an appointment they get a good deal of time and I am (usually) prepared for them.
* I work through email much more efficiently than I ever worked through paper.
* My working day is apparently very unstructured. After taking the children to the bus-stop, I work from about 8.00 a.m. on my email, responding to requests for info, and scheduling appointments and phone calls. If I am travelling to Liverpool, I avoid setting off until 8.30 at the earliest to avoid the rush-hour traffic around Manchester. When I have an early meeting, it can take me an extra thirty minutes in the car.
* I often work until early evening, sometimes later. But if I am working from home I have the freedom to use the middle of the day for personal matters.
* I "socialise" a lot when I am at Liverpool - I make it a point to attend coffee and lunch sessions. Some of these are valuable, but some are just for fun.
* I think I am working as efficiently, if not more-so, than when I was in an office on a traditional timetable.
* I have sole charge of three children. I had a full-time nanny for the best part of a year when I commuted to an office-based job in central London from Woking. It worked reasonably well, and was far more convenient, but I now have the time and ability to deal with problems as they arise and I have a much better relationship with the children. Basically the children only need me for odd few minutes at a time, unless we are expressly doing something together. I am lucky in that I do not need long periods of uninterrupted silence to work.
* I try to keep a high profile by participating in or generating debates using email within my department. Although everyone I work with uses email, this form of interaction is not prevalent. I think many people do not like exposing their opinions, but that is equally true of verbal debates.
* The self-discipline problem was the same for me in an office as at home. I could always find things to do to amuse myself in an office (coffee machines, chats, the bit of interesting work which is not essential), just as I can at home. Perhaps I do not have a sufficiently high guilt complex about people not seeing me work, provided I know that I am achieving my objectives.
* I can control the distractions at home much better. The kids will respect my need for quiet when I ask for it, and will only interrupt on essential matters (grazed knees, impending starvation, reassurance). My work colleagues are harder to deal with.
About half of my "working time" is home-based now, though I have a job which is largely people-based. For technical work, I think I could cope with about 80% of my working time at home, using the telephone for interactions. But it is a slow learning process for me and for those I work with.

Dopo aver accopagnato i bambini alla fermata dell'autobus, lavoro dalle 8 a. m. sulla posta elettronica, rispondendo alle richieste di informazioni, e programmando gli appuntamenti e le conversazioni telefoniche. Se sono in viaggio verso Liverpool, evito di partire prima delle 8.30 come minimo, per evitare il traffico dell'ora di punta attorno Manchester. Quando ho una riunione di buon'ora, mi ci vogliono altri trenta minuti di macchina.
* Spesso lavoro fino alle prime ore della sera, qualche volta anche piu' tardi. Ma se sto lavorando da casa ho la liberta' di usare la parte centrale della giornata per questioni personali .
* Faccio molta "vita sociale" quando sono a Liverpool - mi impegno a presenziare a colazioni e pranzi di lavoro. Alcuni di questi sono utili, altri sono solo per divertimento.
* Penso di lavorare in maniera ugualmente efficiente, se non di piu', di quando lavoravo in ufficio con un tradizionale orario di lavoro.
* Ho l'impegno di badare a tre bambini da solo. Avevo una baby-sitter a tempo pieno per la maggior parte dell'anno quando facevo il pendolare da Woking per un lavoro in un ufficio nel centro di Londra . Funzionava piuttosto bene, e era di gran lunga piu' conveniente, ma ora ho il tempo e la capacita' di trattare i problemi quando sorgono, e un rapporto molto migliore con i bambini. In fondo, i bambini hanno bisogno di me per pochi minuti ogni volta, a meno che non stiamo facendo qualcosa insieme.Sono fortunato a non aver bisogno di lunghi periodi di silenzio ininterrotto per lavorare.
* Cerco di mantenere un alto profilo, partecipando o creando dibattiti usando la posta elettronica all'interno del mio dipartimento. * A casa riesco a controllare le distrazioni molto meglio. I bambini rispettano il mio bisogno di quiete quando glielo chiedo, e mi interrompono solo per questioni importanti ( ginocchia sbucciate, fame impellente, rassicurazioni). E' piu' difficile trattare con i miei colleghi di lavoro.
Trascorro circa meta' del mio "tempo lavorativo" a casa ora, sebbene svolga un lavoro che è prevalentemente basato sulle persone. Per il lavoro tecnico, penso di poter impiegare circa l'80% del mio tempo lavorativo a casa, usando il telefono per i contatti. Ma e' un processo di apprendimento lento per me e per quelli con cui lavoro.

Texte source - anglais This question often arises when companies are considering the adoption of a telework (telecommuting) policy. It is particularly raised in cases where there is management resistance to the idea of "managing at a distance" - the managers won't say "I'm not ready for this", instead they will say "My staff aren't ready for it"! Management resistance is widely reported as the main barrier to widespread adoption of teleworking. However, the same question is also asked by teleworkers (telecommuters): "Is telework right for me?", implying "Am I right for teleworking?".
This FAQ is based on research by Management Technology Associates and Brameur Limited, supported by the UK Government in 1992 and 1993, and updated in the light of subsequent experience.
Is there a "right" psychological profile for teleworkers?
Personality is a factor, not the factor
Our research suggested four main aspects to consider in telework policies and programmes:
* The task set to be undertaken by the teleworkers, and whether telework is a good way to do this task set.
* The organisational context; for example it would be foolish to introduce telework on a general basis in an organisation that hasn't yet implemented electronic networking (email, online discussion, online notice boards and libraries etc) successfully, or in an organisation where the management approach is bureaucratic and strongly hierarchical. Telework works best where there is a lot of networking, where employees are empowered to act and think for themselves, where management is by results not by attendance.*
* The domestic (home and family) setting; for example it would be difficult to telework effectively if the task required close concentration and the home environment is a small apartment, with active young children, thin walls and noisy neighbours.
* The individual's personality, experience and preferences; for example a young unmarried person may prefer to commute to a busy office in the City, with plentiful opportunities for socialising and new contacts, rather than work at home in a quiet suburb, whereas an older person, well-settled in a happy family relationship, may prefer to work at home and be available locally for community activities in the early evening rather than still commuting.
*There are exceptions, for example telework can be introduced into a particular specialist unit where it fits appropriately, even though it may not yet be appropriate for the organisation as a whole.
When does personality matter?
The question of personality and psychological profile is clearly an element in the individual aspect. If all the other factors suggest that telework is appropriate, its still possible that some people may have a personality that makes home based teleworking inappropriate for them personally. Here are some examples:
1. If the work is unsupervised, home based telework means that the individual has to apply self-discipline (or at least self-management) to esnure that an appropriate amount and quality of work is done and that satisfactory results are achieved. Some people have problems with this, and respond better to the clearer differentiation between work environment and home/leisure environment that is provided by commuting to an employer-managed workplace.
2. If the work is open-ended, some people react to the unstructured home-based working environment by becoming workaholics - they find it difficult to switch off from work, needing the externally imposed pressures of "office hours" to assist the transition between work time and private time.
3. If the work doesn't require regular contact with other people (whether by phone, email, video or other means), some people feel lonely or isolated when working privately at home for long stretches of time; they need the camaraderie of the workplace, even though this may only be a background to the work itself.
As can be seen from these examples, this is a very personal matter. In each of the three situations mentioned, one person may well find the main attraction of telework in an aspect that makes it unattractive to another person:
1. Some people find it easier to focus on work without the distractions of a busy office environment, while others need the busy surroundings as a spur to their efforts.
2. Some people optimise their performance when they can work at whatever time suits them personally - early morning or late at night instead of 9 to 5 - while othere need the routing of regular hours and external prompting to start and finish work.
3. Some people greatly appreciate the time they can save by not commuting, while others find value in a daily routine of travel, and use the time as a mechanism for transition from work mode to home mode.
These factors suggest that there isn't a "right" or a "wrong" personality for telework and that individual personality, attitudes etcetera can only be considered in the context of a particular setting of task, home environment and organisational context.
Getting the other factors right
Our experience suggests that its best to focus on the non-personality factors so as to ensure an optimum setting for telework, in which any personality issues will have minimal impact, and then deal with individual preferences and aptitudes on the basis of either personal choice or a voluntary trial period. For the three main aspects:
* Task set: Telework is possible for almost any office based task and for an increasing range of industrial tasks, the question should be is it appropriate? Or rather, will telework enhance the way this task set is performed? There's no point in implementing telework unless it will make a contribution to improving results.
* Organisational Context: As mentioned above, the ideal organisation is effectively networked, its employees are empowered to act and thing for themselves with only loose supervision, and its managers are confident in themselves, the organisation and their staffs. Generally such organisations gravitate to a fairly informal approach in which telework is regarded as a quite natural approach for those who prefer it.
* Domestic (home and family) Setting: Here there are both physical and emotional aspects to be considered. Physically, the main requirement is the ability to create a defensible work space within the home, meaning an area where the teleworker can at least partially insulate him or herself from domestic activities when necessary, and such that the teleworker can also "close the door on the work" and not have it as a constantly visible presence and reminder when they are trying to enjoy family activities. Emotionally, its important that telework should be a "good fit" for the rest of the family as well as for the teleworker. It needs to be recognised that the family may take time to adjust to a teleworker who is physically present but mentally preoccupied.
How to cope when its "wrong" for an individual
If an individual is unhappy and/or unproductive as a teleworker, its important to test all three of the other factors before concluding that this is a personality based problem. Nine times out of ten we find that problems with telework can be traced to some aspect of the task set, the organisational context or the domestic setting, rather than to a problem of personality and aptitude. One of the most common problems is that the technologies of telework are not being used effectively, leaving either the teleworker, colleagues or external contacts with a problem of communications. Of course if the problem does come down to a matter or personality, the answer is straightforward - stop teleworking!
What about psychometric testing?
We are occasionally asked about psychometric tests (sometimes called "personality tests") for potential teleworkers. Psychometric testing can be helpful in recruitment, in surfacing characteristics for evaluation in interviews, or in screening candidates for particular types of work, for example sales jobs and customer support jobs. Testing could also be helpful to managers and prospective teleworkers, in surfacing potential issues that should be discussed before an individual decides to telecommute as their main work pattern. Psychometric testing methods need to be carefully selected to fit particular requirements and need expertise in their application and interpretation. Qualified people are employed by some companies in their human resources function; there are also specialist companies that can be contracted to supply and administer tests.
Other kinds of "tests"
A carefully designed questionnaire can be more widely useful in selecting employees for home-based jobs or in helping managers and staff to make the right decisions about teleworking. A questionnaire that poses the right questions can help the manager and the employee to focus on the issues and provide input for the decision "to telecommute - or not to telecommute".

* La personalità, l'esperienza e le preferenze dell'individuo. Ad esempio un giovane scapolo può preferire andare a lavorare in un ufficio rumoroso della City, con molte opportunità per socializzare ed avere nuovi contatti, piuttosto che lavorare a casa in una periferia tranquilla, mentre una persona più matura con un felice rapporto familiare, può preferire lavorare a casa ed essere disponibile sul posto per attività sociali a cui dedicarsi durante la prima parte della serata piuttosto che fare ancora il pendolare.
Ci sono poche eccezioni a ciò: ad esempio, il telelavoro può essere introdotto in un particolare gruppo specialistico, dove si adatta perfettamente, anche se non può essere appropriato per l'organizzazione nel suo complesso.
Quando conta la personalità?
Il problema della personalità e del profilo psicologico è chiaramente un elemento nell'aspetto dell'individuo. Se il lavoro non richiede contatti regolari con altre persone (per telefono,e-mail, video o altri mezzi), alcune persone si sentono malinconiche o isolate quando lavorano privatamente a casa per lunghi periodi di tempo; hanno bisogno del cameratismo del posto di lavoro anche se questo può essere solo un aspetto secondario del lavoro stesso.
Come si è visto da questi esempi, questa è una faccenda molto personale. In ciascuna delle tre situazioni citate, una persona può trovare attraente un aspetto del telelavoro che invece non lo rende gradevole ad un'altra:
1. Alcuni trovano più facile concentrarsi sul lavoro senza le distrazioni dell'ambiente rumoroso di un ufficio, mentre altri hanno bisogno di un ambiente rumoroso come stimolo per il proprio lavoro.
2. Alcune persone ottimizzano il loro rendimento quando possono lavorare a qualsiasi ora che si adatti personalmente a loro - al mattino presto o di notte invece che dalle 9 alle 5 - mentre altre hanno bisogno di orari di lavoro regolari e di stimoli esterni per iniziare e finire il lavoro.
3. Alcune persone apprezzano molto il tempo che possono risparmiare non facendo il pendolare, mentre altre trovano preziosa la routine giornaliera del viaggiare, e usano questo tempo come meccanismo per passare dal lavoro al tempo libero.
Questi fattori suggeriscono che non esiste una personalità "giusta" o "sbagliata" per svolgere il telelavoro e che la personalità, le abitudini et. dell'individuo possono essere considerate solo nel contesto di un particolare insieme di compiti, di ambiente domestico e di contesto organizzativo.
Rendere giusti gli altri fattori
La nostra esperienza ci suggerisce che è meglio concentrarsi su fattori non inerenti la personalità per assicurare un ambiente ottimale per telelavorare, nel quale qualunque aspetto personale avrà un impatto minimo, e quindi è meglio trattare le singole differenze ed attitudini sulla base delle singole scelte personali o sulla base di un periodo di prova volontario. Per i tre aspetti principali:
* Insieme dei compiti: il telelavoro è possibile per quasi tutti i compiti basati su lavoro d'ufficio, e per una crescente serie di compiti industriali, la domanda dovrebbe essere "E' appropriato?" o meglio "Il telelavoro migliorerà il modo con cui il compito viene eseguito?" Non c'è nessun vantaggio nell'implementare il telelavoro a meno che non questo contribuirà a migliorare i risultati.
* Contesto organizzativo : Come detto precedentemente, l'organizzazione ideale è efficacemente collegata in rete, i suoi impiegati sono stimolati ad agire e pensare da soli con soltanto un blanda supervisione, e suoi dirigenti hanno fiducia in sè stessi, nell'organizzazione e nei loro subalterni. Generalmente, queste organizzazioni gravitano verso un approccio abbastanza informale, nel quale il telelavoro è considerato come un approccio piuttosto naturale per coloro che lo preferiscono.
* Ambiente domestico (casa e famiglia): Bisogna qui considerare sia l'aspetto fisico che emotivo. Fisicamente, il principale requisito è la capacità di creare uno spazio di lavoro da difendere all'interno della casa, cioè un'area dove il telelavoratore può isolarsi almeno parzialmente dalle attività domestiche quando è necessario, e tale che il telelavoratore può anche "chiudere la porta sul lavoro" e non averlo come una presenza costantemente visibile e un promemoria quando cerca di godersi le attività domestiche. Dal punto di vista emotivo, è importante che il telelavoro dovrebbe essere un "fatto positivo" per il resto della famiglia come anche per il telelavoratore. Si deve riconoscere, però, che la famiglia può aver bisogno di tempo per adattarsi ad un telelavoratore che è fisicamente presente ma preoccupato mentalmente.
Come regolarsi quando il telelavoro è "sbagliato" per un individuo
Se un individuo è infelice e/o improduttivo come telelavoratore, è importante controllare tutti gli altri tre fattori prima di concludere che questo è un problema basato sulla personalità. Nove volte su dieci troviamo che i problemi con il telelavoro possono essere fatti risalire a qualche aspetto dell'insieme dei compiti, del contesto organizzativo, dell'ambiente domestico, piuttosto che ad un problema di personalità e attitudini. Uno dei problemi più comuni è che la tecnologia moderna applicata al telelavoro non viene usata efficacemente. Naturalmente, se il problema deriva da un problema di personalità, la risposta è diretta - smettere di telelavorare!
