➔ Lorsque l’acide nitrique entre en contact avec de la sciure de bois, de la fibre de bois, de la laine à polir, du papier, des restes de coton, de la cellulose ou d’autres matériaux organiques sous forme de particules fines, des gaz nitreux se forment. ➔ L’hydrogène sulfuré est un gaz toxique extrêmement inflammable, qui forme un mélange explosif avec l’air. Des mélanges de gaz toxiques se forment principalement sous l’action d’un acide sur des sulfures.
➔ L’acide sulfurique concentré, mélangé à de la soude caustique concentrée, cause un important développement de chaleur (réaction exothermique), qui peut provoquer un débordement ou des projections de liquide corrosif.

3 Construction d’un entrepôt
3.1 Concept d’entreposage
L’élaboration d’un concept d’entreposage requiert une étude scrupuleuse du présent guide dans sa totalité. Lorsque les conditions d’entreposage sont simples (p. ex. l’entreposage d’un fût d’huile), certains chapitres ont une importance moindre. La liste de contrôle figurant au chapitre 12 constitue un outil pour l’élaboration et la vérification du concept d’entreposage.
Le concept d’entreposage renferme toutes les indications pertinentes pour assurer un entreposage des matières dangereuses sûr et conforme aux règles. Il donne au détenteur une vue d’ensemble des conditions locales et des mesures prévues. L’élaboration d’un concept d’entreposage vise à atteindre les objectifs suivants:

➔ les conditions locales et les mesures sont adaptées de façon optimale au danger présenté par les matières à entreposer;
➔ une vue d’ensemble des exigences relevant de différentes prescriptions applicables permet de mettre en évidence les mesures incompatibles et de les adapter là où cela s’avère nécessaire;
➔ les dispositions légales sont respectées;
➔ l’autorité cantonale reçoit un document qui constitue une bonne base d’évaluation pour l’octroi d’un permis de construire ou d’une autorisation d’exploiter (voir chapitre 3.2).
Pour atteindre ces objectifs, le concept d’entreposage doit comprendre les informations suivantes (les chapitres correspondants du présent guide sont indiqués entre parenthèses):
➔ une description des conditions locales, telles que les abords de l’entrepôt, les locaux d’entreposage, le type d’entreposage ainsi que la définition des types de récipients qui seront entreposés (chapitre 3);
➔ la nature et les quantités des matières dangereuses qui seront entreposées (chapitres 4, 5 et 6);
➔ les mesures constructives, techniques et organisationnelles (chapitres 7, 8 et 9).
3.2 Demande et octroi du permis de construire
Les bâtiments et les installations ne peuvent être construits ou modifiés qu’avec une autorisation de l’autorité compétente. Le chan-gement d’utilisation, en d’autres termes le changement d’affectation de locaux existants, voire de tout un bâtiment, pour y entreposer des produits chimiques, est également soumis à autorisation.
Pour obtenir le permis de construire, le maître d’ouvrage doit présenter une demande à l’autorité compétente ainsi que les documents nécessaires (mentionnés sur les formulaires de demande de permis de construire). Le permis est délivré si le projet satisfait aux dis-positions fédérales, cantonales et communales, et notamment aussi aux prescriptions en matière de construction qui peuvent être différentes d’une commune à l’autre.
Selon la nature et les quantités des produits à entreposer, il y aura impérativement lieu de prendre en considération les règlementations s’appliquant aux domaines énumérés ci-après et de consulter les autorités compétentes en la matière:
Protection incendie
Les spécialistes en chimie et en protection incendie de l’autorité compétente en matière de protection contre le feu examinent, sur la base des prescriptions de protection incendie de l’AEAI, les mesures de protection incendie prévues pour un projet de construction donné. Ils déterminent les mesures constructives, techniques et organisationnelles de protection incendie nécessaires en fonction de la nature et des quantités de matières dangereuses entreposées, et fixent généralement aussi les quantités maximales de matières entreposées autorisées.

➔ Hydrocyanic acid. (prussic acid) in gaseous form is very flammable and toxic in case of inhalation. It is formed when some cyanide compounds come into contact with an acid.
➔ Hydrogen sulphide is a highly flammable toxic gas which form an explosive mixture with air. Mixtures of toxic gases are mainly formed when acid comes into contact with some sulphides.
➔ Concentrated sulfuric acid mixed with concentrated caustic soda generates significant heat (exothermic reaction), which can trigger an overflow or splashing of corrosive liquid.
➔ When bleach (disinfectant used to treat water) comes into contact with acids, toxic chlorine gas may be released.

3 Building a warehouse
3.1 Warehouse concept
Development of a warehouse design requires indepth study of this present guide. When conditions for warehousing are simple (eg. warehousing of an oil drum), some chapters are less important. The checklist in chapter 12 contains information on preparation and verification of warehouse design.
The concept of warehousing contains all relevant instructions to ensure that storage of hazardous materials is carried out safely and in conformity with regulations. It gives the reader an overview of all local conditions and expected measures. The development of a warehousing concept seeks to attain the following objectives:

➔ local conditions and measures are adapted as much as possible to the danger posed by materials to be stored;
➔ an overview of relevant requirements for different applicable guidelines helps to highlight incompatible measures and to ensure adaptation where needed;
➔ legal provisions are respected;
➔ the cantonal authority receives a document which constitutes a good bases for evaluation to be granted a building permit or operating authorisation (see chapter 3.2)
To achieve these objectives, the concept of warehousing must include the following information (corresponding chapters in this guide are indicated in brackets):
➔ a description of local conditions, such as warehouse suroundings, warehouse premises, type of warehouse as well as the types of containers to be stored (chapter 3);
➔ the nature and quantity of hazardous materials to be stored (chapters 4, 5 and 6);
➔ Constructive, technical and organisational measures (chapter 7, 8 and 9).
3.2 Application and granting of building permit
Buildings and facilities can only be constructed or modified with authorisation from the competent authority. The change in use, in other words, the change of occupancy of existing premises, or the entire building, to store chemical products, must equally be subject to authorisation.
To obtain a building permit, the project supervisor must submit a request to the relevant authority together with necessary documents (mentioned in the building permit application form). The permit is granted if the project meets federal, cantonal and council provisions, as well as building guidelines which can differ based on the setting.
According to the nature and quantity of products to be stored, it is imperative to take into consideration regulations which apply to the following domains and to consult competent authorities in this regard:
Fire safety
Specialists in chemistry and fire safety from competent authorities evaluate, on the basis of fire safety guidelines of AEAI, fire safety measures for a specific building project. They determine the necessary constructive, technical and organisational fire safety measures based on the nature and quantity of store hazardous materials, and generally decide on maximum authorised quantities of storage materials.
