Texte source - français La question du développement économique a bien entendu été le problème public le plus immédiatement saisi par la gouvernance urbaine. Plus récemment les questions du développement durable ont également été investies, en particulier à travers l’élaboration de projets d’agenda 21 locaux, puis des plans énergie climat territoriaux. Dans cette communication nous nous interrogeons sur les formes de la gouvernance urbaine de l’alimentation. Cette question de l’alimentation semble être restée faiblement investie par les villes, notamment en France, où l’Etat apparaît comme l’acteur central historique. L’autonomisation de politiques territoriales de l’alimentation est ainsi de fait fortement contrainte par les politiques publiques existantes, et se heurte à des logiques, à la fois sectorielles et d’échelle de gouvernement, fortement institutionnalisées. La question se pose d’abord en termes d’agriculture, dans une perspective productive (économique), renvoyant à la fois à l’Etat et aux échelons européen et international (Fouilleux, 2008). L’alimentation a aussi fait l’objet d’un cadrage sanitaire, lié aux questions agricoles (crise de l’ESB, bœuf aux hormones, etc.) d’une part et de santé publique (nutrition) d’autre part, renvoyant toutes deux à l’échelon national principalement (Programme national nutrition santé, PNSS). Enfin, plus secondairement et tardivement, et de façon liée à la production agricole, l’enjeu a ensuite renvoyé aux politiques environnementales, fortement cadrées par le niveau européen, même si leur mise en œuvre supposait une dimension territorialisée (mesures agri-environnementales, certains aspects des projets de développement local financés par l’UE - programmes Leader) (Ansaloni and Fouilleux, 2008). Ainsi, dans ses formes de problématisation et d’institutionnalisation existantes, tout en étant fortement dominée par un cadrage agricole, la question de l’alimentation ne relève pas d’un champ sectoriel autonome unique. Mais elle ne fait pas non plus l’objet d’une approche transversale ou intégrée : elle est partagée, fragmentée entre divers secteurs de politique publique existants aux frontières bien balisées, mais qui chacun revendiquent une certaines compétence légitime à traiter la question de l’alimentation, et le font avec leur cadrage propre (Fouilleux, 2008; Bonnaud and Joly, 2012).
Traduction - anglais The issue of economic development was of course the first priority addressed by urban governance. More recently, sustainable development issues have also been addressed, in particular, through the development of local Agenda 21 projects, and later local energy climate plans. This paper discusses forms of urban governance of food. Food governance appears to have been rarely addressed by urban authorities, especially in France, where the central state is a historically powerful actor. The development of independent local food policies is thus strongly constrained by existing public policies and is confronted by highly institutionalised logics at both the sector and government levels. Food policy issues were firstly viewed through a prism of agriculture, from a productive (economic) perspective, as structured both by the state and European and international frameworks. Food issues are also subject to health regulations that are linked to agricultural issues (the BSE crisis, hormones in beef, etc.) and public health (nutrition) issues which both refer principally to national-level policies (the National Nutrition Health Programme, PNSS). Secondarily and later on, food issues, still linked to agricultural production, were also viewed through the prism of environmental policies, mostly determined at the European level, even if their implementation called on a territorial approach (agro-environmental measures, some aspects of local development projects financed by the EU – Leader programmes) (Ansaloni and Fouilleux, 2008). It is thus that in its existing forms of conceptualising and institutionalising, the issue of food is not linked to just one single independent sector, even though it is largely structured by the agricultural sector. However, food policy is also not part of a cross-cutting or integrated approach. Rather, food policy is shared and fragmented between diverse existing public policy sectors with clear boundaries, and each of which claims a certain legitimacy to deal with food issues and does so using their own frameworks (Fouilleux, 2008; Bonnaud and Joly, 2012).

Texte source - français Les biens et services rendus par les écosystèmes naturels ont permis de soutenir la croissance et les progrès des sociétés humaines, notamment au plan de la santé, l’adaptation et l’atténuation au changement climatique, la protection face aux risques naturels, l’approvisionnement en eau douce, la production alimentaire, la réduction de la pauvreté, la sécurité énergétique, etc. A travers le schéma ci-dessous, XXXX démontre que plus les écosystèmes naturels sont bien conservés, plus les services fournis sont variés et divers et contribuent effectivement aux différents spectres du bien-être humain (fig.2). En cas de dégradation avancée, ces services s’amenuisent et le bien-être humain s’en ressent.
La non prise en compte des liens entre les écosystèmes naturels et le bien-être humain dans les décisions publiques et privées met donc en péril les capacités à réaliser les objectifs stratégiques de développement des pays.
Traduction - anglais Goods and services provided by natural ecosystems have supported the growth and progress of human societies, especially with regards to health, climate change adaptation and mitigation, protection against natural disasters, provision of fresh water, food production, poverty reduction and energy security. Through the schema below, XXXX shows that the more natural ecosystems are conserved, the greater the variety and diversity of services they provide and the more they contribute effectively to different facets of human well-being (Fig. 2). In the case of advanced degradation, these services diminish and human well-being suffers as a consequence.
Not taking into account the links between natural ecosystems and human well-being in public and private decisions thus endangers the capacity of countries to reach strategic development goals.

Texte source - anglais The goal of this project is to develop pricing strategies that can be easily implemented by municipalities and which will lead to communities achieving the efficient level of take-up of improved desludging services. To do this, we will implement a second price auction type mechanism to elicit truthful revelation of the values of desludging services from the households. This will allow us to understand the shape of the demand curve and to estimate the ideal local pricing structures under different conditions which can then be passed on to local authorities to implement in their areas. We will then test the effect of the alternative pricing structures we develop on the take-up of desludging services, and analyze the impact of monitoring interventions which can be conducted by municipalities in order to stimulate demand.
Truthful Revelation of Valuations
We will measure the true value of improved sanitation services for households and the impact of uncertainty in neighbor’s actions and coordination by running a variation of a second price auction for desludging services in 125 neighborhoods in Accra (2500 households) and 100 neighborhoods in Ouagadougou (2000 households). All consenting households will participate in this portion of the study—the mechanism is incentive compatible for truthful revelation of values, and no randomization is required. Households will provide their bids for the services, and households with bids above the clearing price will be allocated the service.
Traduction - français L’objectif de ce projet est de développer des stratégies de tarification faciles à mettre en œuvre par les communes et qui permettent aux populations d’atteindre un niveau efficace d’adoption des services de vidange améliorée. Pour atteindre cet objectif, nous mettrons en place un mécanisme du type enchère au second prix pour susciter une révélation véridique de la valeur des services de vidange pour les ménages. Cela nous permettra de comprendre la forme de la courbe de demande et d’estimer les structures de tarification locales idéales dans des contextes différentes qui pourront par la suite être diffusées auprès des autorités locales pour mise en œuvre dans leurs localités. Nous testerons ensuite l’effet des structures alternatives de tarification développées sur l’adoption des services de vidange et analyserons l’impact du suivi des interventions que les communes pourraient réaliser afin de stimuler la demande.
Révélation véridique des valeurs
Nous mesurerons la valeur réelle des services d’assainissement amélioré pour les ménages et l’impact de l’incertitude sur les actions du voisin et sur la coordination à travers l’application d’une variation d’enchère au second prix pour les services de vidange dans 125 quartiers à Accra (2500 ménages) et 100 quartiers à Ouagadougou (2000 ménages). Tous les ménages qui donnent leur consentement participeront à cette étape de l’étude – le mécanisme est compatible avec les incitations pour la révélation véridique des valeurs et il n’y a pas besoin de randomisation. Les ménages feront leurs offres pour les services et les ménages avec des offres supérieures au cours de compensation recevront le service.
