I am not too sure what Marine offset' means.

1) In the below website about the “marine reservoir effect (MRE), it defines it as being “a 14C age offset between the oceanic and atmospheric carbon reservoirs.”

- I’d like to mention that there are two katakana versions of the French-derived word “reservoir” being used by various websites/organizations. They are リザーバ and リザーバー with the latter being more prevalent.
