Introduction:
Geographically, the republic of Sudan is located in a large area in the north eastern part of the African continent, it has long borders with the neighboring Arab and African countries, these long borders encouraged the easy, dynamic and spontaneous movement of population from these countries into Sudan .They enter as refugees, displaced people or immigrants from theses borders into the Sudanese territories.
Sudan is bordered by seven countries: Egypt, Eretria, Ethiopia, South Sudan, Central Africa, Chad and Libya. In addition to its sea borders with K.S.A, Egypt, Ethiopia and Eretria along the Red sea. These long political borders make it hard to manage them or control the migration movement into and out of them. There are conflicts in most of the countries neighboring Sudan, leading to instability and thus to more numbers of illegal immigrants and refugees in Sudan. At the same time this migration could be an opposite migration. In either case, this unorganized and uncontrolled movement of population might lead to conflicts among the population groups over resources and the ownership of lands, and that could be a reason for hostility among the countries.
The history of asylum and the numbers of refugees in Sudan:
Sudan has been dealing with the problem of refugees for a long time, even before the existence of the international conventions on refugees. In 1906 the citizens of Congo took refuge in Sudan because of the political conflict in their country. In 1936, the Ethiopians were displaced and they came to Sudan as a result of the attack by the Italians. In 1965, the Congolese revolutionists were officially granted the status of refugees and were accommodated in camps.
The outflow of refugees into Sudan continued, especially in mid 1980s from Ethiopia (the region of Eretria and Tigrei), when those areas were hit by the drought. The outflow of refugees continued until the liberation of Eretria .Large numbers of those refugees returned in the 1990s( 1994).Sudan has also witnessed the outflow of refugees from Uganda, Somalia and Chad . The number of refugees in Sudan at that time was estimated to be more than a million.
Due to the war in Syria, the Syrians tried at first to go to the neighboring countries, seeking security and protection, and then later, they fled to countries other than the neighboring countries, including Sudan. The number of Syrian refugees in Sudan now is about 160000 refugees, they are treated the same way as the Sudanese citizens in terms of enjoying the rights to residence, movement, work and ownership. They also enjoy the social services such as health and education, and they are allowed to enter Sudan without Visa.
Recently, the outflows of refugees into Sudan have increased, when Sudan hosted big numbers of refugees from the state of South Sudan, since the beginning of the conflict among the warring factions in 2013. Their numbers exceed a million and 500000 refugees found in both the cities and the camps. As on September 30th 2017: the number of refugees in Sudan is about 2 million refugees (attached below is a table showing the statistics of refugees in Sudan)
Types of refugees in Sudan:
Three types of refugees are found in Sudan:
1- Camps refugees: they are provided with all services: health, education and food supplies.
2- Refugees inside the cities: no services are provided especially for them, but they share the already limited resources with the citizens.
3- Asylum seekers: a group of young people from Eretria and Ethiopia who use Sudan as a crossing point.
Traduction - arabe جغرافيا، تقع جمهورية السودان في مساحة كبيرة من الجزء الشمال الشرقي لقارة افريقيا، و لديها حدود واسعة مع الدول العربية و الإفريقية المجاورة، هذه الحدود تشجع على تحرك سهل، حيوي و تلقائي لسكان هذه البلاد للدخول للسودان. يدخلون هؤلاء السكان كلاجئين، نازحين أو مهاجرين من هذه الحدود للأراضي السودانية.
يحد السودان سبعة دول: مصر ، اريتريا ، اثيوبيا، جنوب السودان، أفريقيا الوسطى، تشاد و ليبيا. بالإضافة إلى حدوده البحرية مع المملكة العربية السعودية، مصر، اثيوبيا و اريتريا على طول البحر الأحمر. هذه الحدود الواسعة السياسية تجعل الإدارة و السيطرة على حركة الهجرة صعبة من داخل و خارج هذه الدول. توجد نزاعات في معظم الدول المجاورة للسودان مما يقود إلى عدم الإستقرار و أعداد أكثر من المهاجرين غير الشرعيين و اللاجئين في السودان. في نفس الوقت، قد تكون هناك هجرة عكسية. في كلتا الحالتين، قد تقود حركة السكان غير المنظمة و غير المسيطرة عليها إلى نزاعات بين مجموعات هؤلاء السكان في المصادر المعيشية و تمليك الأراضي و هذا قد يكون السبب في العدائية بين هذه الدول.
تاريخ اللجوء و عدد اللاجئين في السودان:
يتعامل السودان مع مشكلة اللاجئين منذ زمن طويل حتى قبل وجود القوانين الدولية بشأن اللاجئين. في عام 1906، لجأ مواطنين من الكنغو إلى السودان بسبب الصراع السياسي في بلدهم. في عام 1936، نزح الأثيوبيين إلى السودان نتيجة لهجوم الإيطاليين. و في العام 1965، حصل ثوار الكنغو رسميا على حالة اللجوء في السودان و تم إيوائهم في معسكرات.واصل تدفق اللاجئين إلى السودان خصوصا في منتصف الثمانيات من اثيوبيا (منطقتي اريتريا و تغري) عندما ضرب الجفاف هذه المناطق، و تواصل تدفق اللاجئين حت تحرير اريتريا و أعداد كبيرة من هؤلاء اللاجئين رجعوا إلى مناطقهم في عام 1990 . شهد السودان أيضا تدفق لاجئين من اوغندا، الصومال و تشاد. يقدر عدد اللاجئين في ذلك الوقت داخل السودان بأكثر من مليون لاجئ.بسبب الحرب في سوريا، حاول السوريون في البداية للذهاب إلى الدول المجاورة، بحثا عن الأمن و الحماية و لكن بعد ذلك هربوا إلى دول غير الدول المجاورة بما فيهم السودان. عدد اللاجئين السوريين في السودان الآن حوالي 160000 لاجيء. يعاملون بنفس الطريقة التي يعامل بها المواطنين السودانيين فيما يخص تمتعهم بحقوق الإقامة، الحركة، العمل و التمليك. ويتمتعون أيضا بالخدمات الإجتماعية كالصحة و التعليم ، و كما مسموح لهم الدخول إلى السودان بدون تأشيرة. مؤخرا، تزايدت تدفقات المهاجرين ، عندما استقبل السودان أعداد كبيرة من اللاجئين من دولة جنوب السودان منذ بداية بداية النزاع بين قبائل المسببة للحرب في عام 2013، تضخم عددهم إلى مليون و 500.00 ألف لاجيء موجودين معا في المدن و المعسكرات. بينما يقدر عدد اللاجئين في 30 سبتمبر عام 2017 إلى 2 مليون لاجيء. أنواع اللاجئين في السودان:
يوجد في السودان ثلاثة أنواع من اللاجئين:
1- لاجئي المعسكرات: يتم توفيرهم بجميع الخدمات: الصحة، التعليم، و الإمدادات الغذائية.
2- لاجئين داخل المدن: لا يتم توفير خدمات خاصة لهم و لكن يشاركون مسبقا المواطنين مصادر محدودة.
3- باحثي اللجوء:و هم مجموعة من الشباب الأريتريين و الاثيوبيين يستخدمون السودان كمعبر.
